C.1.0 BACKGROUND: Contractor shall perform Preventative Maintenance (PM) support on the ANAD ESS. Work will be performed at Anniston

Army Depot (ANAD), Anniston AL. The entire electronic security network and components (Intrusion Detection, Closed Circuit Television

(CCTV) and Access Control) will be referred to as the ESS as a whole and each of the subordinate elements will be addressed specifically as required.

C.2.0 OBJECTIVE: The Contractor shall provide technical expertise and scheduled onsite PM support, system recovery and unscheduled emergency maintenance support as required.

C.3.0 REQUIREMENTS:

C.3.1 The Contractor shall assess, restore, repair and if required replace ESS equipment, devices and components that are

Honeywell/Vindicator compliant hardware, software, and firmware. Contractor shall provide manpower and material required to perform assessments, system recovery, maintenance, programming, adjustments to and/or replacement of components, and conducting post maintenance tests and/or other scheduled and preventative maintenance tasks. Scheduled maintenance will be performed during regular

ANAD operational hours. Services will be required during each quarter of each fiscal year for the life of the contract. Schedules will be made based on the Government fiscal year quarters, manufacturers recommendations, and existing ESS operational condition.

Emergency visits will be by exception based on emergency failures or events exceeding ANADs technical ability to rectify.

C.3.2 The Contractor shall provide only certified service personnel with a minimum of one (1) year experience servicing a

Government ESS network equal to the ANAD ESS in size and complexity. The contractor will ensure their technicians are fully capable to work on the IDS, CCTV and other associated system components in the server room, on the security operations desk or in the field.

The Contractor shall provide evidence of experience, as well as, certification and training from OEM Honeywell, submitted with the proposal. Any replacement or substitute technicians will meet these same requirements.

C.3.3 All Vindicator system engineers developing or revising the system topology or software development will be Vindicator trained and certified and will possess a minimum of two (2) years experience with all fielded ESS equipment, software and firmware installed on ANAD. They will also be aware of the maintenance, repair and replacement life cycles of security equipment in networks and systems equal in size and complexity.

C.3.4 The Contractor shall provide, install and test any software or program updates during any maintenance visit necessary to maintain systems and manufacturing specifications. If any of these changes impact the visual cues or required responses from the desk operations staff these changes will be explained to all of the staff to ensure the new procedures are understood. A quick reference guide will also be provided.

C.3.5 The Contractor shall provide a project manager who shall be available during normal duty hours. The project manager will be

Vindicator trained and certified and will possess a minimum of two years experience with all fielded ESS equipment, software and firmware installed on ANAD. The Contractor shall provide the name, telephone number and email address of the contractor's project manager and an alternate to the Point of Contact (POC) and a copy will also be submitted to the ANAD contracting officer.

C.3.6 The ANAD ESS Administrator will be the primary Point of Contact (POC) for the ESS operational requirements and the prioritization of maintenance. The POC will coordinate with the Contractor project manager to develop the service intervals and may initiate emergency service calls when ESS component(s) or sub-system(s) is/are not functioning properly and emergency repairs are required to meet regulatory standards.

C.3.7 The Contractor will provide a toll free telephone number direct to the Vindicator Technical Call Center for telephonic technical support.

C.3.8 ANAD shall furnish the Contractor duty telephone numbers of the ESS Administrator and ANAD Directorate of Public Works (DPW)

IDS service supervisor who can be reached during duty hours.

C.3.9 The ESS shall be restored to proper operating condition during any maintenance call, if parts and replacement equipment are readily available. If required repair parts are not available the Contractor will put these items on a priority order to the Vindicator factory/warehouse for immediate shipment. No service call will be complete until the system is operational and technical testing has been completed.

C.4.0 TASKS

C.4.1 The Contractor shall survey, inspect, update, program, repair, and maintain the ESS and all sub-systems covered under the contract, regardless of the cause of the malfunction. The Contractor shall coordinate and work with ANAD organizations and personnel to diagnose problems and resolve them. The Contractor shall provide up to four (4) PM trips per year or one (1) PM trip per quarter

of the fiscal year. The Contractor will be expected to conduct the initial visit within the first 30 days of start of the contract.

This shall include any required updates including software, firmware, data backups, scheduling and configuration. Emergency maintenance calls will be as necessary but for planning purposes a minimum of two (2) should be anticipated as a part of this maintenance plan. The contractor will conduct an initial system survey to validate the system is operating to standard. If the system requires updates, upgrades or maintenance this should be documented and remediated on a priority list based on regulatory and operational requirements. Results of the survey and estimates to bring deficient parts of the system up to standards shall be provided to the Contracting Officer and the COR in accordance with CDRL A001. Nuisance and false alarm rates (NAR/FAR) shall be within Army Electronic Security Center approved ESS standards.

C.4.2 The Contractor shall conduct required tests, make adjustments to and/or replace components. The record will reflect the date of the test, the name of person conducting the test, test results, and any corrective action conducted or required.

C.4.3 Performance of scheduled adjustments and repairs shall include verifying proper operation of the ESS. The Contractor shall also verify the entire operating system, validating that the most current updates or new software are installed.

All software, parts and equipment must be compatible with the existing system. Sufficient spare parts or key components shall be provided and stock maintained to ensure repairs can be accomplished within accepted time standards.
