STATEMENT OF WORK

Anatomical Tissue Disposition Services

Section C. Statement of Work

C.1. Background:

The US Army Research Laboratory (ARL) will be performing injury studies which will utilize post-mortem human tissue. ARL requires cremation services for the disposition of the anatomical tissue that will be used in these studies.

C.2. Objective:

ARL is working to develop validated injury risk functions and physics-based simulation models to better understand and evaluate the impact of projectile threats into body armor, the amount of damage inflicted from a projectile penetration, blast, and blunt trauma. The determination and validation of these models require precise data and the use of biological targets to establish a realistic assessment of penetration, blast, and blunt trauma mechanics.

Consequently, studies involving post-mortem human anatomical tissue are necessary to model these injury phenomena and eventually protect the lives of those who protect us.

C.3. Scope:

The contractor will provide ARL with disposition services for investigated tissue specimens.

C.4 Tasks:

The contractor shall perform the following tasks:

C.4.1 The contractor shall collect, transport, process, cremate, store, and scatter the investigated tissue.

C.4.2 The contractor shall comply with all applicable local, state, and federal statutes, laws, rules, and regulations.

C.4.3. The contractor shall provide the type of vehicle, license plate number, and driver information to the Government Technical Point of Contact (TPOC) at least 48 hours prior to a pick up so that the proper security measures can occur.

C.4.4 The contractor shall arrive onto Aberdeen Proving Ground no earlier than 0900 and no later than 1500 so that Government personnel will be available to escort the contractor.

C.4.5 ACCOUNTING FOR CONTRACT SERVICES REQUIREMENT

The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract via the eCMRA secure data collection site. The contractor is required to completely fill-in all required data fields within the eCMRA. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2016. Contractors may direct questions to the help desk at:

http://www.ecmra.mil/

The required information includes:

(1) Unit Identification Code (UIC) of the Army Requiring Activity that would be performing the mission if not for the contractor: W262AA

(2) Command of the Requiring Activity that would be performing the mission if not for the contractor: W813LT

(3) Contracting Officer (KO) and contact information:

William A. Creech 919-549-4387 Email address: william.a.creech3.civ@mail.mil.

(4) Contracting Officer’s Technical Representative (COTR) and contact information: Go to Section G of the contract.

(5) Federal Service Code (FSC) reflecting services provided by contractor (and separate FSC for each subcontractor if different). If there are multiple FSCs for an Order number, enter a separate data record for each FSC. The FSC is

AZ11.

(6) Location where contractor and subcontractor(s) perform the service, including the city, state, zip code, and country. When service is performed at an overseas location, state only the city and country. If there are multiple Locations for an Order number, enter a separate data record for each Location. (Note: If there are many location records that need to be entered, the Bulk Loader function is available which allows the transfer of information from a contractor’s system to the secure web site. The Bulk Loader Template and Bulk Loader Instructions may be downloaded from the web site.)

(7) Contractor Type (prime or subcontractor).

(8) Direct labor hours (including subcontractors) for each FSC.

(9) Direct labor dollars paid this reporting period (including subcontractors) for each FSC.

(10) Weapons system support indication: __________ (Enter yes or no).

If subcontractors are used in the performance of this contract, several factors must be considered.

Contractor shall include, and require inclusion of, this term in all subcontracts at any tier under the contract in which services are being procured. Contractor shall also enter their data in a timely manner, as subcontractors cannot input any information into the eCMRA system until the Prime Contractor has entered their data. The Prime Contractor has overall responsibility for ensuring subcontractors enter their respective data. Subcontractors are only responsible for entering Location Data.

Reporting period will be the period of performance not to exceed 12 months ending 30 September of each government fiscal year and must be reported by 31 October of each calendar year.

C.5 Contractor Deliverable:

C.5.1 The contractor shall provide documentation when tissue has been cremated for record-keeping purposes needed to satisfy any inspection from a regulatory agency. The documentation shall be provided to ARL, either electronically within 24 hours, or as a hardcopy within 1 week of a status change.

C.5.2 The contractor shall provide records when and where the tissue has been scattered. The documentation shall be provided to ARL, either electronically within 24 hours, or as a hardcopy within 1 week of a status change.

C.5.3 Communication and progress updates between the contractor and ARL shall occur at least quarterly via teleconference and monthly via email correspondence.

C 5.4 Contractor shall submit a monthly report, in a format agreed to by the Contractor and Government TPOC, and shall contain any activity involving tissue specimens (collection, cremation, scattering); dates activities were conducted; identification of the personnel responsible, contacted, or notified (both from the contractor and ARL);
