The following have been added by full text:
CONTRACTOR QUESTIONS
BUILDING 62 WINDOWS QUESTIONS
1. Is it the intent of the Owner, to have the contractor demolish, abate, and install new window the same day?
This is a requirement for the Windows in Bldg 60 for Bid Option 3. Sheet A-102 for revised notes in Attachment 0003 of the solicitation.
2. Will the Owner provide a lead baseline on the interior and exterior of the building before work begins or will the General contractors provide the baseline?
The Contractor shall provide lead baselines. See Lead specification section in Attachment 0002. The Contractor shall also create a Lead Abatement Plan per specifications in Attachment 0002.
3. The total of base and all options for replacement of windows is 115 windows. Drawings A101-102 show 115 window tags. However, drawing A-502 Window Schedule calls for 116 windows. What is the total amount of windows? If 116 windows are required, please identify location of window 116. Please clarify.
Window schedule on A-502 has been revised on Attachment 0003.
4. Will the windows be required to meet Anti-terrorism/force protection (ATFP)?
Yes, these are blast windows. The plans and specifications have been designed to meet that requirement. Please follow the plans and specifications.
5. The Scope of Work section 3.10 Building Stand-Off states that stand off is to be 33 ft.
Will this be the ATFP standoff requirement for this window project?
Section 3.10 in the Scope of Work is a requirement for vehicles and equipment. This is not the ATFP standoff requirement for windows.
6. May the site superintendent also serve at the site safety officer and quality control manager?
Yes. See Attachment 0002 for Specification Section 01 35 26 Item 1.5.1.2 and Section 01 45
00.10 20 1.5.1.1.
7. What UFC code are the windows required to meet?
See response to Question #4
8. Are the windows required to built in accordance with IBC 2012? If not please provide the appropriate building code.
This is not a design-build contract, the design has already been completed. Please reference the designs and specifications. The windows were designed in accordance with all applicable codes. The windows are required to be built and installed per the plans and specifications provided.
9. On previous window projects, the windows have been large fixed single hung windows.
The drawings show a fixed window over a single hung window that is not consistent with previous windows. Please confirm this is the government’s intent.
Confirmed.
10. The windows for option 3 in Building 60 have a trim board at the window header.
Electrical conduit, junction boxes and various devices are mounted to this board. Drawing A-102 in note 12 on Attachment 0003 states to demolish 1x4 window trim around windows.
Can the header trim at the top of windows remain in place to avoid electrical work? Please provide pictures of devices and electrical mount to header board.
Per the Scope of Work the trim board is to be demolished. The items mounted to this board shall be removed and mounted to the wall. Please note expansion type anchors are not permitted on historic masonry. See Sheet A-102 in Attachment 0003 for revised notes.
11. Will the spaces to receive new windows be occupied?
Yes.
12. In order to get an idea of number of mobilizations can the government provide number of windows to be provided at a time. Will the government provide 10 windows at a time for replacement?
Please note, the government is not providing windows. The tenant for building 62 has no problem allowing the contractor access to as many windows as the contractor can effectively work on at one time to complete the project. This does not mean the tenant will vacate the space for the project. Building 60 windows require the removal and installation of windows to occur on the same day due to security and environmental concerns for the museum artifacts. The Government prefers that the bulk of the removal and installation of the windows occur from the exterior.
13. Drawings A101 note 6 states that the contractor is responsible for the removal and reinstallation of office furniture. The area seemed to be extremely confined. Where will this furniture be temporarily stored? Will the contractor have to remove them from the building and provide temporary storage or does the government have a proposed storage area.
See revised notes for Sheet A-101 in Attachment 0003.
14. For Option 3 will the contractor be responsible for relocation of museum displays?
See the special sheet notes on A-102 in Attachment 0003. The Contractor is not responsible, nor are they allowed to move the museum displays or artifacts.
15. What are the required blast pressures for the windows?
Windows are not required to meet blast pressures.
16. Will the government allow the contractor to provide temporary plywood infills where demolished window locations? This will allow the abatement contractor and window installer to work independently of each other and not potentially delay the others work.
This will be allowed on the BLDG 62 windows. Bldg 60 windows will require the special construction due to security and environmental concerns of museum artifacts. Please see Sheet A-102 Special Construction Notes located in Attachment 0003.
17. Drawing A501 shows window sections and shows "aluminum tubing for structural".
Please provide or clarify details for fastening. How is the fastener to be installed from the interior of the tube?
This is a means and methods question, it is up to the contractor to determine how to complete this.
18. What is the frequency of tube fasteners or fastener pattern?
The Contractor is required to provide the type of fastener and pattern to meet the performance grade requirements of the windows specified. See added sheet notes to A-501 on Attachment 0003 for additional information.
19. What address to we mail the bid bond to? Should we use the address in box 7 of the
SF1442?
Yes, bid bond submissions may be mailed to the address in box 7 of the SF1442. You may also drop it off if you have badge access to the island to Kaitlin Morris in Building 60, 3rd Floor, West Wing. Please see page 4 of the solicitation for additional information.
20. Are these blast windows?
See Question #4.
21. Can you take pics of the area that will be under construction and partitioned off even though workers will be present?
Yes, please see the photo key and provided photos in Attachment 0003 and Attachment 0006.
22. Can you quantify or estimate the square footage of the area wherein asbestos and lead is present?
Please see sheets H-101 and H-102 on Attachment 0003 for additional details. Lead based paint is on the painted surfaces of the wood windows and the interior masonry surfaces. The Contractor shall assume that the windows or interior masonry surfaces have lead based paint to include lead paint underneath multiple coats of latex paint. The existing glazing putty for the wood windows contains asbestos. Removal of the window units constitutes abatement.
The SOW already identified the number of window units to be replaced.
Quantifying or estimate the requirements for lead and asbestos abatement depends entirely upon the Contractor's selected removal method, which we cannot specify. The Contractor will describe these methods in their abatement plans following contract award. As long as their methods meet the applicable laws/regulations, then we will approve the plans, but we will not dictate methods.
23. Will there be anything else requires besides a cover letter, SF1442, Pricing, Reps & Certs, and Bid Bond for proposal submission?
The above items are sufficient to provide in the proposal submission, unless the contractor “marks” or changes information on any other pages. If any other changes are made, the contractor should submit those pages as well.
24. Will the Government provide the site visit sign in sheet?
Yes, the site visit sign in sheet is added to the solicitation as Attachment 0008.
25. Need pictures showing entire window -1’ Return, Blind, Aluminum/Glass Double Hung, Wood Window, Wood Trim Beyond Window
Yes, please see the photo key and provided photos on Attachment 0003 and Attachment 0006.
26. Floor Plan Lay-Out of Cubicles/Offices to know what needs to be moved to access the windows.
A floor plan showing the existing furniture layout does not exist. Please see the photo key and provided photos in Attachment 0003 and Attachment 0006.
27. Bldg 62 Pictures of the following areas: Asphalt Lot between East and West Wings, Picture of the Railings showing the spacing between building wall and railing, Picture of South End of H-101 showing concrete Pad and Stairwell, Picture of Exhaust Ductwork on West Side of Bldg 62 on dwg. H-101.
Please see the photo key and provided photos in Attachment 0003 and Attachment 0006.
28. How much space will be allowed to move the partitions within any given space?
Moving the partitions temporary into aisle space up to 1’ is permitted. The government prefers that furniture not be moved. Please see revised notes on Sheet A-101 in Attachment 0003.
29. Is this project sales tax exempt? If the project is sales tax exempt can the government provide a sales tax exempt certificate?
Upon request to the contracting officer after award, the Government will provide a sales tax exempt letter for materials which are to be physically incorporated into real estate owned by the Government. The following materials are not exempt: tools, fuel, lumber for forms and other ends use of consumption items which are not physically incorporated into Government real estate.
30. Will the Government provide comprehensive written badging requirements for the project if badging is required?
Yes, badging is required. See Part Three of the Scope of work and Attachment 0007 has been added to the SOW with the specific badging requirements.
31. Where will the designated parking area be for workers accessing the construction site?
Contractor parking will be available in lot 0J, north of Building 62 and North Avenue.
32. Will the government accept the use of the industry leading Procore Project Management software as the primary submittal and data tracking tool for this project?
The primary tracking tool will be the Government standard, ENG Form 4288-R Submittal Register.
33. During construction in an area where the ceilings or fire suppression system will be disrupted, will NFPA 241 apply? Will the government require additional security measures beyond NFPA code such as fire watch, temporary fire alarms, adjustments to sprinkler heads, etc.
See Part Four: Safety Requirements in the Scope of Work. The NFPA 241 applies and Part Four of the SOW has the additional requirements.
34. Does the Government have a fire alarm servicer that they currently work with? What is the name and contact information of the person or persons that will need to be coordinated with for security and fire alarm and suppression systems work and/or disruptions?
The Government services and monitors the fire alarm system locally. The Contractor shall work with their COR when coordination is required for disruptions to building services.
35. Has the work area been checked for asbestos, can the report be published?
The work area has not been check for asbestos. Previous existing historic windows of this type have been tested and the window glazing putty has always contained asbestos. The
Contractor shall assume the current existing windows contain asbestos in the glazing putty.
36. What is the Governments’ policy if asbestos products are encountered during construction?
Please see Attachment 0002, Specifications Section 02 83 13.0 20 Lead in Construction and Section 02 82 13.00 10 Asbestos Abatement.
37. Does the Government currently have a 3rd party testing service for those items requiring testing or is the contractor free to locate and hire applicable testing firms?
The Contractor shall hire a third party testing firm if they choose to test existing materials that have been assumed to contain either lead or asbestos.
38. Who is responsible for the utility locations?
The government is responsible for utility locates.
39. Due to current potentially significant tariffs being placed on the importation of building materials such as wood or steel by the current Presidential Executive Branch, if a tariff is placed after bid time and before award will the government consider a price escalation on a contract value for products such as steel or wood should the executive branch levee tariffs effecting such materials? Most of these materials would still have been Buy American compliant as the tariffs would increase pricing on all steel or wood materials, regardless of origin.
The Government anticipates award of a firm fixed price contract, however if prices escalate significantly and puts a financial burden on the contractor they are entitled to submit a claim for the excess cost. The claim would be reviewed and approved or denied by the contracting officer however, any claim would be required to be supported.
40. Please provide pictures of the inside and out of the windows in the museum.
See added photo sheets to the plan set in Attachment 0003 and Attachment 0006.
41. It says to replace the wood around the window in the museum. There is a lot of electrical and cameras that will need to be moved. Is this the intent?
Please see Question #10.
42. Will an abatement plan be required?
Yes abatement plans are required per the Scope of Work and Specifications. See the Revised Specification in Attachment 0002 for 02 83 13.0 20 Lead in Construction. See also Attachment 0002 for specification section 02 82 13.00 10 Asbestos Abatement. The Contractor shall have an asbestos hazard abatement plan in accordance with specifications and EM385-1-1.
43. What is to be done with the grades on the outside of the windows?
We assume that the contractor means security grates and not security grades. The security grates on the exterior of Bldg 60 shall be demolished per Sheet A-102 Sheet Note 8 in Attachment 0003.
44. Some of the windows have storm windows on the inside. Will these go back to the center?
Storm windows shall be demolished per Sheet A-101 Sheet Note 2 located in Attachment 0003.
45. Where will the staging be?
Staging will be located in the Courtyard of Building 64.
46. Where can a dumpster be located?
A dumpster can be located in the Courtyard of Building 64.
47. Please provide pictures of windows in Building 62 and 60
See added photo sheets in Attachment 0003 and the corresponding Photos Attachment 0006.
48. Will the cubicles be moved out of the way when windows are being installed. Or is this the contractor responsibility to do. What about personnel items on the desks?
The cubicles will not be moved out of the way by the government. The tenant spaces will be occupied during construction. Please see revised sheet notes on A-101 on attachment 0003.
49. Can the sign-in sheet for the site visit be published prior to bid.
Please see question 24.
50. Sheet A-102, Special Construction Requirements note 1. Will the contractor be allowed access to the interior of the Museum during non-public hours (i.e. outside the posted noon- 4pm, Tuesday thru Saturday)?
The contractor will have normal working hours as identified in the SOW on item 2.10 to perform the work. Requests to perform outside of normal working hours may be requested, but granting of requests are not necessarily guaranteed.
51. The following sections are not included in the scope of work: 3.1.2 Roofing, 3.1.2.1 Temporary Roofing, 3.1.2.2 Reroofing. Please provide clarification.
To clarify, this is a generic specification and there is no roofing on this project.
