Change of Occupancy in multi dormitories on

Kunsan Air Base (AB)

PART 1 GENERAL INFORMATION

1. General: This is a non-personnel services contract to provide repair and maintenance for all rooms in multi dormitories at Kunsan AB. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turns responsible to the Government.

1.1. Description of Services/Introduction: The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials (except filters), supervision, and other items and non-personal services necessary to perform repair, maintenance, and replacement of equipment in dormitory rooms as defined in this PWS. Contractor shall maintain sufficient stock to execute eight (8) work tasks on CLINs 2-7, and three (3) work tasks on CLINs 8 & 9 within 12 hours of the work request.

1.2. Background: Air Force Instruction (AFI) 91-203, AIR FORCE CONSILIDATED OCCUPATIONAL INSTRUCTION is responsible for the safety of customer’s facilities and personnel, including of all hazards and deficiencies in their workplaces. To conform to the instruction, 8 Civil Engineer Squadron (CES) has been maintaining all hoists and cranes as real properties which were installed and operated at individual building where critical mission is performed.

1.3. Objectives: Repair and/or replace as requested all items with Korean manufactured and procured parts;

converting when needed from U.S. specification equipment.

1.4. Scope: 1) Maintenance and repair on dormitory rooms and facility, 2) Repair of deficiencies that were inspected and verified by COR, 3) Replace using Korean manufactured parts, 4) Utilize Technical Exhibitions to determine proper suitable replacement parts or equipment which provide equal or performance to original manufacture’s design.

1.5. Period of Performance: The period of performance shall be for one (1) Base Year of 12 months and four (4) 12 months option years. The Period of Performance reads as follows:

1.6. General Information

1.6.1. Quality Control (QC): The Contractor shall develop and maintain an effective QC Plan (QCP) to ensure services are performed in accordance with (IAW) this PWS. The Contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The Contractor’s QCP is the means by which he assures himself that his work complies with the requirement of the contract. The Contractor shall submit a written QCP within ten (10) working days after the award to Contracting Officer (KO) and Contracting Officer’s Representative (COR). An updated QCP shall be submitted to the KO and COR within five (5) working days as changes occur. For any changes to the original QC plan the Contractor shall receive the KO’s acceptance in writing of any proposed change to his QC system. The Contractor shall use the format below to measure each line item in the Performance Requirements table.

1.6.2. Quality Assurance: The Government shall evaluate the Contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP) created and managed by the COR. This plan is primarily focused on what the Government must do to ensure that the Contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s).

1.6.4. Hours of Operation: Normal hours of operation are from 0800 to 1700 hours, Monday through Friday, except on ROK legal holidays. The Contractor can work beyond normal operation hour when if dorm manager and COR approve the work. The Government shall not pay for any additional expenditure for the Contractor.

1.6.5. Place of Performance: The work to be performed under this contract will be performed at listed buildings in

TE #1.

1.6.6. Environmental Requirement: Contractor shall ensure all workers are familiar with the goals of the Kunsan AB Environmental Management System (EMS) as stated in the installation’s Environmental Policy Statement and have an awareness of EMS. The Environmental Policy Statement commits the installation 1) to compliance with the requirements of USFK regulation 201-1, Korea Environmental Governing Standards (KEGS) and other applicable legal and policy requirements, 2) for continued environmental improvement and pollution prevention, 3) to reduce risk from environmental impacts of base activities, and 4) understanding that everyone on the installation is responsible for complying with the environmental regulations. The Contractor's work under this contract shall conform with all operational controls identified in Kunsan AB EMS and provide monitoring and measurement information necessary for the Government to address environmental performance relative to the goals of the EMS.

Where environmental training is required for Contractor employees to complete contract tasks, the Contractor shall provide proof of completion of training to the KO when requested.

1.6.6.1. Air Emission

Dust Control: The Contractor shall take appropriate measures to minimize the generation of dust as a result of their works, operations and activities IAW KEGS Section 2-3.l during and after construction until the site is reclaimed.

These measures shall include regular and effective treatment of gravel roads and working areas, use of dust extractors on drilling equipment, wet drilling equipment and operation, water sprays on aggregate crushing and screening operation etc. Dump trucks to be used in the transportation of materials are to be fitted with tarpaulins to prevent dust or other material spilling during transportation.

Ozone Depleting Substance (ODS) Control: The Contractor is prohibited from installing any new equipment using Class I & II ODS. The Contractor shall not intentionally release any Class I or Class II ODS refrigerant in the course of maintaining, servicing, repairing, or disposing of appliances, industrial process refrigeration units, air conditioning units, or motor vehicle air conditioners. The Contractor shall collect refrigerant from all potential sources, including, but not limited to, air conditioners, refrigerators, freezers, and chillers, found remaining in the work areas prior to commencing removal or demolition. If collection is not possible, all equipment containing chemical refrigerants will be appropriately moved and placed into segregated storage areas for either re-use or recycling.

Volatile Organic Compound Control: The Contractor shall use low concentration volatile organic compound (VOC) materials where possible to reduce/minimize VOC emissions, and maintain fossil fuel burning equipment to reduce nitrogen oxides emissions in an effort to not increase ambient ozone levels

1.6.6.2. Stormwater Pollution Prevention Measures

The Contractor shall ensure all workers are familiar with the applicable Stormwater Pollution Prevention Best Management Practices in KEGS Section 4-3.f (1) and Table 4-8. Hazardous materials must be stored indoors, in non-rusty drums or under a man-made cover sufficient to provide protection from sun, wind, and precipitation events and painting clean-up materials (thinners, reinstates) must be captured. Oil leaks or spills from all equipment and vehicles must be captured using drip pans. Spill response pads and booms must be available where hazardous materials, including fuel, are stored, used and transferred. Sediment, trash, litter, washwater and any solid objects must be kept out of the stormwater sewers. The Contractors will implement Air Force Civil Engineer Support Agency (AFCESA) ETL 03-1, Storm Water Construction Standards, specifically Sections 7, 8, 9 & 10, excluding CONUS requirements in 8.5, 8.5.1, 8.5.2.

1.6.6.3. Erosion and Sediment Control

The Contractor is required to submit an erosion control plan to 8 CES/CEIE for approval prior to any site work. The erosion control plan is required to implement erosion control IAW the KEGS, the Kunsan AB Storm Water Pollution Prevention Plan and the Kunsan AB Integrated Natural Resources Management Plan, including site stabilization in accordance with KEGS Section 13-3, j. Key elements to address are the control of dust, prevention of sediment leaving the site and on roads, vegetation cover and slope stabilization. Some examples of control methods include silt fences, terraces, interceptor channels, sediment traps, inlet and outfall protection, diversion channels and sedimentation basins. Any temporary measures shall be removed after the area has been stabilized. 8 CES/CEIE will inspect construction sites to ensure the approved erosion control measures are implemented, adequate and effective.

1.6.6.4. Hazardous Materials

The Contractor using hazardous materials (HAZMAT) on base must comply with the authorization procedures IAW AFI 32-7086, Hazardous Materials Management. Prior to commencement of the project, the Contractor shall submit the information and AF Form 3952, Chemical Hazardous Material Request Authorization (including Safety Data Sheets, formally known as material safety data sheets, written in English and Hangul) to obtain HAZMAT usage approval from the CE Environmental Office. The Contractor shall submit a current monthly quantitative and qualitative inventory of all HAZMAT brought onto the installation to Environmental Office beginning within 5 days after the first HAZMAT are delivered. The monthly inventory must include the following: name of HAZMAT and a common name, if applicable; major use of HAZMAT (paint, lubricant, adhesive, etc.); quantity (number of containers and volume of each container); and verification that the shelf-life has not expired. The approved AF Form 3952, and SDSs for all HAZMAT must be on file near the HAZMAT storage area. After the contracted work is completed and before contract closeout, the Contractor must remove all HAZMAT from the installation and arrange a final environmental site-visit so 8 CES/CEIE personnel can inspect the area for HAZMAT spills or solid waste violations. The Contractor is required to store HAZMAT in accordance with requirements in Chapter 5 of the KEGS and other Department of Defense (DoD) policies including the Joint Service Publication on Storage and Handling of Hazardous Materials and AFMAN 23-209. Common storage requirements include keeping the storage area neat and orderly and ensuring incompatible materials (for example, flammables and oxidizers) are not stored together. All HAZMATs must be stored in a locked enclosure with a current inventory posted nearby. A sign with emergency response actions in English and Hangul must be posted where HAZMAT is stored. Containers of hazardous materials must be legibly labeled and closed when not in use. Appropriate spill kits and fire extinguishers must be located near the HAZMAT storage areas.

1.6.6.5. Waste Management and Disposal

Disposal of Hazardous Waste: The Contractors are prohibited by 10 U.S.Code 2692 from storage, treatment, or disposal of any Contractor owned hazardous waste (HW) on the installation. The Contractors shall manage HW generated on the installation IAW KEGS Chapter 6. The Contractors may seek approval from the HW Program Manager, 8 CES/CEIE, for HW accumulation at a hazardous waste accumulation point (HWAP) on the installation if the waste will be or has been generated on-site in connection with a contract activity. When the Contractor obtains approval for a HWAP on the installation, he/she shall: be responsible for ensuring compliance with all US Air Force, KEGS, and host nation HW laws and regulations. Ensure HW are managed and transported IAW the KEGS and local requirements to a certified disposal facility. Ensure proper labeling, handling, segregation, collection and accumulation of HW IAW Hazardous Waste Management Plan of Kunsan AB. Ensure all personnel are properly trained for handling the HW they generate. Provide proper documentation for HW disposal to the installation Environmental Office.

Disposal of Electric Light Fixtures, Ballasts and Polychlorinated biphenyls (PCB) Transformers: The Contractor shall segregate the light bulbs and ballasts by brand and type. Florescent lights containing mercury shall be disposed of in accordance with the KEGS. Removed PCB containing equipment shall be turned in to the Kunsan AB Hazardous Waste Storage Area (Bldg 843). The Contractor shall comply with UN Standards for Performance Oriented Packaging (POP) and any additional requirements established by DLA. For example; PCB Transformers shall be set on a drip pan large enough to hold 125% of the remaining liquid and crated by processed wood packaging materials IAW DoD Directive 4140.1. Disposal of PCB items shall only be conducted through the servicing DLA IAW DOD 4160.21-M. Disposal of PCBs within Korea requires coordination with and concurrence of appropriate Korean authorities.

Historical & Archeological Finds: All items having any apparent historical or archeological interest, which are discovered in the course of any construction activity shall be carefully preserved and reported to the Environmental Office through the KO.

Natural Resources: The Contractor shall perform all work and take such steps required to minimize interference with or disturbances to flora and fauna. Protected species, which include the Narrow-mouthed Frog and the Korean Golden Frog, are present on Kunsan AB. If trees and bushes interfere with the construction work and need to be relocated or removed, consult with the installation Environmental office for proper clearance prior to relocating or removing.

Polychlorinated Biphenyls (PCB) Free Equipment: The Contractor is required to assure that all electrical equipment including, but not limited to transformers, capacitors, circuit breakers, receptacles, voltage regulators, switches, electromagnets, and cable, shall be PCB free or not be contaminated with PCBs in detectable concentrations in accordance with the KEGS. In addition, newly procured transformers and equipment shall have permanent labels affixed stating they are PCB free (no detectable PCBs). The Contractor shall submit PCB Free certification prepared by the manufacturer for the equipment installed under the project to the Kunsan AB Environmental Office.

Lead Based Paint: The Contractor is required to use “lead free” coatings (liquid paints or coatings with less than

0.05 percent lead by weight of the non-volatile solids) during project execution. The Contractor shall provide a certificate or SDS, written in English, from the manufacturer showing the product is lead free.

Spill Prevention and Response Planning: In the event of a fuel or other hazardous substance spill during the performance of this contract, the Contractor shall be responsible for its containment, clean up, and related disposal costs. Maximum effort must be made to keep the spill from reaching the storm water or sanitary sewers and the Contractor must have sufficient spill containment supplies readily available on vehicles and/or at the work site to contain any spillage. Refer to the installation Spill Prevention, Control, and Countermeasure (SPCC) Plan. In the event of a Contractor-related release, the Contractor shall immediately notify the Fire Department (911), Environmental Office (DSN 782-6240/3701 or 063-470-6240/3701), and the KO and take appropriate actions to correct its cause and prevent future recurrence. The Contractor shall submit a completed spill report within 24 hours to the installation Environmental Office detailing the spill location, type of material and quantity spilled, the cause of the spill and description of the event, whether the spill reached the storm water or sanitary sewer, the containment and cleanup actions and the POC and contact number.

Conflicts: In case of a conflict or discrepancy between environmental regulations or laws and the contract specifications, the Contractor shall immediately submit the matter in writing to the KO for a determination. Without such determination any actions taken shall be at the Contractor’s own risk and expense.

1.6.7 Safety Requirement: The Contractor shall comply with EM 385-1-1, US Army Corps of Engineers Safety and Health Requirements Manual, Revised Version dated Sep 08. English versions are available for reference in the 8th CES, Operation Support Office (CEOS), and Building 702.

The Contractor shall be responsible for ensuring that all work performed under this contract is accomplished in a safe manner. The Contractor shall ensure that all employees are instructed on accident prevention and safety.

Special emphasis shall be placed on the safe operation of equipment and safe working conditions. Training shall be conducted for all employees by the Contractor on appropriate safety measures and on the employee's obligation to obey all existing base safety regulations.

1.6.8 Security Requirements:

1.6.8.1. PHYSICAL Security: The Contractor and employees shall comply with all security requirements imposed by the local installation commander at all times while on this military installation.

1.6.8.2. Key Control: The Contractor shall establish and implement methods of making sure all keys/key cards issued to the Contractor by the Government are not lost or misplaced and are not used by unauthorized persons. NOTE: All references to keys include key cards. No keys issued to the Contractor by the Government shall be duplicated. The Contractor shall develop procedures covering key control that shall be included in the Quality Control Plan. Such procedures shall include turn-in of any issued keys by personnel who no longer require access to locked areas. The Contractor shall immediately report any occurrences of lost or duplicate keys/key cards to the KO.

1.6.8.3. In the event keys, other than master keys, are lost or duplicated, the Contractor shall, upon direction of the KO, re-key or replace the affected lock or locks; however, the Government, at its option, may replace the affected lock or locks or perform re-keying. When the replacement of locks or re-keying is performed by the Government, the total cost of re-keying or the replacement of the lock or locks shall be deducted from the monthly payment due the Contractor. In the event a master key is lost or duplicated, all locks and keys for that system shall be replaced by the Government and the total cost deducted from the monthly payment due the Contractor.

1.6.8.4. The Contractor shall prohibit the use of Government issued keys/key cards by any persons other than the Contractor’s employees. The Contractor shall prohibit the opening of locked areas by Contractor employees to permit entrance of persons other than Contractor employees engaged in the performance of assigned work in those areas, or personnel authorized entrance by the KO.

PART 2 QUALIFICATIONS

2. Qualification Requirement:

2.1. Contractor: The Contractor shall maintain the respective qualifications throughout the life of the contract.

2.1.1 Business Registration / License: The Contractor or his/her Sub-Contractor shall possess and maintain a current and valid Business Registration (사업자등록증) of Facility/Building Maintenance (시설유지관리) or any Interior Architecture Construction (실내건축업) issued by Nation Tax Service (국세청) and also shall possess the valid Construction Industry License(건설업등록증) related to Facility/Building Maintenance or Indoor Architecture Construction issued by ROK Government.

2.1.2. Prior Experience: The Contractor shall have a minimum of one (1) years experiences in maintenance and repair services within the last five (5) years.

2.1.3. Key Personnel: The follow personnel are considered key personnel by the Government; Contract Manager (CM) and HVAC technician. For qualification, key personnel’s experiences and his/her licenses shall be submitted to the proposal. The Contractor shall submit staff list which is including all required manpower. The Government will issue only required base passed and vehicle passes for the site work by reviewing and verification of the staff list.

2.1.4. Contract Manager (CM): The Contractor shall provide a CM who shall be responsible for the performance of this work. The CM shall have full responsibility to act for the Contractor on all contract matters relating to daily operations of this contract. CM shall have the ability to understand English as exemplified in their written and verbal skills in the performance of the functional duties as outlined in the contract requirements. If the Government, at its sole discretion, determines that the language (or Technical) skills of a CM does not meet language (or technical) proficiency skills required of the position, the Government reserves the right to require the Contractor to provide a new CM that does possess the required language (or technical) proficiency skills required of the position, at no additional cost to the Government. The CM will also be responsible for ensuring the TEs are referenced to ensure transition from “American Spec” to “Korean Spec”, and that the materials are Korean manufactured.

2.1.4.1. Availability: When contacted the contractor shall respond within twelve (12) hours, and will be prepared to execute a complete a full day of work consisting of eight (8) hours in addition to any travel time, and lunch breaks.

The contractor shall provide adequate personnel to accomplish the estimated amount of work in 2.1.5 through

2.1.5.3. When the Contract Manager has made the work schedule, the CM shall visit COR both before beginning and after completion of work. If COR is not available, CM shall communicate with COR by other way as phone, text message, or email. The CM shall provide COR with point of contact that is including duty cell phone number and email address.

2.1.5. HVAC Technician(s): The contractor shall provide at least one HVAC technician who shall have licenses either Industrial Craftsman any type of HVAC License or more (냉동공조기능사 자격증 또는, 그 이상) issued by the Human Resources Development Service of Korea(한국산업인력공단). For verification, the Contractor shall provide CONFIRMATION OF NATION TECHNICAL QUALIFICATION HOLDER (국가기술자격 취득사항

확인서) for aforementioned licenses that can be issued at www.q-net.or.kr (큐넷). The HVAC technician shall be placed at any maintenance to be performed on CLIN X001. All HVAC Technicians shall reference Technical Exhibits (TE) #1- #3 for specifications to adapt from U.S. Specific parts to Korean Specific parts. Estimated work shall be six (6) tasks per day.

2.1.5.1. Plumber(s): The contractor shall provide at least one Plumber who shall have all current licenses issued by ROK Government for working on commercial buildings. The licensed Plumber shall be placed at the site any site for the execution of work to be performed on CLINs X002-X007. All plumbers will reference CLIN Specific Task information for specifications to adapt from U.S. Specific parts to Korean Specific parts. Estimated work shall be ten (10) tasks per day.

2.1.5.2. Electrician(s): The contactor shall provide at least one Electrician who shall have all current licenses issued by ROK Government for working on electrical systems in commercial buildings. The licensed Electrician shall be placed at the site any site for the execution of work to be performed on CLINs X008-X009. All Electricians shall reference CLIN Specific Task information for specifications to adapt from U.S. Specific parts to Korean Specific parts. Estimated work shall be two (2) tasks per week.

2.1.6. Before removing, replacing, or diverting any of the listed or specified key personnel, the Contractor shall:

(1) Notify the KO at least 14 calendar days in advance in writing;

(2) Submit justification (including proposed substitutions with resumes of equal qualifications stated in this section 1.6.5.1) in sufficient detail to permit evaluation of the impact on this contract; and

(3) Obtain the KO's written approval. Notwithstanding the foregoing, if the Contractor deems immediate removal or suspension of any member of its management team is necessary to fulfill its obligation to maintain satisfactory standards of employee competency, conduct, and integrity under the clause at 48 CFR 970.5203–3, Contractor's Organization, the Contractor may remove or suspend such person at once, although the Contractor shall notify the KO prior to or concurrently with such action.

2.1.7. The Contractor personnel shall be easily identified as a Contractor employee. This shall be accomplished by wearing appropriate badges which contain the company name and employee’s name. Such badges shall be furnished and controlled by the Contractor. The Contractor's employees shall not be authorized to enter Government facilities other than those requiring services under this contract. The CM shall ensure that all employees understand this policy and abide by it.

2.1.8. Post Award Conference/Periodic Progress Meetings: The Contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation Subpart 42.5. The KO, COR, and other Government personnel, as appropriate, may meet periodically with the Contractor to review the Contractor's performance. At these meetings the KO will apprise the Contractor of how the Government views the Contractor's performance and the Contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues.

These meetings shall be at no additional cost to the Government.

2.1.9. Base Passes: It is the Contractor’s responsibility to arrange for base passes and necessary vehicle decals required for entry onto this installation immediately upon award of the contract and must be accomplished prior to the first day of contract performing any work under this contract. The temporary base pass takes at least two (2) weeks to process and is issued for only three (3) months. The permanent base pass requires two (2) months to process. The Government will not be responsible for providing escorts for the Contractor.

2.1.10. Escort Privileges: Not any escort privileges is allowed to Contractor, but COR can approve the Contractor’s escort when the escort is required for the work.

2.1.11. Vehicle Passes: The Contractor’s vehicles used in the performance of work for the contract can be registered on the installation by COR’s review and verification. Contractor personnel operating a vehicle on this installation shall be aware of current driving policies and abide by these policies. Any Contractor committing traffic violations may result in the termination of further driving privileges on the installation.

PART 3 SPECIFIC TASK

3. SPECIFIC TASKS:

3.1. CHANGE OF OCCUPANCY MAINTENANCE AND INSPECTION (CLIN X001): The Contractor shall provide report for each FCU with Manufacturer, Model number, filter size, required part numbers, and maintenance/inspections performed. The details of performing this CLIN is explained in 3.1.1 through 3.1.10 below.

The CLIN shall be performed and coordinated with Change of Occupancy schedule by HOUSING OFFICE, 8 CES.

When identified; if any deficiency is founded by DORM MANAGER (DM) or COR, the contractor shall provide information of the deficiency to DM & COR on identified items. For the maintenance and inspection on FCUs, the Contractor shall include the items listed below. Additionally see Technical Exhibits (TE) #1 - #3 below for specifications on:

3.1.1 Identify/Report Manufacturer, Model number, filter size, and required part number

3.1.2 Replace FCU filter the size of which is identified by the contractor, provided by COR, and the old filter disposed of off base

3.1.3 Clean fan unit coil by using a non-wire brush to clean and vacuum all dust/debris from the fins and edges of the coil.

3.1.4 Clean fan blades and cage by using a non-wire brush to clean and vacuum all dust/debris from the edges of the blades, and interior of the fan housing.

3.1.5 Clean condensate drain pan by using a non-wire brush to clean and vacuum all dust/debris from the drain pan interior and entrance to condensate drain. This

3.1.6 Clean condensate line by connecting a compressed air hose to the entrance of the condensate drain, and applying a minimum of three (3) bar of pressure for three (3) seconds. The drain is then checked by inserting a minimum of five hundred (500) milliliters of water into the drain pan to adequately witness the water drains properly. This is to be performed after 3.1.5 is accomplished.

3.1.7 Clean Unit inside and outside removing dust, oil, and any residues by using a soap and water solution for the exterior of the unit to remove dust. The interior of the unit shall be vacuumed free or any dust/debris.

3.1.8 Check thermostat, temperature, and airflow by using a digital thermostat to check the accuracy of the room thermostat. The airflow will be inspected with a flow hood to be within ten (10) percent of the manufactures identified design from the unit manuals.

3.1.9 Check operations of unit by switching the unit between heating and cooling modes, switching between fan speeds, and checking the valves and motors are operating as designed by their manufatures.

3.1.10 Submit maintenance and inspection report to COR by providing the detailed unit information from 3.1.1, and a list of any defects found in the unit while accomplishing 3.1.2 through 3.1.9

3.2. Replace kitchen faucet (CLIN X002): Contractor shall remove and dispose of old faucet off base. The faucet shall be a Korean manufactured single handle, 200mm spout without hose option. The faucet shall be chrome, same brand, and style as faucets being installed in CLIN X004. If holes from existing faucet are exposed after installation, the contractor shall plug and seal holes with rubber or metal inserts. The contractor shall also install the new faucet ensuring the faucet is tight against the base and all supply are connected. Should supply lines need to be replaced the contractor shall replace them and dispose of old lines off base. When install is complete the contractor will verify operation of replaced faucet. Replace supply lines with copper or plastic adapted from Imperial 3/8” to Metric size 10mm and or Imperial 1/2” to Metric size 13mm.

3.3 Repair kitchen sink drain & piping (CLIN X003):

The contractor shall provide the necessary adapters to replace the current existing lines under the kitchen sink. The contractor shall be responsible for piping from and to include the sink drain. The contractor’s responsibility shall end at the compression ring entering the floor or wall. If leak is identified beyond the contractor’s responsibility, contractor shall inform the COR so work may be considered complete. The contractor shall dispose of the old piping off base. When install is complete the contractor will verify operation of replaced piping and drain. Use Imperial to Metric gasket adapters to convert 1.5” Imperial to 40mm Metric using adapter gasket.

3.4 Replace bathroom faucet (CLIN X004): Contractor shall remove and dispose of old faucet off base. The faucet shall be a Korean manufactured single handle, 145mm spout without hose option. The faucet shall be chrome, same brand, and style as faucets being installed in CLIN X002. If holes from existing faucet are exposed after installation, the contractor shall plug and seal holes with rubber or metal inserts. The contractor shall also install the new faucet ensuring the faucet is tight against the base and all supply lines are connected. Should supply lines need to be replaced the contractor shall replace them and dispose of old lines off base. When install is complete the contractor will verify operation of replaced faucet. Replace supply lines with copper or plastic adapted from Imperial 3/8” to Metric size 10mm and or Imperial 1/2” to Metric size 13mm.

3.5 Repair bathroom sink drain & piping (CLIN X005):

The contractor shall provide the necessary adapters to replace the current existing lines under the bathroom sink.

The contractor shall be responsible for piping from and to include the sink drain. The contractor’s responsibility shall end at the compression ring entering the floor or wall. If leak is identified beyond the contractor’s responsibility, contractor shall inform the COR so work may be considered complete. The contractor shall dispose of the old piping off base. When install is complete the contractor will verify operation of replaced faucet and drain.

Use Imperial to Metric gasket adapters to convert 1.25” Imperial to 32mm Metric using adapter gasket

3.6 Replace toilet (CLIN X006):

The contractor shall remove old toilets and dispose of them off base and replace the toilets with Korean equivalent making necessary changes listed below for the supply lines and waste. When install is complete the contractor will verify operation of replaced toilet and drain. Toilets shall not be equipped with any electrical components.

Replace toilet supply lines with replace supply lines with copper or plastic swedged from Imperial 3/8” to Metric size 23mm / Replace all toilets with wax ring to adapt toilets that are 75mm and 100mm to imperial 3” and 4” waste lines. 3.7 Snake/unclog drains (CLIN X007):

The contractor shall ensure all drains are clear and functional. If a drain is found to be clogged or slow draining the contractor shall use mechanical methods only for clearing (snake, plunge, or water jet). No chemical means are authorized. Once the drain is clear the contractor shall remove any debris removed from the drain and dispose of it off base. The contractor shall attempt to unclog the drain to a max depth of three (3) meters. If drain is still not unclogged, the contractor shall identify to COR to approve work is complete.

3.8 Replace emergency exit signs (CLIN X008):

The contractor shall replace all emergency exit signs identified to be deficient. The contractor shall replace these items with Korean manufactured fixtures and material. The manufacturer, part number, part specification and price will be reviewed and approved by the COR. The fixtures must be multi-voltage 120-277 VAC with battery backup capabilities. The contractor shall be responsible for removal and disposal of all existing signs and any waste associated with replacement off base. When replacement is complete, the contractor shall test the exit signs by ensuring the fixtures will illuminate via the internal battery when AC power is disconnected. Example of an acceptable replacement is as follows.

3.9 Replace emergency light fixtures (CLIN X009):

The contractor shall replace all emergency light fixtures identified to be deficient. The contractor shall replace these items with Korean manufactured fixtures and material. The manufacturer, part number, part specification and price will be reviewed and approved by the COR. The fixtures must be multi-voltage 120-277 VAC with battery backup capabilities. The contractor will be responsible for removal and disposal of all fixtures and any waste associated with replacement off base. When replacement is complete, the contractor shall test all fixtures by ensuring the fixtures will illuminate via the internal battery when AC power is disconnected. Example of an acceptable replacement is as follows.

3.10 PROCEDURE: All work aforementioned on PARA 3.1. shall be followed as the below.

3.11 SCHEDULE: The Contractor shall submit schedule to COR at least 7 calendar days in advance in writing. The schedule shall be coordinated by DM in advance and then shall be approved by COR.

3.12 ACCESS & LIAISON: Government shall not provide any access and liaison to work location. For performance, the Contractor shall have responsible for access and liaison with DM and COR from beginning to completion.

3.13 NOTIFICATION SIGN: At work, the Contractor shall install temporally notification sign that can be found easily to any other dorm residents. The sign shall be includes contract title, company name, description of works, operation time, point of contact of CM, staff list, and COR information.

3.14 CONFIRMATION TO BEGIN AND FINISH: The Contractor shall not start and finish any work until receive confirmation from COR. If COR is not able to be at the place of work, the Contractor shall contact him/her by phone call, text message, or email. If work is started or finished without the confirmation, COR can make re-order for quality assurance.

3.15 CERTIFICATE: The Contractor shall attach laminated certificate on all FCUs. The certificate shall consist of following information:

Building number / Room number.

FCU Information – Manufacturer, specification.

Maintenance date.

Repair date and repaired part description.

3.16 RECORDS: The Contractor shall provide and maintain 2 copies of records book. Both shall be kept by the Contractor, but one of copies shall be placed on COR’s office. The Contractor shall have responsible for update both records. The record shall consists of the following.

Room list sorted by buildings.

All Submitted documents for maintenance/repair schedule and quotes to repairs.

Actual date information for maintenance, repair, and test.

POC for verification/inspection.

3.2 WARRANTY: Completed work performed under Paragraphs 3.1. through 3.9. shall have 1 year warranty.

PART 4 PERFORMANCE REQUIREMENT SUMMARY (PRS)

The Contractor service requirements are summarized into performance objectives as below table that relate directly to mission essential items. The performance threshold briefly describes the minimum acceptable levels of service required for each requirement. These minimums do not relieve the Contractor from performing 100% of all work requirements. Failure to do so could result in an issuance of unacceptable inspection ratings and/or a Contract Discrepancy Report (CDR). These thresholds are critical to mission success. Work must be accomplished according to the terms, conditions, and specifications stated in the contract.

52.212-1 INSTRUCTIONS TO OFFERORS--COMMERCIAL ITEMS (SEP 2021)

(a) North American Industry Classification System (NAICS) code and small business size standard. The NAICS code(s) and small business size standard(s) for this acquisition appear elsewhere in the solicitation. However, the small business size standard for a concern that submits an offer, other than on a construction or service acquisition, but proposes to furnish an end item that it did not itself manufacture, process, or produce is 500 employees if the acquisition--

(1) Is set aside for small business and has a value above the simplified acquisition threshold;

(2) Uses the HUBZone price evaluation preference regardless of dollar value, unless the offeror waives the price evaluation preference; or
