Center of Military History – Tan Book Project Request for Information
1. Market Survey Request. Army Contracting Command – Warren (ACC-WRN) is releasing this Market Survey to identify prospective sources capable of writing a comprehensive manuscript covering the evolution of Army doctrine from September 11th 2001 through the end of 2016. The Army is looking for an author with an extensive background in the development of Army doctrine, with a proven track record of being able to research and publish materials on the subject matter to minimize the time and effort necessary to begin the project. This position would require comprehensive research, including using resources and documents only available at the Center of Military History (CMH) and as such the prospective author must be available to perform their research and work extensively with CMH staff throughout the duration of this project. Experience as a doctrine officer or in a similar position is preferred so as to add an additional layer of understanding and insight to the creation and implementation of Army doctrines.
2. Clarification of this action. This request is for a market survey. It is an inquiry intended to measure the level of industry interest and capabilities for competing potential Government contracts. Responses to this survey may affirm the Government’s decision to issue the subject contracts for full and open competition. This is not a pre-solicitation notice or Request for Proposal (RFP), nor will any contracts be awarded from this announcement. Information regarding the potential solicitation, as presented in this market survey, is subject to change. Participation in this survey from a potential offeror is solely voluntary; no reimbursements will be made for costs associated with participation in this survey. Data submitted to the government will not be returned, but will remain archived as part of historical records. Lastly, participation in this market survey, while important to Army acquisition planners, is neither mandatory nor is it requisite for future participation by the potential offeror in forthcoming Government solicitations.
3. Questionnaire. Offerors who are able to meet the requirements of this survey, and who would be interested in competing for any potential contracts, please take the time to respond to the questionnaire below. The government requests that all responses be returned by 5:00 PM EST on Wednesday 31 January 2018.
Instructions for Completing the Questionnaire: Interested offerors are asked to complete the following questionnaire and provide answers back electronically to Mr. Mark Wrobbel, Contract Specialist, at Mark.t.wrobbel.civ@mail.mil.
Response Format: Electronic responses are required. It is requested that electronic responses be provided in any of the following formats: Microsoft Word, Microsoft Excel, Microsoft PowerPoint 2007 or Adobe Acrobat. Zip files are not acceptable. E-mail attachments are limited to 10Mb in size; e-mail attachments in excess of 10Mb must be broken into smaller submissions. The subject line must read “(Company Name) response to Tan Book Project”
Note: Be sure to number your responses in accordance with our numbering system so each answer corresponds to the correct question. Also, spell out acronyms in their first instance and clearly mark any proprietary information per the guidance of paragraphs 3 and 4 above. Respondents to this questionnaire may be contacted directly in the future for additional comments and information as potential requirements develop.

7) Would you be available to dedicate up to 4 years full time researching and writing this manuscript utilizing resources only available at the Center of Military History?
8) Please describe any experience you have as a Doctrine Officer (or similar position) in the Army, and how you would be able to leverage that experience for this manuscript.
9) Did the experience listed above, if any, take place during the period in question (September 11th 2001 through the end of 2016)?
10) Have you ever worked with any key Army figures involved in the development of Army Doctrine during the period in question stated above? If so, please identify the key Army figures.
11) Please list any experience you have obtaining and conducting oral history interviews with high ranking Army personnel.
12) Based on your experience, what makes you highly qualified to meet this requirement?
