FAR Subpart 13.5 Simplified Procedures for Certain Commercial Items – Brand

Name Justification and Approval

1. Contracting Activity: U.S Army Contracting Command

Aberdeen Proving Ground

Bldg. 6001 Combat Drive

Aberdeen Proving Ground, MD 21005

2. Description of Action: Communications Electronics Command (CECOM) Software

Engineering Center (SEC) requests a Firm-Fixed-Price (FFP) contract for the procurement of

Commercial Off-the-Shelf (COTS) software license renewal including software support for

Atlassian suite (Confluence Enterprise, Crowd, Crucible, FishEye, and JIRA) to support the

SEC Services Directorate, and COTS software license renewal including software support for

Atlassian Confluence (Server) 500 Users and 2000 Users to support the Distributed Common

Ground System – Army (DCGS-A) program under SEC IEW&S Directorate. The NAIC Code for this effort is 511210 Application Software Computer Package. The effort consists of one (1) base year only. The Government anticipates an August 2016 award using FY2016 Operation

Maintenance, Army (OMA) funds.

X An acquisition plan is not required because this procurement does not meet the threshold at

Defense Federal Acquisition Regulation Supplement 207.103(d)(i)(B).

This action is a follow-on to contract W56JSR-15-C-0045 for the SEC Services Directorate and contract W56JSR-15-C-0033 for the DCGS-A program. These actions were not competed under authority FAR 6.302-1(c)(1) Only One Responsible Source. Under “Actions to Increase

Competition,” “Market research will be conducted annually on the current baseline to determine if changes occur in the market place that would enable greater competition. Competition and

Market Research will be accomplished when the system utilizing this software is re-base lined.”

3. Description of Supplies/Services:

a) For the SEC Services Directorate:

The proposed action will provide for Commercial Off-The-Shelf (COTS) maintenance software support for Atlassian suite (JIRA Agile, Confluence Enterprise, Crowd, Crucible, FishEye, and

JIRA).

The Atlassian suite (Confluence Enterprise, Crowd, Crucible, FishEye, and JIRA) is utilized in multiple projects across the Services Directorate. These projects include Enterprise Management

Decision Support (EMDS,), Financial Disclosure Management (FDM), Performance Review

Interface for Managers and Employees (PRIME), and Army Net Centric Data Strategy Center of

Excellence (ANCDS CoE) Sustainment.

EMDS is a Secret Internet Protocol Router Network (SIPRNet) web-enabled system that provides integrated data from 18 Authoritative Data Sources to present a

Common Operating Picture for units progressing through the Army Force Generation

(ARFORGEN) cycle.

FDM is a secure Army electronic filing (e-filing) system for its authorized users to file and maintain required financial interest reports anywhere via a Web browser.

PRIME is a web-based employee performance evaluation system that provides a user-friendly interface for managers and employees on performance review.

ANCDS CoE sustains a Common Data Services Framework, which provides the implementation framework for facilitating Data Services Layer-Army (DSL-A) and

Universal Core (UCore) compliant data to promote interoperability and accessibility of data services.

Confluence Enterprise, Crowd, Crucible, FishEye, and JIRA are part of an Atlassian toolset that allows development teams to track issues and collaborate effectively. Each product allows our development teams to:

JIRA allows development teams to capture and organize issues, assign work, and follow team activity.

Confluence provides one single place to share, find, and collaborate on information needed to get work done.

Crowd is a single sign-on identity management tool that’s easy to use, administer, and integrate with other Atlassian tools.

FishEye enables development teams to search, monitor and track source code repositories.

Crucible provides flexible workflows to review code, discuss changes, share knowledge, and identify defects.

X One Responsible Source

5. Reason for Authority Cited:

a) For the SEC Services Directorate:

The developer of the software is Atlassian, Inc., 1098 Harrison Street, San Francisco, CA, 94103. The Atlassian software is being used by the US Army’s Software Engineering Center

(SEC) Services Directorate.

About four years ago, the Atlassian environment was set up in the Fort Belvoir lab to move the project data from the Booz Allen Atlassian environment. Due to the duplicative cost that would not be recouped through competition and to minimize impacts on the projects utilizing Atlassian tools, alternative products were not considered viable. Currently, the Atlassian tools are hosted in

D5-120, SEC Development lab, managed by the Infrastructure Division. These Atlassian tools have been recently upgraded to the latest versions to comply with Information Assurance requirements. Team Foundation Server (TFS) can be considered as an alternative solution.

However, if TFS is selected, the existing project data in the Atlassian environment will have to be migrated. Due to the amount of project data and the vast difference between TFS and Atlassian tools, the migration is estimated to take This substantial duplicative cost will not be recouped through competition.

b . For the DCGS-A Program:

The manufacturer of the software is Atlassian, Inc., 1098 Harrison Street, San Francisco, CA, 94103. Atlassian is the manufacturer and developer of the Confluence products software. The

Atlassian Confluence licenses are a commercial product used in the DCGS-A system.

Atlassian Confluence products are part of the DCGS-A Fixed Site fielded baselines. Ongoing maintenance is required to receive patches, support, and cost-effective upgrades.

Atlassian releases new versions periodically with improvements to functionality and design that are beneficial to the Warfighter and the DCGS-A Fixed mission. Atlassian Confluence products were originally selected by Program Manager, DCGS-A Fixed as meeting Warfighter requirements for the DCGS-A Fixed Sites. No other product provides similar capabilities. If another product were identified and selected, it would impact the entire baseline. Any product replacement would result in developmental efforts to re-engineer, followed by production and certification testing efforts. The additional cost to re-engineer the fixed baselines would exceed

This duplicative cost will not be recouped through competition.

6. Efforts to Obtain Competition: The Software Services Support Division (S3), Centralized

Acquisition and License Management (CALM) Team conducted market research, details of which are in the market research section of this document, paragraph 8. The Contracting Officer shall publish the notices required by FAR 5.201.

Woman Owned Small businesses.

Acquisition Data Availability: The Government only possesses a commercial purchase description. Technical data for the previously acquired licenses is proprietary to Atlassian. The commercial purchase description does not provide enough technical information to allow other vendors to create the functionality of this product.

8. Market Research: Market research was performed by the CALM Team during the months of January 2016 and June 2016. Searches were performed on the Army Computer Hardware

Enterprise Software Solutions (CHESS), the Enterprise Software Initiative (ESI) website, the

General Services Administration (GSA) website, and the National Aeronautics and Space

Administration (NASA) Solutions for Enterprise Wide Procurement (SEWP). A query was sent to the manufacturer for a list of resellers as well as a general web search. Below are the responses received from the market research.
