QUSTIONS & ANSWERS
This section is for answering questions after the site visit on 2nd May 2023.
Contractor Question No. 1: Could you please clarify how many cannon systems in total are required for CLIN 0002?
Government Response: The solictation has been changed to reflect CLIN as being used for installation of the total system. The amount of cannons to cover the area is listed in response number 8 and consistent with CLIN 0001 for parts and materials.
Contractor Question No. 2: The requirement calls for at least two speakers. Instead of requiring a number of speakers, wouldn't it be more important for the speaker to be all directional and meet the required decibels?
Government Response: At least two speakers are required for directional capability. If the speakers have all directional capability, they will meet the requirement for directional capability.
Contractor Question No. 3: The requirement calls for at least two solar panels. While solar panels almost never fail, why would the number of solar panels matter if it is sufficient to power the system?
Government Response: Two solar panels enable redundant charging capability in the event one fails. Smaller solar panels are also more economical to replace if they fail or are damaged.
Contractor Question No. 4: With reference to the color of the cannons, is there a reason why the bottom half of the cannon must be "black" in color? Top half being "Red" for visibility is understandable.
Government Response: Two‐tone contrasting colors allow for the BASH manager, Airfield Management, and Air Traffic Control personnel to quickly distinguish cannon position and orientation.
Contractor Question No. 5: What is the frequency currently used in wireless communication, and what are the available frequency bands?
Government Response: 148-174 MHz or 450-475 MHz.
Contractor Question No. 6: If a new bash cannon is installed, the frequency of the current main remote controller may differ and it is required to install a separate main controller. Is this cost included in CLIN 0002?
Government Response: Contractor needs to propose their solution whether it’s a new system or use of the existing system with compatible parts and materials.
Contractor Question No. 7: Can you provide specific details about the installation plan for the bash cannon? For example, will you only be adding new cannons, or will you be replacing all existing cannons while also adding new ones? Or, will you be replacing only parts of the existing cannon while also adding new ones?
Government Response: If the systems are compatible, the current cannons can be repaired, and new ones added.
If the systems aren’t compatible, we will replace the entire system.
Contractor Question No. 8: What is the total area that the bash cannon needs to cover? What is the area that needs to be covered if a new cannon is installed?
Government Response: a. 12 million square feet or 275 acres
b. 3 million square feet or 70 acres
