QUESTIONS AND ANSWERS

Questions/Answers Solicitation W81K00-19-Q-0198

QUESTION 1. Page 1, Block 8, solicitation states, “Offer Due Date/Local Time 10:00 AM 26 Aug 2019;” however, on Page 19, 52.212-1 Addendum, third paragraph, solicitation states, “Please Note ‘Quotes must be received by 29 August 2019 at 10:00 am. Central Standard Time…” Please clarify/confirm date for quote submission.

ANSWER 1: 52.212-1 Addendum, third paragraph clarified to “Quotes must be received by 26 August 2019 at 10:00 am. Central Standard Time (CST).”

QUESTION 2. According to FAR Subpart 19.1309(b), “The contracting officer shall insert the clause at FAR 52.219–4, Notice of Price Evaluation Preference for HUBZone Small Business Concerns, in solicitations and contracts for acquisitions conducted using full and open competition.” Could you please confirm if the subject clause is applicable to this solicitation?

ANSWER 2: Clause at FAR 52.219–4 Deviation 2019-O0003, Notice of Price Evaluation Preference for HUBZone Small Business Concerns has been inserted.

QUESTION 3. Page 23, 52.212-2 ADDENDUM, Technical Proposal, Paragraph 2.(c) Evaluation Process: All offers will be evaluated IAW FAR 15.101-2…” However, this is a Request for Quote (RFQ) based on the solicitation number W81K0019Q0198 and Page 19, Administrative, Paragraph a., solicitation states, “Request for Quote.” A RFQ would be under FAR 13, Simplified Acquisition Procedures; however, if the solicitation is under FAR 15, this should be a Request for Proposal (RFP). Please clarify if the subject solicitation is a RFQ or RFP and which acquisition procedures are applicable.

ANSWER 3: Subject solicitation is a “Request for Quote.” As such the evaluation factors will be under FAR Subpart 13.5, Simplified Acquisition Procedures and shall be changed at the 52.212-2 ADDENDUM, Technical Proposal, Paragraph 2.(c) Evaluation Process.

QUESTION 4. According to Deviation per DAR Tracking Number 2013-O0018, FAR Subpart 15.304(c)(3)(i), Effective until incorporated in the FAR or DFARS or otherwise rescinded:

“215.304 Evaluation factors and significant subfactors (DEVIATION).

(c) (3) (i) In lieu of the threshold specified at FAR 15.304(c)(3)(i), except as provided at FAR 15.304(c)(3)(iii), evaluate past performance in source selections for negotiated competitive acquisitions as follows:

(A) For systems and operations support acquisitions expected to exceed $5,000,000;

(B) For services and information technology acquisitions expected to exceed $1,000,000; and

(C) For ship repair and overhaul acquisitions expected to exceed $500,000.

Per Question/Clarification #3, please clarify if this deviation is applicable to this solicitation if using FAR Part 15. If past performance must be included as an evaluation factor according to 15.304(c)(3)(i), will this be included in the solicitation?

ANSWER 4. Question 4 becomes moot as the acquisition will be under FAR 13 procedures.

QUESTION 5. Please indicate if this effort for both Fort Hood, TX and Fort Leonard Wood, MO is a follow-on contract for both sites or is this a new requirement for both sites under one contract? If a follow-on contract, please provide incumbent’s name and contract number.

ANSWER 5. Yes, this is a follow one effort for both Fort Hood, TX and Fort Leonard Wood, MO under one contract. Incumbent: Creative Testing Solutions, Contract: W81K0014C0008.

QUESTION 6. In reference to #4 above, DFARS 215.305(a)(2) requires that in DoD solicitations that require past performance evaluation and include the clauses at FAR 52.219-8 Utilization of Small Business Concerns and FAR 52.219-9 Small Business Subcontracting Plan, the past performance of offerors in complying with the requirements of those clauses shall be evaluated. Please confirm if solicitation will evaluate past performance of offerors for compliance of subcontracting plan requirements.
