5. Reasons for Authority Cited:
a. Air Force policy requires that Locally Manufactured Equipment (LME) be procured in one of two ways. The first is to buy the raw material through the supply system and have the Metals Technology Section machine them. We don’t have the capability to machine tools locally. The other process is to use a company approved on the Munitions Materiel Handling (MMHE) website.
b. After reviewing the LME manufacturers list on the MMHE Focal point, Grainger, Snap-On and Zitec were identified as the only vendors approved to provide the required tools. A request for quote was sent to each of the approved vendors.
c. All of the locally manufactured tools AF Form 1655’s (Engineering Drawings) include the following disclosures:

d. Zitec Inc. is the only company that stated it can supply all of the tools necessary for munitions support. Snap-On and Grainger were contacted and provided with the requirements, however, they cannot meet this requirement. Zitec can provide specialty locally manufactured tools that are exclusive to munitions. If we don't procure these tools Daegu, Gwang Ju, and Suwon Air Bases will not be able to meet munitions requirements.
