Questions and Answer Log – W911PT-17-R-0034 (Abrasive Flow Machine) August 28, 2017

1. The 105 mm tube is newly introduced. This will need additional tooling, and additional design works, time and expenses.

Response: Ok

2. Need all the detailed drawings, dimensions and full information of the tubes 120 mm, 155 mm and if WVA wants, then also 105 mm

Response: Drawings will be posted.

3. We discussed 20-foot-long tubes. Does WVA want 40-foot-long tube to be processed? It will be significant added price to the project.

Response: We need the machine to be capable of processing a 40' long tube

4. WVA to provide the relevant standards and publications of Association of Manufacturing Technology, as mentioned in section 3.1.1

Response: This is boilerplate language used in all of our specs, I don't have a specific standard to reference.

5. As mentioned in the section 3.1.8.1, we did not receive "Attachment D" - environmental requirements

Response: Attachment D is attached

6. Please clarify this, as mentioned in the section 3.1.11 "In any system which utilizes hydraulics to produce thrust or direct linear motion, anti-surge devices or circuits shall be incorporated to insure uniformity of motion under varying loads."

Response: When hydraulics are used to produce linear motion, we want it to operate in a smooth, consistent motion regardless of the load.

7. Contractor will use of-the shelf closed loop chiller. Please confirm that, this will be ok in accordance with 3.1.23

Response: Without any information on the chiller, it sounds ok. However, we want the contractor to tell us whether their solution complies with the language of the spec.

8. In the section 3.1.25, please clarify what is meant by "numerical control unit"?

Response: This is boilerplate language that is used in all of our specs. Use HMI and PLC to provide timer and counter functionality will be acceptable.

9. The link in the section 3.1.26.2.3 is missing. Please provide to us for review.

Response: There is no link in paragraph 3.1.26.2.3. I have attached the spec.

10. Please explain the term "prototype cannon tubes" in the section 3.2.1.

Response: See prototype cannon tube in the attached drawing. We also need the capability to process a 40' long tube for which we do not have a drawing.

11. Contractor needs all drawings and dimensions for the tubes - section

3.2.2.3. As mentioned, 120 mm and 155 mm tubes have been considered. If contractor needs to process 105 mm tubes, new tooling design is involved.

Response: Drawings will be posted.

12. Please provide the 52.246 -15 Certificate of Conformance for review. (section 3.4.1)

Response: There is no standardized certificate format. Some form of written acknowledgement by the contractor that the machine is complete will be acceptable.

13. Please provide us the followings:

14. We do not comply with 52.0000-4950 Disclosure of Unit Price Information (page 38); and would like to object. What will be the right procedure?

Response: The contractor would have to provide documentation that proves to the Government that releasing Unit Price Information would cause competitive harm to their company.
