Answer: March 31, 2016.
10. Question: Will the government provide a historic level of effort (number of personnel) to support this requirement?

Answer: No.
13. Question: Do the Government systems allow the Contractor to generate a report of how many CLRs it has posted, or will the Contractor be responsible for using its own system to track the quantity of CLRs posted?

18. Question: The RFP is silent with regards to a Phase-In/Transition-In period. Will the Government provide a
Phase-In period and an associated CLIN if necessary?
Answer: Full performance is expected within 60 days from date of award. A Phase-In CLIN is not contemplated.

20. Question: Will the Government require Subcontractors to submit a proposal separate from that of the Prime?
Answer: Only proposals from an entity intending to perform as the prime will be accepted.
21. Question: Can the Government provide the average time it takes to process each or total past performance CLR postings?
Answer: The Government has estimated CLR postings at six (6) minutes each.
22. Question: Is the incumbent an 8A?

Answer: The proper place of performance for the Telephone Appointment Clerks and Project Administrator is located in the Performance Work Statement, paragraph 1.2.1. The Ship to Address listed under Delivery
Information, beginning page 15 is an administrative system generated address. This address is utilized for other purposes, and will remain as stated in the solicitation.
27. Question: What is the transition time for this opportunity?
Answer: See Questions/Answer # 18.
28. Question: Ref PWS 1.2.1 p. 54: How many locations will the appointment clerks be supporting all together?

The MTF only provides screenings/immunizations to those individuals that are otherwise DoD Military Health System beneficiaries. PWS paragraph 1.3.14 adds this information.
35. Question: For past performance references, do individual task orders under ID/IQ Basic contracts count as one contract reference? Or should offerors submit a reference for an ID/IQ Basic Contract as a whole?
Answer: Each task order may count as one reference. However, task orders that are different only in terms of the period of performance will not count as separate references (e.g., providing 1 FTE Administrative Assistant to Fort
XYZ in FY15 is considered the same as providing 1 FTE Administrative Assistant to Fort XYZ in FY16).
36. Question: How long is the lunch break for contract personnel?
Answer: Breaks are determined by the Contractor.
37. Question: How many hours do FTEs work each day?
Answer: Work schedules are determined by the Contractor within the confines of the call center's hours of operation.
38. Question: Is there a current contract supporting the efforts outlined in the solicitation? Yes.
If so:
38a. What is the contract number for the current contract?
Answer: See Question/Answer # 6.
38b.Who is the incumbent?
Answer: See Question/Answer # 2.
38c. How many contractors are on site?
38d. What was the final contract price for the contract?
Answer: See Question/Answer # 1.
39. Question: FAR clause 52.222-17 Non-Displacement of Qualified Workers is included as part of the solicitation, This clause requires that the successor contractor and its subcontractors are required to offer those Service Contract
Act employees that are employed under the predecessor contract, and whose employment will be terminated as a result of the award of the successor contract, a right of first refusal of employment under the contract in positions for which they are qualified. 29 CFR 4.173, “requires an employer to furnish to employees working on the contract a specified amount of paid vacation upon completion of a specified length of service with a contractor or successor…The incumbent contractor, when bidding on a contract, must consider … vacation benefits for those workers in his employ.” As result of the two requirements, we request a listing of length of service of personnel by position to ensure that pricing submissions are in compliance with required vacation and incumbency hire regulations noted above?
40. Question: Section 4 requires offeror to submit proposed pricing for all sub-contract line item numbers identified in the Request for Proposal. Include the price per unit of measure, and total extended price for each subcontract line item. Question: Is any supporting pricing (spreadsheet) or explanation (write up) required?
Answer: Addendum to 52.212-1 contains all information required to submit a proposal.
41. Question: Could you please tell us if resumes will be counted in page limit?
Answer: See Question/Answer # 24.
42. Question: Does MEDCOM consider the past performance of the subcontractor to be equal to the past performance of the Prime Contractor?
Answer: Past performance will be evaluated solely on its recency and relevancy in accordance with addendum to
52.212-2. See also Question/Answer # 11.
43. Question: Of the current incumbents, how many vacancies exist?
Answer: Staffing levels are determined by the contractor; therefore the government does not determine whether or not there are vacancies.
44. Question: For the incumbent contract, does the same requirement exist as in the solicitation whereby the incumbent will provide a current list of contract employees prior to contract end?
Answer: Upon determination of the apparently successful offeror, the Contracting Officer will provide a certified service employee list to that offeror.
45. Question: Are the current requirements in the current contract’s PWS the same as this? If no, how do they differ?
Answer: No. As numbered in the PWS, the Service Summary Performance Objectives 9, 11, 12, and 13 are new.
The remaining perofrmance objectives are either exactly the same (2, 3, 4, 7, and 10); the minimum is the same but the maximum was increased (1, 5, and 6); or slightly reduced (8; previously the requirement was within the same business day).
46. Question: Is there a measurable growth rate for the work required from the current contract so that we should estimate a similar growth requirement for this contract?
Answer: The Service Summary Performance Objectives within the PWS account for projected growth..
47. Question: Reference PWS Section 1.2.1: Since employees on this contract will office at the government site, are there additional costs for computers, phones, and other government provided equipment?
Answer: All equipment needed to perform the specific tasks listed in the PWS will be provided to the Contractor at the Government-specified location at no cost.
48. Question: Reference Solicitation SF1449: While this contract is listed as Firm Fixed Price, the solicitation asks for Hours as the unit of measure of CLINS. We recommend this be a Firm Fixed Rate contract with Labor Hours rather than Firm Fixed Price. Can the Government clarify the contract type and how CLIN amounts should be determined?
Answer: The CLIN description and the Addendum to 52.212-1 provide the necessary information needed to determine the CLIN amounts. The quantities and unit prices proposed by the apparently successful offeror (i.e., ultimate awardee) will be incorporated into the contract. The unit prices shall be fixed, and not subject to adjustment except for any changes made in accordance with FAR 52.222-43.
49. Question: Reference Solicitation pg. 87: Can the Government provide a numerical weighting of evaluation between the four factors contained in the proposal?
Answer: No. Proposals will be evaluated in accordance with the Addendum to 52.212-2, which utilizes the process outlined in FAR 15.101-1(b)(2).
50. Question: Reference PWS 1.3.7: What is the frequency, quantity, and average attendance for Phase I
(didactic/classroom) training? Will contractor personnel, when either conducting or participating in Phase I
(Classroom) instruction need to be covered on the call center floor?
Answer: Initial training (Phase I and Phase II) shall be provided by the contractor for all new employees prior to operating "on their own" on the CAMO floor, whenever they may start during performance of the contract. The contractor will determine the training plan/schedule that is agreed upon by the Government. CAMO-directed training is to supplement Phase I and Phase II. Floor coverage must be maintained during training periods such that the performance objectives are met.
51. Question: Reference PWS 1.3.11: Are both the Project Administrator and the Assistant Project Administrator
Considered Key Personnel?
Answer: Any contract employee functioning in the role of Project Administrator is considered key personnel.
52. Question: Reference PWS 5.5: With regard to sending mailers, what is the quantity/frequency of distribution?
Are materials such as post cards, printing, and postage provided by the government, or are they cost reimbursable?
Answer: Mailers are produced daily and the Government provides the materials and postage.
53. Question: Can the Government supply a list of incumbent employees and associated anniversary dates for use in
SCA vacation requirements?
54. Question: Can the Government supply the amount of historical FTEs and Level of Effort hours previously associated with this contract?
55. Question: Page 76, Factor 2, 2C. Key Personnel defines requirements for a Project Administrator and Assistant
Project Administrator. This conflicts with the requirements on page 54, section 1.2.1 which asks for “…a Project
Administrator..”. Please confirm which is correct.
Answer: See Question/Answer # s 8 and 51.
56. Question: Section 1.3.7 TRAINING. Training is extensive and will definitely impact performance requirements.
Is there a grace period for TACs to allow for training of new personnel, or will they be held to the performance metrics in PWS Section 6 at the same time?
Answer: See Question/Answer # s 18 and 50.
57. Question: Section 1.3.3 STAFFING lists 57 available workstations for contractor personnel. Is the TAC only staffed by the contractor or will there be contract TACs and GS TACs working in the same location?
Answer: The CAMO office is staffed by both Government personnel and Contractor personnel; however, the two (2) areas covered by this requirement are contract only.
58. Question: Section 6 PERFORMANCE OUTCOMES. Can you provide an estimated average time for the following processes for the TAC to complete:
Clear and Legible Result
Answer: See Question/Answer # 21.
Patient Cancellation
Answer: It takes approximately 2 minutes to process each cancellation request.
Consults Worked
Answer: Varies per the agents skill set and the specialty clinic that they are working the consult for. On average, it takes about 3-5 minutes across the spectrum of bookable clinics.
59. Question: Section 6.1.8 CONSULTS WORKED. Please define what is considered as “push/distribute” consults?
Answer: Push/distribute is reviewing the consult and sending it to the correct clinic for review and acceptance in order for the agent to be able to book the appointment for the patient. It is part of the market business rules for consult review, acceptance, and booking.

PWS
PERFORMANCE WORK STATEMENT
MEDICAL TELEPHONE APPOINTMENT CLERKS (TAC) AND PROJECT ADMINISTRATOR (PA) FOR
CONSULT AND APPOINTMENT MANAGEMENT OFFICE (CAMO)
SAN ANTONIO MILITARY HEALTH SYSTEM (SAMHS)
1. GENERAL
1.1. As a non-personal services contract, as defined in Federal Acquisition Regulation (FAR) 37.101, it is expressly agreed and understood that the services rendered by a contract service provider are rendered in their capacity as an independent contractor or employee of any independent company that may be a party to this contract. The
Government may evaluate the quality of professional and administrative services provided, but retains no control over the professional aspects of the services rendered. The Contractor shall be solely liable for and expressly agree to indemnify the Government with respect to any liability producing acts or omissions by its employees or agents.
This contract does not create an employer-employee relationship between the Government and any corporation, partnership, business association or other party or legal entity with which the individual contract service provider may be associated. Contract personnel rending the services are not subject, either by the contract terms or by the manner of its administration, to the supervision and control usually prevailing in relationship between the
Government and its employees.
1.2. DESCRIPTION OF WORK
1.2.1. The contractor shall provide non-personal services for Telephone Appointment Clerks (TACs) and a Project
Administrator (PA), referred to as Contractor Personnel, for the Consult and Appointment Management Office
(CAMO) in support of the San Antonio Military Health System. The Contractor Personnel shall work within the
Government provided facility and use Government provided equipment (with the exception of the phone numbers used in Contractor’s private offices) for the operation and to perform services and support compatible with the medical facility’s operating capacity and equipment.
