Statement of Work IML-12302018, Revision B Gun Cart Tugs, Building 35 and 135 Watervliet Arsenal
1. Background: Operations at Watervliet Arsenal require compact tugs for the movement of gun carts. These carts with payload can exceed 3.5 tons. Heavy stress tolerance and traction on smooth concrete surfaces with a compact design is needed.
2. Objective: Provide 4 tow tractors with a towing capacity of at least 8000lbs that meets the below specifications and requirements.
3.1 Equipment Requirements: Rico R-PT Heavy Duty Walkie Tractor or equivalent 3.1.1 Minimum tow capacity of 8000 lbs.
3.1.2 Rating- Built to U/L 583 Type “E” 3.1.3 Drive End Type- Walk behind 3.1.4 Drive Tire- Rubber, solid 3.1.5 Steering-Manual 3.1.6 Brakes- heavy-duty mechanical disk brake system
3.1.7 Color- Safety Yellow
3.1.8 Travel Speed- 3MPH
3.1.9 Hitch requirements are an auto-jaw coupler 16” floor to center, max section drawback diameter of 2”. The hitch needs to be mounted perpendicular/sideways as it will be attaching to a vertical pin. Hitch will have a release bar lever.
3.1.10 Accessories must include a work light, strobe light, travel alarm, and a back-up alarm.
3.1.11 Three compatible charging stations RICO 99850548 or equivalent.
3.1.12 No walk/ride Platform
3.1.13 Required back up alarm
3.1.14 Dead man braking required
3.1.15 Hand Guards required
3.1.16 Horn required
3.1.17 Safety reversing switch
3.1.18 Hour meter required
3.1.19 Strobe light required
3.1.20 Battery discharge indicator required
3.1.21 Travel alarm required
4.1 Operating Conditions: The tow tractors must be able to operate in the below conditions.
4.1.1 Floor condition will have the following contaminants: dust, oil, coolant, water, and metal chips.
4.1.2 Tow tractor will be used primarily indoors with limited outdoor use.
4.1.3 Floor types will be any of the following types: brushed concrete, wood block, asphalt, and smooth concrete.
4.1.4 Floor condition will be moderate and will contain various combinations of contaminants and less than perfect surface conditions.
4.1.5 Temperature will frequently be above 95 degrees and below 55 degrees with dusty conditions.
5. Delivery Location: All work shall be completed at the Watervliet Arsenal, building 15.
