1. Contracting Activity: Army Contracting Command Aberdeen Proving Ground 6001 Combat Drive, Building 6001 Aberdeen Proving Ground, Maryland 21005

2. Description of Action: The Software Engineering Center (SEC) in support of the Distributed Common Ground System-Army (DCGS-A) requests a Firm-Fixed-Price (FFP) contract with TerraGo Technologies (Cage Code 48F77), 45610 Woodland Road Suite 140, Sterling, VA 20166. The Government projects an award for June 2016 and Fiscal Year (FY) 2016 Operation and Maintenance, Army (OMA) funds will be used and are available. This procurement will consist of a base plus three (3) option years. The contract options will purchase the continuation of the software support purchased during the base in yearly increments. The North American Industrial Classification Systems (NAICS) Code is 511210, Computer Software Publishers.

An acquisition plan is not required because this procurement does not meet the threshold at Defense Federal Acquisition Regulation Supplement 207.103(d)(i)(B).

3. Description of Supplies/Services: The DCGS-A system integrates intelligence, surveillance, and reconnaissance (ISR) ground processors to produce a common network-centric, modular, and scalable, multi-intelligence interoperable architecture. The DCGS-A system consolidates functions of several military intelligence (MI), geospatial and weather systems into a single integrated system. It provides the framework for the military services to task, post and process, use, and disseminate ISR sensor data and products. DCGS-A is responsible for providing the Standard and Sharable Geospatial Foundation (SSGF) per the Net-Enabled Mission Command (NEMC) Initial Capabilities Document (ICD).

TerraGo Publisher for Aeronautical Reconnaissance Coverage Geographical Information System (ArcGIS) enables organizations to significantly enhance the value of their existing Geographical Information Systems (GIS) by producing and exploiting portable, interactive and intelligent geo-registered (Geo) portable document format (PDF) maps and imagery that can be easily updated and shared inside and outside the organization with anyone using the free Adobe Reader. TerraGo Publisher seamlessly integrates with Esri ArcGIS and extends the value of ArcGIS workflows, transforming geospatial intelligence into a vital collaborative asset for the entire organization, particularly for users without GIS training and software.

TerraGo Composer for Adobe Acrobat transforms (PDF) Maps into a GeoPDF by converting any PDF-based map into a GeoPDF and assembles maps from multiple sources using Adobe Acrobat.

TerraGo Publisher for Softcopy Exploitation Tool (SOCET) Geospatial Exploitation Products (GXP) creates a GeoPDF file from geo-referenced data and image files loaded as layers in a SOCET GXP Multiport. GeoPDFs are output from SOCET GXP, then loaded into the Adobe Reader environment; layers can be turned on-and-off. The software also allows for automatic 3-D GeoPDF publishing of terrain, imagery, and models loaded as layers in a SOCET GXP Multiport.

4. Authority Cited: Simplified Procedures for Certain Commercial Items, 41 U.S.C.

1901(a)(2) as implemented by FAR Subpart 13.501(a)(2) and FAR 6.302-1.

5. Reason for the Authority Cited: TerraGo Technology has stated that they are the only source for their proprietary Support, Maintenance and Distribution Program (25,000 users) Annual Subscription, Product Code M-TBSPT-25000. This is the service provided that ensures all the Army users receive update maintenance in a uniform manner. As described at FAR 6.302-1(a)(2), when the supplies or services required by the agency are available only from one responsible source, or for DoD, NASA and the Coast Guard, from only one or a limited number of responsible sources, and no other types of supplies or services will satisfy agency requirements, full and open competition need not be provided for.

The proposed source is TerraGo Technologies, 45610 Woodland Road Suite 140, Sterling, VA 20166.

TerraGo products are part of the DCGS-A fielded baselines. Ongoing maintenance is required to receive patches, support, and cost-effective upgrades.

manufacturer releases new versions annually with improvements to functionality and design that are beneficial to the Warfighter and the DCGS-A mission.

TerraGo products were originally selected by PM DCGS-A as meeting Warfighter requirements. Replacing a major component of a fielded baseline is out of scope of SEC’s sustainment mission, while the PM continues to work new, not-yet-transitioned baselines.

To date, no other product provides similar capabilities. If another product were identified and selected, it would impact the entire baseline. Any product replacement would result in developmental efforts including re-engineering, production and certification testing efforts.

6. Efforts to Obtain Competition: The Contracting Officer shall publish the notices required by FAR 5.201 and any bids or proposals received shall be considered.

a. Effective Competition: Members of the SEC Centralized Acquisition and License

Management (CALM) Team conducted market research - details of which are outlined in paragraph 8.

b. Subcontracting Competition: Although there are no FAR subcontracting provisions that require competition among potential subcontractors for commercial contracts, the Government will seek to maximize subcontracting competition with a focus on subcontracting to small and small disadvantaged businesses.

7. Actions to Increase Competition: Commercial software manufacturers are encouraged to increase the number of authorized resellers. Additionally, upon receipt of the requirement an authorized list of authorized distributors for this software is immediately requested from the original manufacturer. As stated earlier, the manufacturer is also encouraged to pursue distribution of their products/services through Small Businesses, HUBZONE, Service Disabled Veteran Owned, and Woman Owned Small Businesses.

8. Market Research: Market research was performed by the CALM Team during the month of December 2015. Searches were performed on the Army Computer Hardware Enterprise Software Solutions (CHESS), the National Aeronautics and Space Administration (NASA) Solutions for Enterprise Wide Procurement (SEWP), and General Services Administration (GSA) websites. A query of the manufacturer’s website was conducted in an attempt to identify a list of resellers. In addition, a general web search was also conducted. TerraGo, the software manufacturer, provided pricing; in addition to supplying a list of vendors capable of supporting the software requirement. A CHESS Statement of Non-Availability (SoNA) Number 216704203 was received from this requirement. Below is a listing of vendors that were identified who are capable of fulfilling the software maintenance:

Contractor Name Cage Code Business Category

TerraGo Technologies 48F77 Small Business

Blue Tech 0CL10 Women-Owned Small Business

Unistar-Sparco Computers 1DFA6 Small disadvantaged Business

TerraGo Technologies does allow resellers to sell the individual software packages maintenance but not their proprietary Support, Maintenance and Distribution Program (25,000 users annual Subscription, Product Code M-TBSPT-25000. TerraGo provides the Army with their most favored client discount. Therefore, it is in the best interest of the government to go directly to TerraGo, a small business.

9. Interested Sources: To date, no other sources have written to express interest in the acquisition beyond the vendor listed in paragraph 8.
