Control Number: 16-RHCO-C-659

Limited Sources Justification or

Sole Source Justification for Acquisitions under the Simplified Acquisition Threshold

(Simplified Acquisition Threshold is $150K)

1. Contracting Activity: Regional Health Contracting Office-Central (Provisional) Carl R. Darnall Army Medical Center

Fort Hood, Texas

2. Description of Action:

Requirement: New Repeat Pricing: Firm-Fixed Price Time & Materials Cost Funds: OMA Other Funds: _________ Total Dollar Value:

Name of Intended Contractor:

Street Address:

City, State, Zip:

Phone:

3. Description of Supplies/Services: Surgical Table, includes Double Joint Head Section, Short Leg Section, 2 dV Remote 2 Controls, Charging Cable, Pads and dV Connection Cable Accessories include 2 Armboards with Pads, Lightweight Transfer Board, Universal Arm Supports, 1 Component Cart, 1 Patient Restraint Strap for the William Beaumont Army Medical Center (WBAMC), Fort Bliss, Texas

4. Authority Cited:

(a) FAR 13.106-1(b)(1)(i): Only one source reasonably available (e.g., urgency, exclusive licensing agreement, brand name or industrial mobilization); OR

(b) FAR 13.106-1(b)(1)(ii): Only one source can provide a portion of the purchase that is a particular brand-name item; OR

(c) FAR 8.405-6(a)(1)(i)(A): An urgent and compelling need exists, and following the procedures would result in unacceptable delays; OR

(d) FAR 8.405-6(a)(1)(i)(B): Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized; OR

(e) FAR 8.405-6(a)(1)(i)(C): In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order not previously issued under sole-source or limited-sources procedures.

5. Reason for Authority Cited: The TruSystem 7000DV has been designed to communicate solely with the intuitive Da Vinci Robotic System using proprietary Intuitive integrated Table Motion Software

Control Number: 16-RHCO-C-659 designed to link both systems. The Medical Center already owns the Da Vinci Robotic System, and since the surgical table and the Robotic System are able to communicate with each other, their movements are precisely coordinated. This facilitates better imaging and integrated diagnostic and surgical methods. It is not feasible to replace the already owned robotic system to locate a compatible surgical table that communicates with each other.

6. Actions to Increase Competition: A Sources Sought was posted to FBO for five (5) days seeking competition. One company responded offering a Stryker Table; however, the table would not be compatible with the already owned robotic system. A second company that responded to the Sources Sought is an authorized reseller of Trumpf Medical (subsidiary of Hill-Rom) and is offering the same equipment. This company is a Veteran Owned Small Business (VOSB). There is an authorized small business distributor and that if an offer is received; the government will evaluate its offer for price reasonableness. Since there are two vendors (one from the sources sought and the other from the suggested source, the OEM) that can provide the required equipment, this requirement will be posted as unrestricted,

7. Market Survey: A Dynamic Small Business Search (1,394 results) was conducted within the Central Contractor Registration website using the following: NAICS Code 339112 (Surgical and Medical Equipment Manufacturing). Vendor profiles were assessed to determine if they could satisfy the requirement. Additionally, using the NAICS code and the terms, surgical table and TruSystem, were used but only produced one offeror. Based on the vendor profile assessment; there is not a reasonable expectation of obtaining offers from two (2) or more responsible small businesses.
