SUMMARY OF CHANGES

SECTION 00010 - SOLICITATION CONTRACT FORM

The required response date/time has changed from 13-Sep-2017 01:00 PM to 19-Sep-2017 02:00 PM.

The following have been added by full text:

REQUEST FOR INFORMATION

RFIs

1. Specification section 41 22 13.15 is for under running bridge cranes. The cranes that are requested in the solicitation are top running bridge cranes. Should this specification be changed?

SEE REVISED SPECIFICATIONS IN TECHNICAL EXHIBIT C.

2. The existing cranes do not meet specification 41 22 13.15 in the following aspects and several others

a. 2.1.6 – Current hoists do not have a mechanical load brake

b. 2.1.6.3 – Current hoist wire rope is not 6 x 37 class construction, and is not double‐reeved

c. 2.1.6.5 – Current hoist drums do not have grooves cut right and left hand.

d. 2.1.6.6 – Current hoists do not have a mechanical load brake.

e. 2.4.2 – Current hoists do not have adjustable frequency controllers for the hoist.

Do the new cranes need to meet these aspects of the specification?

THIS PROJECT ENTAILS UPGRADING THE EXISTING CRANES. UPGRADED CRANES MAY

INCLUDE FEATURES THAT WERE NOT PRESENT IN THE OLD CRANES. SEE REVISED

SPECIFICATIONS IN TECHNICAL EXHIBIT C FOR REQUIREMENTS.

3. Section 1.6.3 requires a certificate stating that the crane can be load tested to 125% of the capacity plus 5%, minus 0. OSHA 1910.179.k.2 states that a load test shall not be more than 125%. Does section 1.6.3 need to be met?

YES. “PLUS 5% MINUS 0%” IS THE ACCEPTABLE LOAD RANGE FROM 125%. THAT IS, IT IS

DEEMED AN ACCEPTABLE LOAD TEST IF TEST MATERIAL RANGES FROM 125% TO 131.25% OF

THE RATED CAPACITY OF THE CRANE.

4. Section 2.1 states the radio control shall allow for independent and slave/master operation of the 10 ton hoists. Please clarify this requirement since there is only one hoist per crane.

5. Section 2.1.4.2 is specifically for under running crane end trucks and cannot be met with top running crane end trucks. Please verify that this section can be ignored.

6. 2.4.3 requires “slave/master operations of the two 3‐ton hoist”. The cranes specified are 10 ton with a single hoist. Please clarify this requirement.

7. Section 2.7 requirements are specific to under running crane runways. Please verify that this section can be ignored.

8. Does the contractor have to determine the capacity of the building columns and runway haunches to carry the crane loads?

STRUCTURAL ANALYSIS OF THE EXISTING STRUCTURE HAS ALREADY BEEN CONDUCTED BY

DPW ENGINEERING. THE ANALYSIS WAS CONDUCTED USING CRITERIA FROM SHEET S‐001 IN

THE AMENDMENT 1 DRAWINGS DATED 17‐AUG‐17. IF CRANES ARE SELECTED WITH

DIFFERENT LOADING BEHAVIOR THAN WHAT IS FOUND ON SHEET S‐001 THEN THE

CONTRACTOR SHALL BE RESPONSIBLE FOR ASSESSING THE EXISTING STRUCTURES ADEQUACY.

9. There is no commercially available hoist in production that meets specification 41 22 13.15. To meet this specification would require a custom built, one off hoist. This would greatly increase the cost of the hoist and make quick delivery very difficult. Is this the intent of the customer?

10. Specification 41 22 13.15 is for under‐running bridge cranes, the existing cranes are single girder top running cranes, the existing buildings are designed and currently equipped with runway systems for single girder top running bridge cranes. Please confirm that the intent is to have the successful vendor supply single girder top‐running cranes

ALL EXISTING CRANES SHALL BE REPLACED WITH NEW TOP RUNNING CRANES. SEE REVISED

SPECIFICATIONS IN TECHNICAL EXHIBIT C.

11. Paragraph 1.6.5 states: “ Submit calculations verifying the sizing of the bridge girder, end trucks and travel drives. Calculations must be must be reviewed, signed and sealed by a licensed professional engineer.”

Can the manufactures standard published capacity/load charts be provided for the Bridge girder, end trucks & drives in lieu of sealed calculations per paragraph 2.7 Of this specification

CALCULATIONS SHALL BE SEALED BY A LICENSED ENGINEER.

12. Paragraph 2.1 states: Provide under running bridge overhead electric crane, with under running trolley mounted hoist, conforming to CMAA 74, Class C (Moderate Service) for indoor service.

Crane must be controlled by radio control. Control shall allow for independent and slave/master operation of the 10‐ton hoists. All components of the crane system must comply with MHI MH27.1, Class C (Moderate Service),and CMAA 74, Class C, except as modified and supplemented in this specification section. See contract drawings for required crane spans.

A) The under running should be changed to top running to match the existing systems.

SEE REVISED SPECIFICATIONS IN TECHNICAL EXHIBIT C.

B) The existing cranes are not radio controlled, please verify that the new cranes are to be radio controlled and if so is a back‐up pendent required.

SEE REVISED SPECIFICATIONS IN TECHNICAL EXHIBIT C.

C) Master/Slave requires 2‐hoist this specification calls for 1‐hoist, this should this requirement be removed

D) MHI MH27.1 is for under‐running patented track cranes, this should be deleted, the correct specification would be CMAA‐74 as noted.

13. Paragraph 2.1.4.1: Provide an AISC W‐beam in accordance with MHI MH27.1 for the crane bridge girder. The summation of all normal stresses on a girder section under analysis cannot exceed the allowable stress for tension or compression as stated in CMAA 74.

MH27.1 is patented track and would not be applicable to the design of a AISC W‐beam, CMAA‐ 74 would be the correct design document.

14. Paragraph 2.1.4.2: This paragraph covers the requirements for under running patented track end trucks and is not applicable to this project. The following paragraph would apply to single girder top running end trucks: “ Provide single flanged trolley wheels and double flanged bridge travel wheels of rolled‐to‐shape wrought or forged steel. Rim toughen bridge wheels to not less than 320 BHN. Wheel sizing and flange‐to‐rail head clearances must be in accordance with CMAA 74 recommendations.

15. Paragraph 2.1.6: Hoist “ASME HST‐4, Class H3, double reeved, except as modified and supplemented in this section. Equip hoist with a spring set, electro‐mechanically released brake plus a mechanical load brake.”

A) 4 of the 5 existing hoist are DEMAG hoist. These hoist have a low headroom trolley and as such are single reeved, and utilize a 150% a motor brake along with regenerative braking to prevent load overhaul in the lowering mode. The existing hoist has a headroom dimension (bottom of the bridge girder to the cradle of the hook in its highest position of 18+/‐”. The 5th hoist is a cross mounted ACCO hoist (building 26041) with double reeving and a mechanical load brake with a head room dimension of 35” +/‐

In order to maintain the current hook elevations (or as close to them as possible) Can we utilize a low headroom trolley design similar to the existing Demag design with single reeving, a 150% a motor brake and with regenerative/dynamic braking. In the event we are required to furnish the hoist with a mechanical load brake in lieu of regenerative braking and double in lieu single reeving we will loose approximately 2’6” of the existing vertical hook envelope. Please keep in mind that a single reeved hoist will have the same wire rope factor of safety as the double reeved hoist.

YES. A LOW HEADROOM TROLLEY DESIGN MAY BE UTILIZED.

16. 2.1.6.3: Provide wire rope conforming to ASTM A 1023/A 1023M, improved or extra improved plow steel as a minimum, regular lay, uncoated, 6 by 37 class construction, with an independent wire rope core. Provide double reeved reeving arrangement. Connect hoisting rope dead end to equalizer bars (if used) by means of zinc‐speltered sockets or swaged fittings installed in a manner, which develops the full breaking strength of the hoisting rope.

In order to maintain the current hook elevations (or as close to them as possible) can we utilize a low headroom trolley design similar to the existing Demag design with single reeving?

YES. A LOW HEADROOM TROLLEY DESIGN MAY BE UTILIZED.

17. 2.1.6.6: Provide both a mechanical load brake and an electro‐mechanical brake (shoe or disc).

In order to maintain the current hook elevations (or as close to them as possible) Can we furnish a 150% a motor brake and with regenerative/dynamic braking similar to the existing Demag hoist.

YES.

18. Several of the existing bridge cranes are equipped with bridge travel slow down and stop limit switches; are bridge travel limit switches required for the new cranes and if so are we to furnish slow down & stop of just stop limits to prevent the bridge from running into the crane runway end stops.

PROVIDE STOP LIMIT SWITCHES FOR THE BRIDGE.

19. Are Trolley travel limit switches required for the new cranes and if so are we to furnish slow down & stop of just stop limits to prevent the trolley from running into the trolley end stops.

PROVIDE STOP LIMIT SWITCHES FOR THE TROLLEY.

20. Note # 2 on drawing S‐101 for building 26041 states that the existing runway beams may be reused.

Please confirm what “may “ means.

A) Has DPW confirmed that the existing beams are structurally capable of supporting the new 10‐ton crane and therefore can be re‐used with any additional engineering on the part of the vendor B) Or is DPW stating that the beams can be reused if the vendor provides suitable calculations to indicate that they are adequate for the new 10‐ton crane.

DPW ENGINEERING CONDUCTED A STRUCTURAL ANALYSIS OF THE EXISTING STRUCTURE

WITH LOAD DATA FROM SHEET S‐001 AND DETERMINED THAT THE EXISTING STRUCTURE IS

ADEQUATE TO SUPPORT THE NEW LOADS.

21. If the vendor determines that the existing runway rail is adequate for the new application, meets the new specifications including the service class required can it be re‐used?

YES. EXISTING RAIL MAY BE RE‐USED AT THE DISCRETION OF THE CRANE VENDOR.

In summation I believe that the specification needs to be modified to reflect the existing design (not necessarily brand) so that we can provide the increased capacity without a significant loss of the operational hook envelope, especially the vertical hook height.
