DEPARTMENT OF ARMY
JUSTIFICATION AND APPROVAL
FOR OTHER THAN FULL AND OPEN COMPETITION
Purchase Request #: 11330035
1. Contracting Activity: U.S. Army Contracting Command - Warren (ACC-WRN) is the procuring activity for this action.
2. Description of Action: This action is to support the Ground Vehicle Systems Center (GVSC) for the procurement of GT-SUITE software package maintenance via a new Firm Fixed Price (FFP) contract. The type of funds are FY 2019, Research, Development, Test and Evaluation (RDT&E)
3. Description of the Supply or Service Purchased: This acquisition is for commercially available software maintenance developed and sold by Gamma Technologies, Incorporated. U.S. Army Combat Capabilities Development Command (CCDC) Ground Vehicle Systems Center (GVSC) requires five GT-Suite subscriptions for maintenance to software being used for in-house propulsion modeling and one real-time GT-Power subscription for maintenance to the software being use for the Ground System Integration-Systems Engineering-Analytics Vehicle Performance Analysis Team. The software supports the overall goal of providing the Ground Vehicle System Center with Propulsion System Modeling, Simulation, and Analysis capabilities.
Suggested Vendor:
GAMMA Technologies, Inc.
601 Oakmont Lane, Suite 220 Westmont, IL 60559 CAGE Code: 1YC46
DUNS: 940903271
4. Authority Cited: The statutory authority permitting other than full and open competition is 41 U.S.C. 1901, as implemented by FAR 13.501(a),sole source including brand name acquisitions..
5. Reason for Authority Cited: GAMMA Technologies is the sole provider of the GT- SUITE software package which is currently utilized by the Government. GVSC already owns the system licenses and is seeking to renew the annual subscription for maintenance and updates. The Government should not install a maintenance and upgrade subscription from another vendor when renewal of the annual maintenance and upgrades from the current software vendor’s existing software is already integrated into the current system. To utilize a maintenance and update subscription from a different vendor, the existing software would have to be changed. This specific GT Suite software is required to provide commonality and functionality of the simulation laboratory. Using a software tool other than GT-SUITE would cost the Government a loss of productivity without gains in capability or cost savings. Switching to an alternate software would require additional training costs associated with developing proficiency in the use of a new tool. In addition, valuable time would be spent converting, including replacing and rewriting, the database of the Army’s vehicle system models developed over the last decade. The combination would cause an interruption of seven weeks to several months, which would significantly negatively impact the Army’s missions at TACOM.
The average yearly rate for a full time analyst in the GVSC System Engineering Analytics group is approximately $240K, which equates to $4,615 per week per employee. It is estimated to take four weeks for a new user to become proficient in the use of a propulsion modeling software. With six current analysts performing this task, that equates to $110,760 (6 users x 4 weeks x $4,615 per week). GVSC Analytics currently has over 30 models of various military vehicles in its database.
Allowing for 3 weeks to convert and validate each model, this equates to $415,350 (30 models x 3 weeks x $4,615 per week). Based on the sum of the conversion and training costs, a total of $526,110 in duplication of cost would be incurred by the Government. While license costs for alternate software is expected to be similar, the additional costs associated with the training and conversion will not be recovered via competition.
6. Efforts to obtain competition: Each year, market research will be conducted online. The Government will accept offers from any GT-SUITE provider if such providers exist.
7. Action to increase competition: GVSC- Analytics will continually monitor for commercial software packages that address the GVSC’s need for developing highly detailed, full vehicle propulsion system models.
8. Market Research: Pursuant to FAR 10.002 (Procedures), product literature published by the vendors listed below (available online) was reviewed and compared on March 18, 2019. The research was done by
The Vehicle Performance and Analysis Team identified several commercially available software packages that can be used for propulsion system modeling. These software packages included:
Siemens PLM (Simcenter Amesim) AVL (AVL Cruise) Mechanical Simulation (TruckSim) ChassisSim Technologies (ChassisSim) Wineman Technology (Dynacar)
While all provide similar capabilities, each has its unique functionality requiring training and would require the redevelopment of existing data models. The market research reflected in this paragraph was performed via internet searches of powertrain simulation software.
9. Interested Sources: No other sources capable of providing this exact software exist. The Government will synopsize this action in accordance with FAR 5.201 and will consider any proposals received.
