2. Description of Action: Communications Electronics Command (CECOM) Software

Engineering Center (SEC) requests a Firm-Fixed-Price (FFP) contract for the brand name procurement of Commercial Off-the-Shelf (COTS) Hewlett Packard Enterprise StoreVirtual

Network-Tactical Increment 1 (WIN-T INC 1) Regional Hub Nodes (RHNs). This will be comprised of base year only for 36-months. The government anticipates a September 2016 award using FY16 Other Procurement, Army (OPA) funds. This acquisition is using customer supplied

OPA funds as this product will bring additional functionality to the system. The applicable North

American Industry Classification System Code (NAICS) is 541519, Other Computer Related

Services.

X An acquisition plan is not required because this procurement does not meet the threshold at

Defense Federal Acquisition Regulation Supplement 207.103(d)(i)(B).

3. Description of Supplies/Services: The proposed action is for the brand name commercial-off-the-shelf purchase of HPE SV VSA software and support for the Army PM WIN-T

RHNs are transport nodes, strategically located at

Standard Tactical Entry Point (STEP) locations globally, which enable the Army’s ability to

RHNs are the upper-most level of the WIN-T network architecture and enable regionalized reach-back to the Army’s global network, to include the recently installed

Commercial Internet and Phone (COM-IP) in support of contingency operations, disaster relief or National emergency response and are currently in use by both deployed Marine Corps and

Army units. RHNs provide tactical users with secure, reliable connectivity worldwide. The HPE

StoreVirtual is a software-defined storage platform that scales in any direction and provides data mobility across tiers, locations and between physical and virtual storage. It enables linear scaling of capacity and performance. The snapshot and remote copy features of the HPE VSA reduce the time and effort required to perform the backup and recovery of data.

The RHN team can greatly reduce the need for onsite operations as the HPE SV VSA also provides remote operations through the virtual appliance to control the data and data backups. The technology used in this software

X Only one responsible source and no other supplies or services will satisfy agency requirements, and brand name descriptions.

5. Reason for the Authority Cited: This acquisition requires the purchase of the brand-name HPE

SV VSA manufactured by Hewlett Packard Enterprise, 13600 EDS Drive, Herndon, VA 20171.

The particular brand name product or feature is essential to the government’s requirements; and market research indicates other companies’ similar products, or products lacking particular features, do not meet, or cannot be modified to meet, the agency’s needs. The HPE SV VSA software products are proprietary and only available from HPE, the OEM, or its authorized resellers. HPE owns the copyrighted source software with all legal rights, privileges, and ownership contained therein. No other source may legally modify or change the software, nor would they have access to the source code to do so.

The HPE SV VSA provides unique capabilities to manage the RHNs distributed storage resources in a more efficient manner than other commercial virtual storage appliances available. NetApp’s virtual storage appliances were reviewed but provided limited performance on the RHN virtual machine infrastructure architecture as the item was designed. WIN-T has worked with HPE to develop specialized initialization and configuration scripts that are not compatible with other vendor’s virtual storage appliance products.

WIN-T requires software maintenance for HPE SV VSA products to ensure the availability of critical software patches, fixes, updates and other technical support from HPE to

Both, failure to upgrade VMWare due to lack of support and failure to obtain support for HPE SV VSA, which will result in WIN-T’s loss of their Authority to Operate (ATO) for the RHNs, due to failure to maintain vendor support in WIN-T’s software baseline is a Category 1 security finding.

If the source is not limited to HPE SV VSA products, RHN fielding will be delayed and an analysis of alternatives will need to be performed again to select and insert a similar product into the baseline. Selecting another product would also

. The selection, integration, and operational testing is estimated to cost over and

. This duplicative cost will not be recouped through competition. It would also prevent the warfighter from

. Without the HPE SV VSA products the virtual infrastructure of the RHNs would be significantly impacted. The HPE SV VSA products host the full networking operations capabilities for monitoring, management and trends analysis, as well as cyber security tools.

The dollar value and time frame is developed based on information provided by the original program office and SEC CALM on the original software selection process and adjusted to accommodate any changes to the selection, testing, certification, integration and other procedures to obtain funding and complete the transition to an alternate product.
