Meditation Train the Trainer Course
1. The U.S. ARMY EUROPE (USAREUR) G1, Ready and Resilient (R2) Directorate seeks a Complimentary Alternative Medicine (CAM) training program that will train military leaders (officers and non-commissioned officers) and select Department of the Army (DA) Civilian Employees to teach beginning level meditation and yoga nidra to Soldiers and DA Civilian Employees within their units and organizations. USAREUR prefers an organization that is endorsed by the US Army Surgeon General and Defense Centers of Excellence as a CAM program. Topics for the course are to include, but are not limited to:
1.1. Psycho-spiritual perspectives toward meditation
1.1.1. the efficacy of meditation
1.1.2. Teacher-student relationship, ethical and teaching issues
1.1.3. Meditation methods
1.2. Cultivating these skills in our leaders, who will then train their Soldiers, will help the USAREUR Ready and Resilient mission to foster a cultural change that integrates resilience into how we build, strengthen, maintain, train, and assess total fitness, individual performance, and unit readiness. This mission supports Dept of the Army G1 mission to achieve and sustain personal readiness and optimize human performance in environments of uncertainty and persistent change. This course helps leaders understand available Complementary and Alternative Medicine (CAM) and its value to improve personal and unit readiness, the Chief of Staff of the Army’s number one priority.
1.3. The objective is to train and certify twenty-five military leaders (officers and/or non-commissioned officers) and Department of the Army Civilian Employees to train Soldiers, Family Members and DA Civilian Employees on meditation and similar stress reducing techniques. The intent is to introduce and provide a meditation practice that will reduce stress, anxiety, and depression and will increase confidence, control, and improve performance in a Soldiers’, Family Members’ or DA Civilian Employees’ professional and personal lives.
1.4. The contractor shall provide all products/services necessary for students in a beginner level Meditation “Train the Trainer” Course. A single five day training session will be conducted 6-10 March 2017 with a class size of 25 students. Location of training will be Sembach, Germany.
2. The Meditation “Train the Trainer” Course will include the following:
a. One, five (5) day course with a class size of twenty five (25) students. Training shall be provided in the following subject areas:
b. The training program will train students to train Soldiers, Family Members, and DA Civilian
Employees on the following topics:
- Yoga Nidra
- Understanding of Eastern and Western psycho-spiritual perspectives that form the path of meditation.
- Understanding of the evidence-based research showing the efficacy of meditation and yoga nidra and its use with different psycho-physical issues and populations.
- Understanding of yoga nidra within the context of meditation.
- Understanding of the teacher-student relationship, teaching issues, and ethical considerations.
3. The contractor shall execute a training session with a certified instructor. The instructor shall not be employed by the Department of Defense and shall be bound by the regulatory agency conflict of interest policy.
Additional instructors may be added if there is a need to supplement instruction and/or needs of the organization.
4. Instructor (s) shall demonstrate expansive knowledge of the accredited program. Instructors shall have background experience in representative work within the wellness community, and/or work in a teaching position within the company. Instructors shall have a proven track record that demonstrates their ability to successfully facilitate the course and curriculum material.
5. Deliverables: Train and certify Army of Europe leaders to teach beginner level meditation to Soldiers, Family Members, and DA Civilians. Provide graduate certification to students who complete the program.
a. The contractor shall provide all materials necessary to conduct training. This includes, but is not limited to, required textbook (s) student workbooks, handouts, practical exercises and various training aids.
b. The contractor shall issue a graduate certificate upon course completion identifying the Soldier as a "beginning level" meditation teacher and provide Yoga or Psychology Alliance Continuing Education Units (CEU).
c. The contractor shall attend planning and coordination meetings with site leadership, including briefings at the provider and leadership levels, provide schedule and curriculum information and other details as requested and required to confirm leadership support implementation.
d. The contractor shall maintain availability for telephonic and e-mail contact with the Government POC on an as needed basis to coordinate for course logistics and scheduling.
e. The contractor is required to perform services on Federal Holidays.
f. Training shall occur face to face and not via Video Teleconference (VTC) or Computer Based Training (CBT).
g. The contractor is responsible for conducting training at government facilities from 0800 to 1700 daily, local time, Monday through Friday.
6. The team leader/consultant shall be available by telephone or email to assist with any pre- or post- course questions. Response time requirement is within 24 hours after initial notification during regular work week and within 72 hours during holidays and weekends.
7. Travel Fees are included in the price quote. The contractor is responsible to cover the travel expenses related to the Meditation “Train the Trainer” Course.

9. The Government will schedule training no earlier than 20 days after contract award.
a. The training shall be conducted in a military facility within the USAREUR Area of Responsibility (AOR). The Government will provide a Point of Contact for all coordination in Germany.
b. The Government will provide facilities, equipment, materials and services listed below at no cost to the contractor:
c. Classroom with sufficient open space to instruct up to 25 students.
d. Multimedia projector, television, VCR player, “Butcher Board” chart as required.
e. The government will provide all security assistance to gain access onto military installations, or provide an escort.
f. The government will coordinate an exemption for a German government work permit for the instructor(s) in advance to their travel.

11. USAREUR Meditation “Train the Trainer” course in location Sembach, Germany All classes will begin on Monday and end on Friday 6-10 March 2017.
12. ACCOUNTING FOR CONTRACT SERVICES:
12.1. Contractor Manpower Report. The Office of the Assistant Secretary of the Army (Manpower & Reserve Affairs) operates and maintains a secure Army data collection site where the Contractor will report ALL contractor manpower (including subcontractor manpower) required for performance of this contract. The Contractor is required to completely fill in all the information in the format using the following web address “https://cmra.army.mil”.
The required information includes:
(1) Contracting Office, Contracting Officer, Contracting Officer’s Technical Representative;
(2) Contract number, including task and delivery order number;
(3) Beginning and ending dates covered by reporting period;
(4) Contractor name, address, phone number, e-mail address, identity of contractor employee entering data;
(5) Estimated direct labor hours (including sub-contractor);
(6) Estimated direct labor dollars paid this reporting period (including sub-contractor);
(7) Total payments (including sub-contractor);
(8) Predominant Federal Service Code (FSC) reflecting services provided by contractor (and separate predominant FSC for each sub-contractor if different); Q513
(9) Organizational title associated with the Unit Identification Code (UIC) for the Army Requiring
Activity (the Army Requiring Activity is responsible for providing the contractor with its UIC for the purposes of reporting this information); W1HHAA
(10) ations where contractor and sub-contractors perform the work (specified by zip code in the United States and nearest City, Country, when in an overseas location, using standardized nomenclature provided on website);
(11) esence of deployment or contingency contract language;
(12) Number of Contractor and sub-contractor employees deployed in theater this reporting period (by country). As part of its submission, the Contractor will also provide the estimated total cost (if any) incurred to comply with this reporting requirement.
12.2. Reporting period will be the period of performance not to exceed 12 months ending September 30 of each government fiscal year and must be reported by 31 October of each calendar year. The Contractor shall notify the Contracting Officer’s Representative (COR) by the 5th working day of November whether or not they have completed this report. If the COR is unavailable, the contractor will notify the Contracting Officer.

The Government has the right to change or modify instruction delivery methods at its discretion. The following minimum Quality Assurance Plan applies:

ADDENDUM TO 52.212-1
The following paragraphs are hereby amended:
Paragraph 52.212-1(a) Does not apply to this Request for Quotation.
Paragraph 52.212-1(b)(4) is hereby replaced with the following:
(a) If a Quoter believes that the requirements in these instructions contain an error, omission, or are otherwise unsound, the Quoter shall immediately notify the Contracting Officer (KO) in writing with supporting rationale.
Technical Factor. The quoter must demonstrate compliance with the requirements in the Request for Quotation by submitting a written quote which addresses compliance with each of the following technical factors:

Quoter shall have a proven track record that demonstrates their ability to successfully facilitate a military oriented course at an international level and curriculum material through interactive dialog and physical demonstration. Endorsed by the US Army Surgeon General and Defense Centers of Excellence
Subfactor 2: TECHNICAL APPROACH. Quoter shall provide instruction on current curriculum to be reviewed by a previously certified instructor. The Meditation Train the Trainer Course will provide education to Soldiers on how to train the meditation techniques and/or yoga nidra to their units. The training will also result in the quoter providing a certificate identifying the Soldier as a graduate of their course, “Beginning Meditation Teacher” and provide Continuing Education Units approved by the Yoga or Psychology Alliance. The Meditation Train the Trainer Course shall meet all requirements as outlined in PWS submitted in paragraphs 2 and 5.
Subfactor 3: QUALIFICATIONS. Quoter shall ensure that instruction and consultation will be provided by a one professional meditation instructor with a certification.
Instructors shall not be employed by The Department of Defense and shall be bound by the regulatory agency conflict of interest policy. Additional instructors may be added if there is a need to supplement instruction and/or needs of the organization.
Subfactor 4: DELIVERABLES. Quoter shall train and certify USAREUR Soldiers to deliver the program. Conduct a Train-the-trainer program in order for USAREUR personnel to deliver beginner Meditation instruction to organizational personnel.
Provide certifications to personnel having completed the program. Relevant material, policies and practices will be made available for resource.
Subfactor 5: QUALITY CONTROL PLAN (QCP): PERFORMANCE OBJECTIVE.
Quoter shall provide Certifications within 30 business days of the Meditation Train the Trainer course completion The Report will include all elements identified in the Performance Work Statement (PWS) Parag 5.
Failure to receive an Acceptable rating of any of the above salient characteristics / evaluation criteria will result in an Unacceptable technical rating unless the error(s), deficiency (ies) or omission (s) can be corrected.
Paragraph 52.212-1(c) is hereby replaced with the following:
The quoter agrees to hold the prices in its quotation firm for 60 calendar days from the date specified for receipt of quotations, unless another time period is specified in an addendum to the Request for Quotation.
Paragraph 52.212-1(d) does not apply to this Request for Quotation.
Paragraph 52.212-1(i) does not apply to this Request for Quotation.
Add the following:
Paragraph 52.212-1 (h)(ii) Only one Purchase Order will be awarded from this RFQ. Award will be on an “All OR NONE” basis. Quotes for less than all of the solicited line items will be rejected as nonconforming and unacceptable to the RFQ.
Paragraph 52.212-1(m) Quotes shall describe how your product meets the above salient characteristics and are equal to the items listed in the schedule. Vendors quoting an equal product must submit a written narrative describing how the product is equal to the brand name. If you do mark any block “Unacceptable” please explain why the product you quoted doesn’t meet the Subfactor.
Paragraph 52.212-1(n) ELECTRONIC Quotation. Quoters may submit electronic quotation in response to this Request for Quotation. The quotation must be received by the quotation due date/local time as specified in block 8 of the SF 1449 cover page to the inbox of the following email address: nicholas.j.rowton.civ@mail.mil Vendors may call Mr. Nichols Rowton at 011-49-6371-9464-4157 to verify receipt of the quote. If the vendor chooses to email the quote, the Government will not be responsible for any failure of transmission or receipt of the quote, or any failure of the vendor to verify receipt of the emailed quote.
Paragraph 52.212-1(o) QUESTIONS. Prospective quoters are strongly encouraged to submit any questions regarding this Request for Quotation no later than five business days prior to the request for quote due date specified in block 8 of the SF 1449 cover page. Questions can be emailed to nicholas.j.rowton.civ@mail.milor fax +49-
6371-86-8070. All questions received will be answered officially through an amendment to the Request for Quotation for distribution to all prospective quoters. Questions received after the local Germany cut-off date/time will not be accepted by the Government.
Paragraph 52.212-1 (p) The non-FAR Part 12 discretionary FAR, DFARS, AFARS, and LOCAL provisions included herein are incorporated into this Request for Quotation either by reference or in full text. If incorporated by reference, see provision 52.252-1 herein for locations where full text can be found.
ACQUISITION PROCEDURE: This is a commercial item under FAR Part 12 and the acquisition procedures to be used for this purchase will be in accordance with FAR Part 13.
SPECIAL NOTE: All vendors must be registered in the System for Award Management (SAM) prior to award, and lack of registration shall make a quotation ineligible for award. Vendors may obtain information on registration and annual confirmation requirements by calling 1-866-606-8220 or via Internet at https://www.sam.gov.

ADDENDUM TO 52.212-2
(a) Award will be made using the lowest price technically acceptable (LPTA) evaluation process. Award will be made to the responsible quoter on the basis of the lowest evaluated price of quotes meeting or exceeding the acceptability standards for technical factors. The Government intends to make an award without conducting discussions. After the initial evaluation of quotations is completed, if one or more quotations are rated Acceptable Technical, the initial evaluation will become the final evaluation of quotations and award will be made without discussions to the lowest priced quote. If any one (1) technical subfactor is rated Unacceptable after the initial evaluation, the technical factor will be rated Unacceptable and the quote will no longer be considered for award. If all quotations submitted result in an unacceptable technical evaluation, then clarifications may be necessary. In that event, the Government evaluation team will evaluate the quoter's response to the Government exchanges with each quoter.

Factor II – Price. The Government will select the quote that is based upon the lowest evaluated price, technically acceptable quote. All CLINS were priced by the quote. If the quoter failed to price all CLINS, the quote will not be considered for award.
EVALUATION STANDARDS. The quoter’s technical quote will be evaluated using the following standards for a final rating:
ACCEPTABLE: A quote that offers a service/ product which meets all technical requirements identified in the solicitation.
UNACCEPTABLE: A quote that offers a service/product which fails to meet one or more of the technical requirements identified in the solicitation.
(b) A quotation is not an offer and, consequently, cannot be accepted by the Government to form a binding contract. Therefore, issuance by the Government of an order in response to a supplier’s quotation does not establish a contract. The order is an offer by the Government to the supplier to buy certain supplies or services upon specified terms and conditions. A contract is established when the supplier accepts the offer.
(c) The word "quoter" is substituted for the word "offeror" wherever it appears in FAR 52.212-3, Alternate I and
DFARS 252.212-7000.
