INDUSTRY QUESTION RESPONSES

1. Spec section 01 33 00, para 1.10 states: “For any rejection of a submittal the QCM has 1 days to resubmit unless directed otherwise from the KO.” One day is not enough time to change, rebuild and resubmit any submittal. Is this an error in the specifications?

Answer: No, this not an error in the specification. If more than 1 day is required please coordinate with the KO.

2. Spec section 01 35 13 para 1.4.9.4 discusses OPSEC Training. The website or training location is NOT in the paragraph. Will the government provide this information?

Answer: OPSEC training is mandatory. Website will be given at the pre‐construction conference.

3. Division 1 Spec’s and Submittal Register call for a SWPPP and a TRAFFIC CONTROL PLAN. Are these plans required for this project?

Answer: It is not anticipated, however if the government requires you to disturb land or alter traffic patterns to include roads and parking lots then these permits will be required.

4. Spec section 01 45 01.00 20, para 3.1 3‐Key Personal. Is a Full time Project Manager, Full time Superintendent and Full time Quality Control Manager required?

Answer: For this project a full time Superintendent is required and part time Quality Control Manager and Project Manager.

5. Spec section 01 57 20.00 10, para 1.4 states: “‐‐‐‐‐Appointment of an Environmental Manager and the necessity of an Environmental Protection Plan shall be determined by the DPW Environmental Division.”

Para 1.3 states: “‐‐‐all costs associated with this section must be included in the contract price.” Does this project require an Environmental Manger and Environmental Protection Plan?

Answer: Environmental Manger and Environmental Protection Plan not required for this project.

6. There are numerous bee nests around the gutters. Is the government going to eliminate the bee’s or it this the responsibility of the contractor?

Answer: It is not the responsibility of the contractor to eliminate bees, Service Order 1‐5202042 P‐2 submitted by DPW.

7. At the meeting for the site visit there seemed to be some confusion on the requirement to breakout all pricing whether it was an RS Means line item estimate or a spreadsheet. Please clarify the Governments required format for the quote.

Answer: RS Means line item estimate is the preferred method, but alternate compatible/equal to RS Means methods that include a line item breakdown will be acceptable to the government.

8. Drawing sheet A‐101, gutter expansion joint & gutter attachment details note 3 states: “one expansion joint should be installed for every 10 feet of gutter being installed. Allow for a 1 inch space between expansion areas.” Specifications 07 60 00, para 3.1.17 says to “Provide expansion‐type slip joints midway between outlets.” The downspouts are more than 10’ apart. Expansion joints every 10’ will result in some areas of the new gutter without a downspout. Please clarify the expansion joint requirement.

Answer: Contractor shall adjust expansion joint increments as needed to contain current downspout installed configuration.

9. On the specifications table of contents division 9, paints & coating is highlighted. I do not see any requirements for painting on the drawings or the SOW. Please identify the painting requirement.

Answer: No painting required

10. Where the roof was accessed during the site visit, the top bolts were missing on the access ladder. Will the government repair this prior to starting work or is the contractor responsible for this repair?

Answer: No, contractor shall access roof by contractor provided ladder or lift.
