Attachments: Scope of Work (SOW) REVISED dated 04-01-21 Attachment 0001 - Final.docx.pdf

Importance: High

Hello Dan, Thank you for providing the information below to help support the determination of price fair and reasonable in this sole source environment. In reviewing your annual cost (shown below) for the base year, your cost for the firm‐fixed‐ price CLIN 0001 is comprised of phone support and offline reviews for an annual cost of $56,052.00.

In reviewing the SOW, paragraph 3.2, it states, “Contractor will provide two site visits per year to perform preventative maintenance.” This would also fall under the firm‐fixed‐price CLIN 0001. Does your annual cost of $56,052.00 address this preventative maintenance requirement? Please advise whether or not your annual cost included this preventative maintenance requirement.

Regarding determining the price fair and reasonable, you have mentioned in previous conversations that your company is working with other military sites for this same service. If you could provide me with an invoice from another company (Government or non‐Government) for similar work (I understand that JMTC has significant restrictions that other companies might not have), this would help me tremendously in determining the price fair and reasonable. This would provide me with some type of “commercial pricing” as supporting documentation.

Thank you for your patience as we complete this final step in executing this contract award here at the Rock Island Arsenal.

Please let me know if you have any questions.

v/r, Debbie

Debbie , This note from your intended provider may be of use in sole source justification work as you requested.

This specific information helps you understand the complexity and amount of equipment under contract together with the frequency and offline work covered.

I am very confident it could not be matched since this is really a cost contract . They are a good partner and are acting in very good faith to me given the long term relationship.

Candidly the time and expense we have in this concerns me folks might not want to support this ongoing discussion.

Everyone is now well aware how complex and long the process is to complete these service This system is a large and expensive critical control process at the heart of RIA plating and surface treatment operation.

The added complexity of the more recent DoD communication restrictions also eliminated high level immediate computer interaction .

However if you want further clarification Please call.

My Warm regards., Please copy Tom Eng on this content if you have not planned for this already.

Please make sure the frequency and annual work load is represented since this drove the price .
