In order to be considered for award, there must be an “acceptable” rating in every non-price factor. In other words, a rating of “unacceptable” for any factor will result in the entire offer being rated unacceptable”.

The Government will evaluate the offeror’s quote against Government’s minimum requirements as specified on the solicitation to determine whether the quote is acceptable or unacceptable using the ratings and descriptions outlined in table below.

►Factor A. Technical (see 52.211-6 Brand Name or Equal)

Technical Acceptable/Unacceptable Ratings Rating Description

Acceptable The offeror submits technical data that meets the minimum salient characteristics of all products there Brand name or Equal

Unacceptable The offeror does not submit technical data that meets the minimum salient characteristics of all products that are Brand Name or Equal

►Factor B. Price: A Price analysis will be performed to determine the extent, to which it is adequate, reasonable and realistic in accordance with FAR 15.404-1(b).

Note 1: To be determined responsible, a prospective contractor must meet FAR 9.104-1 General standards.

Note 2: To be determined technically acceptable, the submitted specification must meet salient characteristics stated in this solicitation.

(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
