ADDENDUM TO 52.212-2
ADDENDUM TO 52-212-2
Award will be made using Lowest Price Technically Acceptable (LPTA) process. The following factors shall be used to evaluate offers:
mailto:robyn.a.villafranco.civ@mail.mil
Factor 1: Technical
Offerors must provide a copy of their Laerdal Certification or Laerdal partnership agreement as proof of their authorization to provide services on/for Laerdal equipment. This Factor will be rated as Acceptable/Unacceptable.
Evaluation Rating:
Acceptable - Offeror's submission meets the Government requirement
Unacceptable - Offeror's submission does NOT meet the Government requirement
FACTOR 2: Price
2a. The Government will evaluate price proposals on the basis of realism once the proposal has received an
“Acceptable” rating on technical capability and past performance. A proposal unrealistically low in price may be grounds for eliminating a proposal and will be determined by the Government to be indicative of failure to be consistent with the offeror's written technical capability approach and/or indicative of a failure to comprehend the complexity and risks of the proposed contractual requirement. Price will be evaluated using various price analysis techniques and procedures IAW FAR 15.404-1(b) including, but not limited to, comparison of proposed price received in response to the solicitation with a comparison to the Independent Government Cost Estimate (IGCE).
Price must be determined to be fair and reasonable.
2b. Options. The Government will evaluate offers by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of Options shall not obligate the Government to exercise the option (s).
2c. Given that FAR 52.217-8 Option to Extend Services, provides that the government may exercise the Option to
Extend Services at the rates specified in the contract (i.e., the rates in effect when the Extension of Services option is exercised), for purposes of evaluating the Option to Extend Services, the Contracting Officer will consider the prices submitted for the base year and each option year, since those are the binding prices should the Option to
Extend Services be exercised.
Factor 3: Past Performance
The Government will consider any information from its own files and/or databases such as the Past Performance
Information Retrieval System (PPIRS), Federal Awardee Performance and Integrity Information System (FAPIIS), or from any other source it deems appropriate to evaluate Contractor Past Performance. Offeror's Past Performance will be evaluated as Acceptable/Unacceptable per the rating table below. If the offeror does not have a record of past performance, the offeror shall be determined to have unknown past performance. In the context of
Acceptability/Unacceptability, "unkonwn" shall be considered "Acceptable".
PERFORMANCE EVALUATION RATING:
Acceptable
Based on the offeror's performance record, the
Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror's performance recod is unknown.
Unacceptable Based on the offeror's performance record, the
Government has no reasonable expectation that the offeror will be able to successfully perform the required effort.
