2. Description of Action: The Communications Electronics Command (CECOM)
Software Engineering Center (SEC) requests a Firm-Fixed-Price (FFP) contract with one of the two authorized distributors under NAICS Coded 541519. The authorized dealers are: DLT Solutions (CAGE CODE OSOH9) 2411 Dulles Corner Park, Suite 800, Herndon. Virginia 20171 and Carahsoft Technology Corporation (CAGE CODE 1P3C5), 1860 Michael Faraday Drive, Suite 100, Reston, Virginia 20190. The requirement will procure Commercial Off-the-Shelf (COTS) software maintenance for Unlimited
Informatica RulePoint licenses. The effort consists of one (1) base year plus three (3) one-year options to support the Distributed Common Ground System - Army (DCGS-A) program. The options will continue the software support purchased during the base year. The Government anticipates a June 2016 award using FY2016 Operation
( Maintenance, Army (OMA) funds. The funds in the amount of are currently available for use to fund the base year of effort.
An acquisition plan is not required because this procurement does not meet the threshold at Defense Federal Acquisition Regulation Supplement 207.103(d)(i)(b).
This action is a follow-on to contract #W15P7T-13-C-E086. The previous contract was awarded as a sole source to Carahsoft Technology Corp. under the authority of
10 U.S.C. 2304(c)(1) and FAR 6.302-1(c), Brand Name.
3. Description of Supplies/Services: The licenses and maintenance services required within this procurement are in direct support of the Warfighter through the aegis of DCGS-A. The DCGS-A system consolidates functions of several military intelligence (Ml), geospatial and weather systems into a single integrated system. The
Informatica RulePoint licenses and maintenance services include a Complex Event
Processing (CEP) server with a web-based user interface. The software conducts event processing that combines data from multiple sources to identify events or patterns that suggest complicated courses of action. The goal of CEP is to identify meaningful events (such as opportunities or threats "changes of states") and respond to them as quickly as possible. The software also includes Operational Intelligence (01) solutions by running queries against streaming data feeds and event data to deliver real-time analytic results. The software also provides the ability to make decisions and immediately act on these analytic insights, through manual or automated actions, and by alerts set by the user. The functionality requirements were determined by the systems' stakeholders (e.g., Warfighter) based on their mission requirements.

5. Reason for the Authority Cited: The source for the RulePoint Software licenses and Maintenance is Informatica Corporation; 2100 Seaport Boulevard, Redwood City, CA 94063. Informatica is the manufacturer and original developer of the RulePoint software product line. The RulePoint licenses are a commercial product used in the
DCGS-A.
DCGS-A is the system that provides the framework for the military services to develop a common, interoperable family of systems to task, post and process, use, and disseminate intelligence, surveillance, and reconnaissance (ISR) sensor data and products. DCGS-A is responsible for providing the Standard and Sharable Geospatial
Foundation (SSGF) per the Net-Enabled Mission Command (NEMC) Initial Capabilities
Document (ICD). The DCGS-A system consolidates functions of several military intelligence (Ml), geospatial and weather systems into a single integrated system.
Informatica RulePoint products and maintenance are part of the DCGS-A V3.x fielded baselines. DCGS-A V3 consists of a server stack, a system controller, portable multi function workstation (P-MFWS), and a geospatial workstation (GWS).
Ongoing service maintenance is requ·ired to receive patches, support, and cost-effective upgrades. Failure to renew support will reduce effectiveness to the Warfighter over time. Informatica releases new versions annually with improvements to functionality and design that are beneficial to the Warfighter and the DCGS-A mission.
The Informatica RulePoint software is a critical element in the DCGS-A program. If the Informatica RulePoint software maintenance is not purchased, the DCGS-A systems' role in information warfare and data transformation would be compromised. This could result in serious injury or loss of life to the Warfighter.
Informatica RulePoint products were originally selected by Program Manager, DCGS-A as meeting Warfighter requirements. Replacing a major component of a fielded baseline is out of scope of SEC's sustainment mission while the PM continues to work new, not-yet-transitioned baselines. To date, no other product meets the Government needs. If another product were identified and selected, it would impact the entire baseline.
Acquisition Data Availability: The Government only possesses a commercial purchase description. Technical data for the previously acquired licenses is proprietary to
Informatica. The commercial purchase description does not provide enough technical information to allow other vendors to create the functionality of this product.

6. Efforts to Obtain Competition: The SEC, Centralized Acquisition and License
Management (CALM) Team conducted market research, details of which are in the market research section of this document, paragraph 8. The Contracting Officer shall publish the notices required by FAR 5.201.
7. Actions to Increase Competition: Commercial software manufacturers are encouraged to increase the number of authorized resellers. Additionally, upon receipt of the requirement an authorized list of authorized distributors for this software is immediately requested from the original manufacturer. The manufacturer is also encouraged to pursue distribution of their products/services through Small businesses, Hub-zone, Service Disabled Veteran Owned, and Woman Owned Small businesses.

8. Market Research: Market research was performed by the CALM Team during the months of December 2015 to June 2016. Searches were performed on the Army
Computer Hardware Enterprise Software Solutions (CHESS), the Enterprise Software
Initiative (ESI) website, the General Services Administration (GSA) website, and the
National Aeronautics and Space Administration (NASA) Solutions for Enterprise Wide
Procurement (SEWP) #17730. Below are the responses received from the market research queries and additional research completed June 10, 2016.

A query was sent to the manufacturer for a list of resellers as well as a general web search. In June, the manufacturer responded that DLT Solutions and Carahsoft are the authorized resellers for this requirement. No contractor responses were received from
Army CHESS, ESI, GSA, or NASA SEWP. CHESS provided the CALM team with a
Statement of Non-Availability (SoNA) #216703192.

5.201 will be published on the Federal Business Opportunities Page. Any proposals that are received shall be considered.
