FAR 8.405-6 Limited Sources Justification Under the General Services Administration
Federal Supply Schedule Program JA-18-E-693
1. Contracting Activity: Army Contracting Center – Aberdeen Proving Ground Division E Building 6565 Surveillance Loop, Building 6001 Aberdeen Proving Ground, Maryland 21005
2. Description of Action: The Communications Electronics Command (CECOM) Software Engineering Center (SEC) in support of the Wideband Satellite Communications (SATCOM) Operational Management System (WSOMS) program requests a Firm-Fixed-Priced contract for the procurement of Commercial Off-the-Shelf (COTS) Red Hat JBoss Enterprise Application Platform 64 Core Standard Subscription for a quantity of each, and Red Hat Enterprise Linux Server Standard Subscription for a quantity of each. The applicable North American Industrial Classification Systems (NAICS) code for this requirement is 514519, Information Technology Value Added Resellers. This effort will consist of a base year and four options. The Period of Performance (PoP) for the base year will be date of award plus 12 months. The option years will continue to renew the subscriptions purchased during the base. The total estimated cost for the base year is . The total estimated cost for this contract is $ . The government anticipates a September 2018 award using Other Procurement, Army (OPA) funds.
An acquisition plan is not required because this procurement does not meet the threshold at Defense Federal Acquisition Regulation Supplement 207.103(d)(i)(B).
3. Description of Supplies/Services:
The Wideband SATCOM Operational Management System (WSOMS) is a system of systems (SoS) which encompasses all control subsystems that allow planning, management, spectrum monitoring, defensive space control, payload control, and transmission control in support of survivable and non-survivable communication services operating over wideband SATCOM satellites. The control systems reside at management and control facilities strategically placed worldwide to enable the satellite control functions necessary to manage all Defense Satellite Communications System (DSCS) and Wideband Global SATCOM (WGS) satellites.
Red Hat JBoss Enterprise Application Platform 64 Core Standard is an application and integration middleware software product used to create applications; integrate applications, data, and devices; and automate business processes. Red Hat JBoss is used to allow data flow between applications used in the WSOMS satellite configuration and control subsystem.

The detailed cost to re-engineer the baseline systems would be approximately dollars, and would take between . The dollar value and time frame is developed based on information provided by the original program office on the original software selection process and adjusted to accommodate any changes to the selection, testing, certification, integration and other procedures to obtain funding and complete the transition to an alternate software application.

The functionality requirements were determined by the systems’ stakeholders Program Manager Defense Communications and Army Transmission Systems (PM DCATS) and United States Army Space and Missile Defense Command/Army Strategic Command (USASMDC/ARSTRAT) based on their mission requirements. Those defined requirements were the standard used to check which products that can best meet them. This resulted in the selection of Red Hat products. In addition, as referenced in the previous paragraph, the cost and time to re-engineer and field new baselines to replace the Red Hat products with other potential products would be cost prohibited and impact meeting the mission requirements in a timely matter.
6. Action to Increase Competition:
SEC CALM performs market research on all new requirements each year to verify who owns the licenses and software support rights, who can supply the product(s) to the Army and if there are any alternate sources of supply or COTS products.
The Red Hat JBoss requirement is a COTS product that is available on CHESS BPA ESI contract vehicle. Red Hat does employ authorized resellers, details included in Section 8, Market Research.
7. Market Research: Market research was performed by the SEC CALM Team during the months of April and May 2018 with the intent to increase the number of authorized distributors, by increasing participation by small businesses, small disadvantaged small business, HUBZone, 8(A), Service Disabled Veteran Owned, and Woman Owned Businesses and or to find

Searches were performed on the Army Computer Hardware Enterprise Software Solutions (CHESS) on 04/19/2018, National Aeronautics and Space Administration (NASA) Solutions for Enterprise Wide Procurement (SEWP) (RFQ#88827) on 05/09/2018, and General Services Administration (GSA) Advantage (RFQ# 1286512) on 05/09/2018, all requesting current budgetary pricing for the required software.
The search on the CHESS ESI found 4 authorized resellers with ESI BPAs: HC1028-18-A-0001 (Carahsoft Technology Corporation), HC1028-18-A-0002 (DLT Solutions, LLC), HC1028-18- A-003 (Emergent, LLC), and HC1028-18-A-0004 (EC America, Inc).
