Sole Source Justification and Approval

1. Contracting Activity: Army Contracting Command Aberdeen Proving Ground Building 6001 Combat Drive Aberdeen Proving Ground, Maryland 21005

2. Description of Action: The Software Engineering Center (SEC) in support of the Distributed Common Ground System-Army (DCGS-A) requests a Firm-Fixed-Price (FFP) contract with Analytical Graphics, Inc., (Cage Code 0LCT6) 220 Valley Creek Blvd., Exton, PA 19341. The Government projects an award for May 2016 and Fiscal Year 2016 Operations and Maintenance, Army (OMA) funds will be used. This requirement will consist of a base year and a one year option. An acquisition plan is not required because this procurement does not meet the threshold at Defense Federal Acquisition Regulation Supplement 207.103(d)(i)(B).

3. Description of Supplies/Services: The system integrates ground processors to produce a common network-centric, modular, and scalable, multi-intelligence interoperable architecture. 4. Reason for Authority Cited: Analytical Graphics, Inc. (AGI) is the manufacturer of the System Tool Kit software, and AGI does not have any authorized resellers who are capable of fulfilling this requirement.

AGI STK products are part of the fielded baselines.

Ongoing maintenance is required to receive patches, support, and cost-effective upgrades. Failure to renew support will reduce effectiveness to the Warfighter over time and could compromise the security posture of the systems. Analytical Graphics releases new versions annually with improvements to functionality and design that are beneficial to the Warfighter and the .

AGI STK products were originally selected by Program Manager (PM), as meeting Warfighter requirements for the of systems. The systems in question became programs of record under the program.

Replacing a major component of a fielded baseline is out of scope of the SEC IEW&S sustainment mission, while the PM continues to work new, not-yet-transitioned baselines. To date no other product provides similar capabilities. If other products were identified and selected, it would impact the entire baseline.

Any product replacement would result in significant developmental efforts including re-engineering, production and certification testing efforts, fielding and training.

The additional cost to re-engineer the is estimated at 36 months and , as follows:

o [K = thousand, M = million] o Engineering:

o Configuration management:

o Test:

o Security o Integration o Organization Support:

o IAVA:

o DAMI G2 Certification:

o Fielding:

5. Efforts to Obtain Competition: The Contracting Officer shall publish the notices required by FAR 5.201 and any bids or proposals received shall be considered.

Effective Competition: Market research details are outlined in paragraph 8.

Subcontracting Competition: Although there are no FAR subcontracting provisions that require competition among potential subcontractors for commercial contracts, the Government will seek to maximize subcontracting competition with a focus on subcontracting to small and small disadvantaged businesses.

6. Actions to Increase Competition: Commercial software manufacturers are encouraged to increase the number of authorized resellers. Additionally, upon receipt of the requirement an authorized list of authorized distributors for this software is immediately requested from the original manufacturer. The manufacturer is also encouraged to pursue distribution of their products/services through Small businesses, HUBZONE, Service Disabled Veteran Owned, and Woman Owned Small businesses.

7. Market Research: Market research was performed during the month of November 2015. Searches were performed on the Army Computer Hardware Enterprise Software Solutions (CHESS), the National Aeronautics and Space Administration (NASA) Solutions for Enterprise Wide Procurement (SEWP), and General Services Administration (GSA) websites. A query was sent to the manufacturer for a list of resellers. The manufacturer, Analytical Graphics, provided a statement that it has no authorized resellers that are capable of fulfilling this requirement for System Tool Kit.

An Army Computer Hardware Enterprise Software Solutions (CHESS) Statement of Non- Availability (SoNA) number 216703016 was received for this requirement.

Pricing information was received from the following vendors:

Company Name Contract

Analytical Graphics GS-35F-4022D

GC Micro NNG15SC75B

V3Gate NNG15SD27B

Since AGI is the OEM for this software and they do not use any authorized distributers for sales to the Army or otherwise. The Vendors listed above will not be able to acquire the software for resale.

8. Interested Sources: To date, no other sources have written to express interest in the acquisition beyond the vendors listed in paragraph 7.

There has not been any significant change in circumstances from the previous justification to this current justification. The STK software support was renewed under the previous procurement as STK software already being integrated in the fielded baselines; thereby precluding the removal of the software without significant cost and time to re-engineer and field replacement baselines.
