Statement of Work
PART I
Installation of Ethernet RADC’s for all IDS Zones located On/Off Detroit Arsenal, MI
General Information
1.0. GENERAL: This is a non-personnel services contract to install an Ethernet RADC’s (List the entire word) to obtain full redundancy. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
1.1. Description of Introduction: The Contractor shall provide all English speaking service personnel, management, equipment, tools, supplies, materials, transportation, and any other items and services necessary to perform the functions of this Statement of Work (SOW) except those which are made available by the Government. The Contractor shall provide the above service in accordance (IAW) the terms, conditions and specifications of this SOW.
1.2. Background: Currently, Detroit Arsenal has partial redundancy with the backup server which means if the primary server malfunction, the system administrator of Integrated Commercial Intrusion Detection System (ICIDS) will have to disconnect one or more cables from the primary server and connect those same cables into the backup server. To achieve full redundancy all IDS wired copper circuits will have to be converted to Ethernet panels.
1.2.1. NETCOM must provide a dedicated ICIDS VLAN located at the ICIDS server in BLDG 230, before the contractor can remove and replace any GFE RADC’s. NETCOM will provide 1 ICIDS VLAN port in the nearest comms closet where there is an existing (GFE) RADC for connectivity. New Cat-6/5 cable drops will be installed for 65 ICIDS VLAN ports for connectivity prior to remove/replacement with Ethernet panels.
1.3. Objectives: The purpose of the installation of Ethernet RADC’s is to obtain full redundancy.
The purpose of the installation of Ethernet RADC’s is to obtain full redundancy which consist of non interruption transition over to the backup server.
1.4. Scope: The contractor shall provide and install an Ethernet RADC’s to obtain full redundancy.
1.5. Period of Performance: 365 days from the date of award.
1.6. General Information
1.6.1. Recognized Holidays: The Contractor is not required to perform services on the listed holidays:
New Year’s Day Labor Day Martin Luther King Jr.’s Birthday Columbus Day President’s Day Veteran’s Day Memorial Day Thanksgiving Day Independence Day Christmas Day
1.6.2. The contractor is responsible for conducting business, between the hours of 7:00 a.m. – 4:00 p.m. Monday thru Friday except Federal holidays (see paragraph 1.6.1 above) or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. For other than firm fixed price contracts, the contractor will not be reimbursed when the government facility is closed for the above reasons. The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential.
1.6.3. Place of Performance: The Contractor shall perform supply and install the Ethernet RADC for Detroit Arsenal organizations at the following locations:
1.6.3.1. Detroit Arsenal
1.6.4. Type of Contract: The Government will award a Fixed-Frim Price contract.
1.6.5. Security Requirements: Contractor shall be responsible for safeguarding all Government equipment, information and property provided for contractor use. The contractor will not require issuance of a Common Access Card (CAC). The contractor will require a Detroit Arsenal gate access badge to enter the Detroit Arsenal. The gate access badge will be coordinated by the Contracting Officer’s Representative (COR) completing the STA Form 17 and submitting the STA Form 17 to the Detroit Arsenal Visitor Center.
1.6.6. Government Point of Contact (POC): A Government POC will be identified by each organization. The Government POC monitors all technical aspects of the contract and assists in contract administration. The Government POC is authorized to perform the following functions:
assure that the Contractor performs the technical requirements of the contract, perform inspections necessary in connection with contract performance, maintain written and oral communication with the Contractor concerning technical aspects of the contract, issue written interpretations of technical requirements, monitor Contractor's performance and notifies both the Contracting Officer and Contractor of any deficiencies; coordinate availability of Government furnished property, and provide site entry of Contractor personnel. The Government POC is not authorized to change any of the terms and conditions of the resulting order.
1.6.7. Identification of Contractor Employees: All Contractor personnel attending meetings, answering Government telephones, and working in other situations where their contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of members of the public that they are Government officials. Contractor employees shall ensure all documents and reports produced by contractors are suitably marked as contractor products or the contractor participation is appropriately disclosed. Contractors are required to wear contractor badges in the performance of this service.
1.6.8. The contractor is responsible for obtaining required identification cards, tags, and badges for personnel working on Government premises, in accordance with AR 600-8- 14.
1.6.9. Contractor Travel: No travel will be required outside of the locations listed in section 1.6.3 of this PWS.
1.6.10. The contractor shall not act or represent itself as an agent of the Government nor shall it have authority to make decisions or bind the Government to any agreements or commitments through performance of any work under this contract.
1.6.11. Under this contract, the contractor shall use computer software whose format and version(s) are compatible with that used by all Government organizations listed in this contract, including Microsoft Windows, and Microsoft Office products.
PART 2
GOVERNMENT FURNISHED PROPERTY, EQUIPMENT, AND UTILITIES
2.0. GOVERNMENT FURNISHED ITEMS:
2.1. The Contractor shall provide the following government furnished property listed below:

3.1. General: The Contractor shall furnish all materials and services required to perform work under this contract.
3.2. Materials: The Contractor shall provide parts and supplies as described in this SOW under sections 4.1.1. and 4.1.2.
PART 4
SPECIFIC TASKS
4.0. SPECIFIC TASKS:
4.1. Basic Services Ethernet RADC Migration:
Firelake will provide, removal/replacement, install and tst 5 DAQ ACB-07 583 Stargate-3 boards, 70 DAQ ACB-09812 Stargate-3 Ethernet modules and upgrade 60 GGFE DAQ Stargate-
3 boards. The 7 total tips shall replace the DAW Strgate-3 boards with Ethernet connection with 10 zones per trip. Each zone will need to be tested to ensure new equipment and programming are correct.
4.1.1. Phase 1:
4.1.1.a. The contractor shall supply and install Five (5) NEW DAQ Stargate-3 Boards with Ethernet Connection. The contractor shall remove Five (5) OLD (GFE) DAQ StarGate-3 Boards out of existing stock and shall mount the Ten (10) NEW DAQ StarGate‐3 Ethernet Modules into the Five (5) NEW DAQ Stargate-3 Boards and into the Five (5) Government Furnished Equipment (GFE) DAQ Stargate-3 Boards with Ethernet Connections and reinstall.
4.1.1.b. The contractor shall transfer the Ten (10) Government Furnished Equipment (GFE) DAQ Stargate-3 Boards (removed from existing zones) back to the DAQ to have the Ethernet Connection port installed on the Ten (10) DAQ Stargate-3 Boards. When the Ten (10) upgraded Stargate-3 Boards are delivered from DAQ, the contractor shall remove the Ten (10) Government Furnished Equipment (GFE) DAQ Stargate-3 Boards from existing zones and replace them with Ten (10) upgraded DAQ Stargate-3 Boards with Ethernet Connection.
4.1.1.c. The contractor shall mount Ten (10) new DAQ StarGate‐3 Ethernet Modules into the Ten (10) Stargate-3 Boards. The contractor will then send the Ten (10) Government Furnished Equipment (GFE) DAQ Stargate-3 Boards that were removed back to DAQ to have the Ethernet Connection port installed on them.
4.1.2. Phase 2:
4.1.2.a. When the Ten (10) upgraded Stargate-3 Boards are delivered back from DAQ, the contractor shall remove the Ten (10) Government Furnished Equipment (GFE) DAQ Stargate-3 Boards from existing zones and replace the existing boards with the Ten (10) upgraded DAQ Stargate-3 Boards with Ethernet Connection.
4.1.2.b. The contractor shall mount the Ten (10) new DAQ StarGate‐3 Ethernet Modules into the Ten (10) Stargate-3 Boards. Then the contractor shall send the Ten (10) additional Government Furnished Equipment (GFE) DAQ Stargate-3 Boards that were removed from existing zones back to the DAQ to have the Ethernet Connection port installed on them the existing boards.
4.1.3. Phase 3:
4.1.3.a. When the Ten (10) upgraded Stargate-3 Boards are delivered from the DAQ, the contractor will remove Ten (10) Government Furnished Equipment (GFE) DAQ Stargate-3 Boards from existing zones and replace the Ten (10) Government Furnished Equipment (GFE) DAQ Stargate-3 Boards with Ten (10) upgraded DAQ Stargate-3 Boards with Ethernet Connection.
4.1.3.b. The contractor shall mount Ten (10) new DAQ StarGate‐3 Ethernet Modules into the Ten (10) Stargate-3 Boards. The contractor will then send Ten (10) Government Furnished Equipment (GFE) DAQ Stargate-3 Boards that were removed back to DAQ to have the Ethernet Connection port installed on them.
4.1.4. Phase 4:
4.1.4.a. When the Ten (10) upgraded Stargate-3 Boards are delivered from the DAQ, the contractor shall remove the ten (10) Government Furnished Equipment (GFE) DAQ Stargate-3 Boards from existing zones and replace the existing boards ten (10) upgraded DAQ Stargate-3 Boards with Ethernet Connection.
4.1.4.b. The contractor shall mount ten (10) new DAQ StarGate‐3 Ethernet Modules into the ten
(10) Stargate-3 Boards. The contractor will send the ten (10) Government Furnished Equipment (GFE) DAQ Stargatre-3 Boards that were removed back to DAQ to have the Ethernet Connection port installed on them.
4.1.5. Phase 5:
4.1.5.a. When the Ten (10) upgraded Stargate-3 Boards are delivered from DAQ, the contractor shall remove the ten (10) Government Furnished Equipment (GFE) DAQ Stargate-3 Boards from existing zones and replace them with ten (10) upgraded DAQ Stargate-3 Boards with Ethernet Connection.
4.1.5.b. The contractor shall mount the ten (10) new DAQ StarGate‐3 Ethernet Modules into the ten (10) Stargate-3 Boards. Then the contractor will send the ten (10) Government Furnished Equipment (GFE) DAQ Stargatre-3 Boards that were removed back to the DAQ to have the Ethernet Connection port installed on them.
4.1.6. Phase 6:
4.1.6.a. When the Ten (10) upgraded Stargate-3 Boards are delivered from DAQ, The contractor will remove the ten (10) Government Furnished Equipment (GFE) DAQ Stargate-3 Boards from existing zones and replace the existing boards with the ten (10) upgraded DAQ Stargate-3 Boards with Ethernet Connection.
4.1.6.b. The contractor shall mount ten (10) new DAQ StarGate‐3 Ethernet Modules into the ten
(10) Stargate-3 Boards. The contractor will then send ten (10) Government Furnished Equipment (GFE) DAQ Stargatre-3 Boards that were removed back to DAQ to have the Ethernet Connection port installed on them.
4.1.7. Phase 7:
4.1.7.a. When the Ten (10) upgraded Stargat3e-3 boards are delivered from the DAQ, the contractor shall remove the Five (5) Government Furnished Equipment (GFE) DAQ Strgate-3 Boards from existing zones and replace the existing boards with Five (5) upgraded DAQ Stargate-3 boards with Ethernet Connection.
4.1.7.b. The contractor shall mount Five (5) new DAQ StarGate-3 Ethernet modules into the Five
(5) Stargate-3 Boards.
4.1.8. The contractor shall provide the following left over spare parts listed below after the completion: 5 ea DAQ upgraded Strgate-3 boards with Ethernet connection port installed on them and 5 ea DAQ new StarGate-3 Ethernet modules.
4.2. The contractor will check out with the Government POC after the contractor has completed each Phase (1-7). Each phase will not be determined complete IAW SOW, until the Government POC confirms each Phase is completed.
4.3. After all phases 1 thru 7are complete, the contractor must demonstrate to the Government POC the Ethernet RADC functions with full redundancy.
PART 5

5.1. CONTRACTOR MANPOWER REPORTING (CMR): The Office of the Assistant Secretary of the Army (Manpower & Reserve Affairs) operates and maintains a secure Army data collection site where the Contractor shall report ALL Contractor manpower (including subcontractor manpower) required for performance of this contract. The Contractor shall completely fill in all the information in the format using the following web address:
https://cmra.army.mil. The required information includes the following:
(1) Contracting Office, Contracting Officer, Contracting Officer's Technical Representative
(2) Contract number, including task and delivery order number
(3) Beginning and ending dates covered by reporting period
(4) Contractor name, address, phone number, e-mail address, identity of contractor employee entering data
(5) Direct labor hours (including sub-contractors)
(6) Direct labor dollars paid this reporting period (including sub-contractors)

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph
(d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records--Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

252.219-7009 SECTION 8(A) DIRECT AWARD (SEP 2007)
(a) This contract is issued as a direct award between the contracting office and the 8(a) Contractor pursuant to the Partnership Agreement between the Small Business Administration (SBA) and the Department of Defense.
Accordingly, the SBA, even if not identified in Section A of this contract, is the prime contractor and retains responsibility for 8(a) certification, for 8(a) eligibility determinations and related issues, and for providing counseling and assistance to the 8(a) Contractor under the 8(a) Program. (b) The contracting office is responsible for administering the contract and for taking any action on behalf of the Government under the terms and conditions of the contract; provided that the contracting office shall give advance notice to the SBA before it issues a final notice terminating performance, either in whole or in part, under the contract. The contracting office also shall coordinate with the SBA prior to processing any novation agreement. The contracting office may assign contract administration functions to a contract administration office.

(1) It will notify the Contracting Officer, simultaneous with its notification to the SBA (as required by SBA's 8(a) regulations at 13 CFR 124.308), when the owner or owners upon whom 8(a) eligibility is based plan to relinquish ownership or control of the concern. Consistent with Section 407 of Pub. L. 100-656, transfer of ownership or control shall result in termination of the contract for convenience, unless the SBA waives the requirement for termination prior to the actual relinquishing of ownership and control; and
(2) It will not subcontract the performance of any of the requirements of this contract without the prior written approval of the SBA and the Contracting Officer.

252.232-7003 ELECTRONIC SUBMISSION OF PAYMENT REQUESTS AND RECEIVING REPORTS
(JUNE 2012)
(a) Definitions. As used in this clause–
(1) Contract financing payment and invoice payment have the meanings given in section 32.001 of the Federal Acquisition Regulation.
(2) Electronic form means any automated system that transmits information electronically from the initiating system to all affected systems. Facsimile, e-mail, and scanned documents are not acceptable electronic forms for submission of payment requests. However, scanned documents are acceptable when they are part of a submission of a payment request made using Wide Area WorkFlow (WAWF) or another electronic form authorized by the Contracting Officer.
(3) Payment request means any request for contract financing payment or invoice payment submitted by the Contractor under this contract.
(4) Receiving report means the data required by the clause at 252.246-7000, Material Inspection and Receiving Report.
(b) Except as provided in paragraph (c) of this clause, the Contractor shall submit payment requests and receiving reports using WAWF, in one of the following electronic formats that WAWF accepts: Electronic Data Interchange, Secure File Transfer Protocol, or World Wide Web input. Information regarding WAWF is available on the Internet at https://wawf.eb.mil/.
(c) The Contractor may submit a payment request and receiving report using other than WAWF only when–
(1) The Contracting Officer administering the contract for payment has determined, in writing, that electronic submission would be unduly burdensome to the Contractor. In such cases, the Contractor shall include a copy of the Contracting Officer's determination with each request for payment;
(2) DoD makes payment for commercial transportation services provided under a Government rate tender or a contract for transportation services using a DoD-approved electronic third party payment system or other exempted vendor payment/invoicing system (e.g., PowerTrack, Transportation Financial Management System, and Cargo and Billing System);
(3) DoD makes payment for rendered health care services using the TRICARE Encounter Data System (TEDS) as the electronic format; or
(4) When the Governmentwide commercial purchase card is used as the method of payment, only submission of the receiving report in electronic form is required.
(d) The Contractor shall submit any non-electronic payment requests using the method or methods specified in Section G of the contract.
(e) In addition to the requirements of this clause, the Contractor shall meet the requirements of the appropriate payment clauses in this contract when submitting payments requests.
252.232-7006 WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (MAY 2013)
(a) Definitions. As used in this clause--
Department of Defense Activity Address Code (DoDAAC) is a six position code that uniquely identifies a unit, activity, or organization.
Document type means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).
Local processing office (LPO) is the office responsible for payment certification when payment certification is done external to the entitlement system.
(b) Electronic invoicing. The WAWF system is the method to electronically process vendor payment requests and receiving reports, as authorized by DFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.
(c) WAWF access. To access WAWF, the Contractor shall--
(1) Have a designated electronic business point of contact in the System for Award Management at https://www.acquisition.gov; and
(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this Web site.
(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/.
(e) WAWF methods of document submission. Document submissions may be via Web entry, Electronic Data Interchange, or File Transfer Protocol.
(f) WAWF payment instructions. The Contractor must use the following information when submitting payment requests and receiving reports in WAWF for this contract/order:
(1) Document type. The Contractor shall use the following document type(s).
