This contract is a cost plus fixed fee contract with a current ceiling of $4,383,465.08 awarded as an 8(a) directed small business set-aside. The Government projects award of the modification to by 01 September 2018 and will be funded using fiscal year 2018. Research, development, testing, and evaluation funds will be used. This no-cost extension request is to extend the period of performance from 01 September 2018 to 26 October 2018.

3. Description of Supplies/Services: The requested action is a modification to the existing contract W56KGU-17-C-0024 which provides technical, organizational, program management, operational and administrative support to CERDEC HQ at APG, MD. The purpose of the support is to meet major functional responsibilities with respect to software engineering, computer specialist, network engineering, computer forensic investigation, systems architecture analysis support, administrative assistance, telecommunications specialist, help desk support, business process reengineering/information architecture, information assurance (IA) security support, IA compliance engineer, SharePoint development and administration, and records management/personally identifiable information protection/ forms management support. This requested modification is to extend the PoP at no-cost in order to continue these services for CERDEC HQs to cover the period of performance from 02 September 2018 to 26 October 2018 until a new contract is awarded.

PoP: 02 September 2018 – 26 October 2018 Total value: $391,172.00

4. Authority Cited:

10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.

5. Reason for Authority Cited:

(a) As described at FAR 6.302-1(a)(2)(iii), when the supplies or services required by the agency are available only from one responsible source, or for Department of Defense, National Aeronautics and Space Administration, and the Coast Guard, from only one (1) or a limited number of responsible sources, and no other types of supplies or services will satisfy agency requirements, full and open competition need not be provided for. Envision Innovative Solutions has been providing software development support to the U.S. Army CERDEC since 15 March 2017. The J&A request is for a no-cost extension for the period of performance of this contract which will allow us to continue software development efforts through the requested PoP until a new contract is awarded in October 2018. CERDEC requires continuous software development support

Version – March 2018 FOR OFFICIAL USE ONLY to two (2) major information technology (IT) systems, Corporate Account Management System (CAMs) and CERDEC Budget Information System in order to meet critical mission priorities and to meet the requirements for the Army Data Center consolidation efforts. In accordance (IAW) with Army Directive, CERDEC is required to plan for and migrate its two (2) business systems within the next five (5) fiscal years and as of now, CERDEC is in the middle of re-engineering new architecture from client-server to web-based architecture. The CAMs system is only one (1) of two (2) approved human resource management systems in our major subordinate command and currently supports other major organizations: Communications – Electronics Command (CECOM), U.S. Army Research, Development and Engineering Command (RDECOM), U.S. Army Test and Evaluation Command (ATEC), U.S.

Army Materiel Systems Analysis Activity (AMSAA), U.S. Army Natick Soldier Research, Development and Engineering Center (NSRDEC), and U.S. Army Edgewood Chemical Biological Center (ECBC). In addition, we have two additional organizations that will onboard in the coming months. Agile software methodology is applied to our software development process to deliver sprints which are currently scheduled through the end of the fiscal year. This very challenging and fast-track approach delivers software modules every two (2) weeks. CERDEC estimates a new software team will take several months to understand the relationships between the existing modules and the requirements for the planned modules, resulting in significant delay in software development in these critical systems. It would cost the Government an estimated just to bring a new software development team up to speed on our current processes and development efforts. This estimate is based on times the three (3) months CERDEC estimates it would take a new team to be brought up to speed on all current efforts. In addition, bringing on a new team will lead to a significant effect on time and resources to include the time investment for code walkthroughs with new developers to include ongoing code and different interfaces among programming languages, databases, and platforms; getting everyone up to speed on all existing documentation and business rules; and ongoing sprints and existing/new requirements. In addition, the Government requires the ability to evaluate and apply bug fixes, information assurance vulnerability patches, and address cyber security compliance. Extending the PoP to 26 October 2018 will allow for continued support services until a new contract is in place. CERDEC is currently working with ACC-APG for a follow-on CERDEC technical and operations support contract requirement. After the end of the requested PoP, the new contractor will support the requirement through the Small Business Administration (SBA) 8(a) program.
