1. SCOPE/GENERAL REQUIREMENTS
1.1 Contractor shall rebuild five (5) thimble ring type revolving steady rests. Estimate repairs to take one year.
2. APPLICABLE STANDARDS AND PUBLICATIONS. All work performed and procedures followed in association with this project shall meet or exceed all applicable industry standards relative to fire, safety and environmental. The quality of all work performed and material provided shall meet or exceed the latest applicable industry standards and engineering practices for this type of equipment and its intended function. In all instances material, quality, and workmanship shall meet or exceed OEM specifications.
3. REQUIREMENTS
3.1 GENERAL REQUIREMENTS:
3.1.1 Contractor must have inspection and repair experience for this type of lathe equipment.
3.1.2 Construction. All replacement parts used as part of this rebuild shall be new and unused and shall be constructed so as to be capable of withstanding all forces encountered during operation to the maximum rated capacity. The structure and assembly of the revolving rest and its components shall be sufficiently rigid that work-piece finish and accuracy are not impaired by machine vibrations.
3.1.3 Workmanship. Rebuild workmanship throughout the rebuild shall be of good quality and in conformance with a manufacturer's standard practice for this type of equipment and to standards recognized or adopted by the Association for Manufacturing Technology.
3.1.4 Other Unacceptable Repair Measures. Welding, brazing, soldering and other such techniques shall be used only where called for in the original revolving rest's design. They shall not be used as part of this rebuild to repair the revolving rest components.
3.1.5 Maintainability. All parts subject to wear, distortion or failure and all parts which require periodic adjustment shall be readily and safely accessible for repair, replacement or adjustment as applicable.
3.1.6 Interchangeability. All parts bearing the same part number shall be functionally interchangeable.
3.1.7 Ozone Depleting Substances Section 326 of Public Law 102-484 precludes the
Dept. of Defense from awarding any contract that directly or indirectly requires the use of a class 1 ozone depleting substance within the government specification or standards set forth in the contract. Any such substance shall be replaced by new functionally equivalent substances or systems that are approved for use by the Environmental Protection Agency (EPA) and have an "Ozone Depletion Potential" (ODP) rating of zero. All Material Safety Data sheets (MSDS) shall be submitted for approval to Watervliet Arsenal at the time of the submission of proposal.
Definition: Ozone Depletion Potential (ODP) The relative capacity of a substance, per unit weight, for destroying the earth's stratospheric ozone layer, in comparison with CFC-11, CFC-12 and CFC- 114, each having been assigned an ODP of 1.00.
Note: The Contractor is responsible to obtain and adhere to the most current list of prohibited substances as of the date of the submission of bids or proposals.
Order of Precedence: In the event of a conflict between the text of this paragraph and the references cited elsewhere in this specification the text of this paragraph shall take precedence.
Nothing in this specification, however, shall supersede Section 326 of Public Law 102-484 unless a specific exemption has been obtained.
3.1.8 Asbestos and Mercury Free Certification. All materials utilized as part of this rebuild shall be certified as asbestos and mercury free unless substitute materials do not exist. This certification shall be provided at the time of proposal submission.
3.1.9 Lead-Free and Chromium-Free Paint Certification. All paints and primers applied as part of this rebuild shall be certified as lead free and chromium-free. Lead based paint is paint that contains more than six one-hundredths of one percent (0.06%) lead by weight. This certification shall be provided prior to machine delivery.
3.1.10 Identification Plate. The Contractor shall securely attach a second corrosion-resistant metal identification plate to the revolving rests in a visible location. This plate shall bear the information called for as follows. The original ID plate shall not be removed from the revolving rest.

3.1.11 Lubrication. For parts being replaced according to this specification any sensors or other devices used to detect the presence (or absence) of lubrication shall be accessible for test or replacement without major disassembly. Manual lubrication methods (e.g. Grease fittings, oil cups etc.) are permissible for lubrication points not practically served by automatic systems. Re-circulating type systems shall be equipped with means to confirm proper oil level. Sight gages shall be of the external standing tube type rather than the flush mounted porthole type. Standing tube sight gages shall be protected against accidental breakage.
3.1.12 Lubrication Plate. For any changes made during rebuild a lubrication plate (or plates) shall be permanently fastened to the rest and shall clearly indicate the type and viscosity of lubricant and the service interval for manual lubrication reservoirs and fittings. The plate shall include a simple diagram which depicts the physical location of all lubrication points on the machine structure.
a. Lubricants, Hydraulic Fluids, Oils and Coolants. The Contractor is requested to choose the required lubricants, hydraulic fluids, oils and coolants that are readily available in Egypt. If a substitute is required, the Contractor shall provide justification which shall include the manufacturer, type and specification number as well as the reason for the substitution in accordance with CDRL A001.
3.1.13 Painting. All painted exterior machine surfaces shall be repainted, if found damaged, except where bright metal is required for machine function or to otherwise adhere to the requirements of this specification in accordance with manufacturer’s standard practice. Paint shall be chromium-free and lead-free.
Paint shall be coolant resistant and the color will be matched as close as possible to the original color. Quality and manner of application shall be such as to afford protection throughout the normal life of the rest. Danger areas shall be painted red and caution areas shall be painted yellow, warning signs, tags or emblems will be affixed to respective areas of the machine in accordance appropriate safety standards.
3.1.14 Repair Parts Catalog. All data shall be in the English language. This list shall encompass every replaceable part in the revolving rest and shall include appropriate identification and ordering data. Items which can normally be purchased locally may be so indicated provided they are sufficiently described.
Any parts that are not commercially available and are manufactured specifically for any of these revolving rests, the Contractor shall provide sketches or drawings that clearly state the item design features and material requirements. The repair parts catalog shall include illustrations which clearly locate the parts location as specified in CDRL A001. (one copy)
3.2 SPECIFIC REQUIREMENTS:
3.2.1 The Contractor shall rebuild five (5) revolving steady rests. The Contractor will be supplied with two revolving rests, initially, and the remaining three when available, upon arrival at Watervliet Arsenal from Egypt. In order to facilitate preparation for the repairs, photographs will be provided to the contractor of the revolving steady rests upon vendor’s request.
3.2.2 The Contractor shall replace each of the revolving rest’s two roller bearings with new 24” Torrington specification 230TS757/BA1632 bearings, which is the original design specification, or better.
3.2.3 The Contractor shall replace the seals and shall ensure the rest can be manually rotated with one hand with approximately 45 +/- 5 pounds pull, as specified in Paragraph 5.
3.2.4 The Contractor shall manufacture and install four each new work holding serrated quill posts and SCE-0144 Bearing Housing Steady Rest Support Posts for each of the steady rests.
3.2.5 The Contractor shall replace all way wipers with new wipers.
3.2.6 The Contractor shall replace the manual lubrication system with a new manual lubrication system.
3.2.7 The Contractor shall test the revolving rests to ensure normal operating conditions.
3.2.8 The Contractor shall replace all manual locking clamps which secure the rest to the ways of the lathe.
3.2.9 The Contractor shall exhibit the revolving rests to a Watervliet Arsenal representative at the Contractor’s facility for function to ensure rebuild completion and verification of .001 inch maximum radial runout and .003 inch maximum axial runout.
3.2.10 Upon completion of the rebuilds the Contractor shall apply a light preservative to any bare metal surface to prepare for overseas shipping.
3.3 ADDITIONAL SPARE PARTS REQUIREMENT. The Contractor shall supply one set of spare parts for any part of the revolving rest that is being replaced as described in this specification, excluding the 24” bearings as specified in CDRL A002.
3.4 CERTIFICATION OF COMPLETION. The Contractor shall provide written certification that each of the revolving rests are complete, including all specified hardware, lubrication systems, accessories, markings and safety devices as specified in CDRL A003. The certifications shall be provided to the Contracting Officer.
4. REVOLVING REST SPECIFIC INFORMATION.
4.1 Revolving Rests. The revolving rests to be rebuilt as part of this specification each have the same design characteristics. The only variation is the way seating surface, because of different machine design. The serial numbers of the available revolving rests are:

4.2 Bearings. Three (3) each of the required bearings will be supplied for the Contractor to utilize. These bearings are new and have the specification listed in paragraph 3.2.2. The Contractor shall procure the remaining seven (7) bearings, of the same specification or better.
4.3 General Scope of Work. The following is a general scope of work to be performed in order to rebuild these revolving rests, at a minimum, to meet OEM requirements.
4.3.1 The Contractor shall for each of the Revolving Rests:
Clean and disassemble including all parts included in this scope.
Supply and install new bearings, 2 each.
Supply and install new bearing seals, 2 each.
Supply and install new bearing housing support posts including the serrated quill posts, 4 each.
Supply and install new way wipers Supply and install new lubrication system.
Paint exposed surfaces not meant to be bare metal
5. EQUIPMENT WARRANTY.
It may not be possible to test the revolving rests for OEM performance at the Contractor’s plant because of the revolving rest design. The Contractor shall guarantee the revolving rest can be manually rotated with the normal load weight of a 12 inch diameter steel cylinder, similar to a 120mm gun tube, with one hand and approximately 45 +/- 5 pounds of pull. The Contractor shall guarantee for a duration of (1) one year all parts replaced as part of this rebuild as specified in CDRL A004. The guarantee shall include as a minimum, parts, labor and transportation costs for the duration of the warranty, at no additional cost to the Government.
6. PRESERVATION, PACKAGING AND DELIVERY.
The Contractor shall utilize standard commercial methods of preservation and packaging appropriate for machine tools and acceptable to commercial carriers. As a minimum, all areas susceptible to damage from exposure to the elements shall be preserved and/or packed to prevent damage.
a.) The Contractor shall be responsible for applying products to preserve bare metal surfaces.
b.) The revolving rests, upon completion, shall be packaged and shipped back to Watervliet Arsenal. The Contractor shall not be responsible for overseas shipping costs. The Contractor shall be responsible for the shipping costs to and from the Contractor’s facility and the Watervliet Arsenal. The rebuild Contractor will notify the WVA Contracting Office and the Egypt Co-Production Technical POC prior to any of the rests being shipped back to the Watervliet Arsenal.
c.) If the rebuild Contractor is transporting hazardous materials it shall be their responsibility to process all required dangerous goods documents according to DOT regulations.
d.) The equipment and hardware shall be blocked, braced and skidded to prevent damage during transport and to facilitate handling, loading and unloading.
7. DELIVERABLES
1. Repair Parts catalog/list with complete part description and sketches or drawings, if applicable, as specified in paragraph 3.1.14
2. A complete set of spare parts as specified in paragraph 3.3.
3. A certificate of completion shall be provided for each steady rest rebuilt before return shipment to the Watervliet Arsenal, as stated in paragraph 3.4.
4. Warranty for each of the revolving rests, as specified in paragraph 5.

52.0000-4020 ACCESS AND GENERAL PROTECTION/SECURITY POLICY AND PROCEDURES (MAR

a. The contractor and all associated subcontractors’ employees shall comply with applicable installation, facility, and area commander installation and facility access and local security policies and procedures (provided by the
Government representative). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the installation Provost Marshal Office, Director of Emergency Services, or Security Office. The contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9 “Personal Identity Verification of Contractor Personnel”) as directed by DoD, HQDA, and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.
b. For contractors requiring Common Access Card (CAC). Before CAC issuance, the contractor employee requires, at a minimum, a favorably adjudicated National Agency Check with Inquiries (NACI) or an equivalent or higher investigation in accordance with Army Directive 2014-05, The contractor employee will be issued a CAC only if duties involve one of the following: (1) Both physical access to a DoD facility and access, via logon, to DoD networks on-site or remotely; (2) Remote access, via logon, to a DoD network using DoD-approved remote access procedures; or (3) Physical access to multiple DoD facilities or multiple non-DoD federally controlled facilities on behalf of the DoD on a recurring basis for a period of six (6) months or more. At the discretion of the sponsoring activity, an initial CAC may be issued on a favorable review of the FBI fingerprint check and a successfully scheduled NACI at the Office of Personal Management (see clause 52.204-4959 “Trusted Associate Sponsorship System (TASS) Program” (Local ACC-WRN (WVA)).

CONTRACTOR PERSONNEL AGREEMENT ON NON-DISCLOSURE
OF WATERVLIET ARSENAL TECHNOLOGY
1. The Undersigned, as an employee of _________________________ (Name of Firm) agrees to the following terms and conditions.
2. Any knowledge gained, as a result of my being permitted on Watervliet Arsenal’s premises, concerning cannon production technology (as defined below) or other technology on any defense item being manufactured or developed at Watervliet Arsenal, will not be released outside of _________________________ (Name of firm) and/or the United States of America (this prohibition includes, but is not limited to, the company’s domestic and foreign subsidiaries, affiliates, etc.), nor will such technology be used to manufacture or assist another in the manufacture of cannon (as described below) or other defense items being manufactured or developed at Watervliet Arsenal, without the written prior approval of Watervliet Arsenal.
3. Definitions:
a. CANNON: is defined as any and all components/parts of a complete assembly consisting of a tube, breech mechanism, tube attachments, muzzle appendages, firing mechanisms, and all integral components. It may also be a component of a weapons system of 40mm Bore or over such as tank guns, towed and self-propelled howitzers, naval guns, mortars and recoilless guns.
b. CANNON PRODUCTION TECHNOLOGY: is defined as the technical data package and manufacturing technology.
(1) TECHNICAL DATA PACKAGE: cannon engineering drawings, specifications and standards.
(2) MANUFACTURING TECHNOLOGY: technical knowledge, documentation, assistance and equipment and machines used an/or useful in the manufacturing of cannon.
(a) TECHNICAL KNOWLEDGE: the know how collected, trade secrets, production experience and special skills necessary for the production of cannon and the technical information and inventions necessary for the manufacture of cannon and relating to the manufacture of cannon.
(b) TECHNICAL DOCUMENTATION: manufacturing technical data comprised of drawings, specifications, schemes, composition, descriptions, methods of calculations, instructions and other information necessary for the manufacture of cannon.
(c) TECHNICAL ASSISTANCE: all assistance required to make practical and economical use of the technology required to manufacture cannon, such as delivery of documentation, training of personnel, instructions, consultations and acquainting of specialists with the most economical method of using this technology in the manufacture of cannon.
(d) EQUIPMENT AND MACHINES: production machines, machine accessories, apparatuses, spare parts and tooling used for cannon manufacture.

JOB SITE AVAILABILITY:
The work site will be available for performance during normal business hours:
Monday through Thursday Business Hours: 7:00 a.m. EST to 4:00 p.m. EST
Friday Business Hours: Every other Friday from 7:00 a.m. EST to 3:00 p.m. EST
Fridays will be staggered with every other Friday being a closed business day. The first Friday of 2017 to be closed is January 6, 2017.
Based on the above, service contractors should call contract/purchase order administrator in advance if service is scheduled for a Friday to determine if the Arsenal will be open for business.
When a federal holiday is normally observed on Friday, the Arsenal may be closed on the preceding Thursday. In this case, contact the contract/purchase order administrator in advance if scheduling service to determine if the Arsenal will be open for business.
Work at other than the above hours won’t be allowed unless the contractor makes an application at least 48 hours in advance and gets written contracting officer approval. No guarantee is made that the job site will be made available other than as stated above.
CONTROL OF FOREIGN VISITORS TO WATERVLIET ARSENAL:
Offerors are advised that any employee or representative of their company who is not a U.S. citizen, (or is representing a foreign company) and is a U.S. citizen), planning on visiting the Watervliet Arsenal for the purpose of attending: bid conferences, bid openings, site visits, engineering services, or any other visit related to this solicitation will be escorted at all times by an arsenal representative while on the installation grounds.
Therefore, offerors must notify the Contracting Officer in advance (a minimum of two [2] weeks) of any proposed visit by a non-U.S. citizen or U.S. citizen representing a foreign firm, to assure proper clearance for entry into the arsenal. Failure to comply, or disclose a foreign national visitor, may subject the Contractor to the penalties set forth in 18 U.S.C.A. Section 1001, Chapter 14.
Due to manpower constraints, Watervliet Arsenal is often unable to provide escort services during contract performance. Therefore, if the resulting contract requires performance on Watervliet Arsenal property, employees, individuals or subcontractors representing the successful offeror who are not U.S. citizens may not, depending on staffing levels and the availability of escorts, be allowed access to the Arsenal for purpose of contract performance.
Be further advised that the inability of the Arsenal to provide escorts resulting in denial of access to Watervliet Arsenal of the aforementioned personnel will not be considered an excusable delay to contract performance as defined in the contract clause “Default” contained in the contract. Therefore, offerors should consider the above contingencies during offer preparation.
CONTRACTOR IDENTIFICATION:
Contractor employees shall identify themselves as contractor personnel by introducing themselves or being introduced as contractor personnel and displaying distinguishing badges or other visible identification for meetings with Government personnel. In addition, contractor personnel shall appropriately identify themselves as contractor employees in telephone conversations and in formal and informal written correspondence, and when working in situations where their actions could be construed as official government acts.
