REQUIREMENT FOR:

ARO site in RTP, NC requires the following database in order to insure robust pre-funding research and to prevent duplicative research funded by the Army Research Office (ARO). Part of this requirement focuses on ARO Scientists being able to identify all impactful metrics for the science in the public realm. Part of this requirements is once relevant comparable science is found, be able to drill down into the authors or co-authors or research organization to identify current, normalized, exact contact information.

Therefore, the required database must be an integrated database of research grants, publications, citations, and patents that cover a broad landscape from both national and international major research resources. A requirement for on-site customer training will be required to enable the ARO to perform holistic and cutting-edge research analyses.

Certain features and capabilities are required to be included within the database. These features provide efficiency and completeness of results and produces the ability for cross indexing and cross referencing within the resource of science people and bodies of work.

The required features/capabilities should be able to:

1. Aid in gaining insight into the context of the research that is funded currently and going forward.

1. Provide Reviewer Identification-

1. Ability to find experts based on their publication and / or grant history

1. Researcher Disambiguation- ability to distinguish between researchers to ensure potential reviewers are assigned appropriate expertise

1. Conflict of Interest Identification

1. Research Relevant Impact by providing:

2. Indicators of Scientific Impact (Novelty of Science Indicators)

0. metrics to gain insight into the impact of research at the article level

0. ability to give insight into online activity regarding who is speaking about the research (e.g., news coverage, blogs, etc.)

2. Duplicative Analysis- ability to identify if a grant application is similar to previously funded grants

1. Support Full Search and Retrieval by providing:

3. Full Text search- ability to search the full text for a majority of the publications in the citation database

3. Relevance- ability to identify relevant research activity based on the text of a new grant application

3. Item-level Research Categorization- ability to categorize research activity based on the text of the publication / grant / patent

3. Bi-directional interlinking: ability to view a given publication and trace it back to see the specific grant and funding amounts associated with that publication

3. Links to source data - ability to give transparency to identify potential errors through links to source data for publications, grants, etc.

3. Natural Language Processing to categorize research based on the text of the article

1. Support Portfolio analysis by providing:

4. Trend Reports- ability to see trends in increasing or decreasing research activity within a given area relevant to ARO's portfolio

4. Funder Comparisons- ability to compare grant portfolios of multiple funding agencies based on their research grants

4. Global grant funding perspective- ability to gain broad insight into the broader context of a grant or grant application including the funding amounts and abstracts of similar funded grants

1. Support integration of vendor data with local management tools as a possible follow-on requirement (if required this capability would be contracted as a future modification).
