They are designed to ensure the submission of information essential to the understanding and comprehensive validation of offer. Offerors are cautioned to follow the instructions carefully and familiarize themselves with 52.212-1, Instruction to Offerors, as it contains important information that could render your offer non-responsive.

The Offeror’s proposal shall be clear, concise, and include sufficient detail for effective evaluation and for substantiating the validity of stated claims. Clarity and readability are very important. The Government will not infer meanings from vague or ambiguous language.

1. Submission of offer shall be via email, on or before the date set for receipt of offers, located in block 8 of the first page of the solicitation, to Ms Trudy M Pryga, Contract Specialist. Trudy.m.pryga.civ@mail.mil. The subject of the e-mail(s) shall be W564KV-18-Q-0204.

2. Price: The Government will determine whether the proposed unit prices for all CLINs are fair and reasonable. The fair and reasonable determination will be accomplished by conducting a price analysis using one or more of the techniques set forth in FAR 13.106-3.

(A)The Government will calculate a Total Evaluated Price (TEP) for each offeror. The TEP will be the total of all priced CLINs listed on the SF 1449.

(B) Adequate price competition is expected; therefore, other than certified cost or pricing data is not being requested initially. However, should the Contracting Officer make a determination during the evaluation process that adequate price competition does not exist, other than certified cost or pricing information may be requested for evaluation purposes along with comparing proposed prices to other commercial prices paid or historical data to assist in negotiations and/or the price reasonableness determination.
