Statement of Work AAS #180940012
INSTRON Maintenance
1.0 Background:
1.1 To obtain a yearly maintenance contract for the Instron testing machines, Rising Step
Load Test and hardness testing machines at Benet Laboratories. This contract covers maintenance, repairs, calibration, including the cost of all labor and materials.
2.0 Applicable Documents: None
3.0 Scope/Objective:
3.1 To provide maintenance and calibration of Instron testing equipment (testing machines and hardness testing machines) to ensure quality test results and meet current ISO standards.
4.0 Requirements:
4.1 The contractor shall provide maintenance and calibration for Instron testing equipment to ensure quality test results and meet current ISO standards. Labor and materials are also covered under this contract.
4.2 The contractor shall provide two preventive maintenance visits (for the 12 month period stated in 7.0), which includes parts and filters as follows: #1400-900

4.3 The contractor shall calibrate WILSON TUKON 2100 S/N T2100P2181; one verification in June MicroHardness and PM. #1410-053 PM #1410-010
4.4 Perform Calibration of Load Cells on Rising Step Load Test Machines

4.5 The contractor shall provide for 20 hours of scheduled time (non-emergency) for remedial repairs as required to any of the equipment listed above.
4.6 The contractor shall provide for 3 Emergency Visits (for the 12 month period stated in
7.0):
****3 Emergency Visits to include zone fee and existing hourly rate.
1 Emergency Visit #1400-999 Zone Fee per visit: #S1400-002 Tensile Labor per hour: #S-labor-Ten Travel time at existing hourly rate for 3 visits.

5.0 Special Requirements:
5.1 Accounting for Contract Service:
5.1.1 The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the [Instron Maintenance] via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: https://www.ecmra.mil
5.1.2 Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2018. 7.0 Period of Performance on this maintenance contract shall be for one year, 1 July 2018 thru 30 June 2019.

9.0 Information Disclosure: A Certificate of Non-Disclosure shall be signed by all contractor employees working under this effort and returned to the COR prior to award. The contractor shall not release any information or data without the approval of the Government.
10. iWATCH (See Something, Say Something) Training. Requires the addition of: “All contractor employees, including subcontractor employees, shall receive training and participate in the local iWATCH program (training standards provided by the requiring activity ATO). This locally developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR. This training shall be completed within 45 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever applies, and then annually thereafter. The contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee to the COR (or to the contracting officer, if a COR is not assigned) within 14 calendar days after completion of training by all employees and subcontractor personnel.” Slides available to COR at https://www.milsuite.mil/book/docs/DOC-65995
