Proposal Evaluation

PROJECT #2017-1931: REPOINT SELECTED STONESHOPS

Evaluation shall be based upon the Contractor’s proposal. The proposal must demonstrate a thorough understanding of, and compliance with, the Scope of Work (SOW) and associated Request for Proposal

(RFP) documents, and demonstrate the experience necessary to successfully complete all work set forth in the SOW. The technical evaluation shall be rated as either Acceptable or Unacceptable. The ratings used and their descriptions are provided below. The Government is not required to request additional information from bidders and therefore considers the bidders’ package complete upon receipt.

The Evaluation Factors: Each offeror will be evaluated for technical acceptability based on their adherence to the sub-factors listed below:

1) The Contractor or their sub-contractor, who performs the work shall have a minimum of five years’ experience specifically with mortar repointing and stone replacement/repair on a building actively on the National Historic Register. Five years’ experience is defined as one project per year for a total of five years; projects do not need to be in consecutive years. The

Contractor must document five separate projects where repairs are performed to be in compliance with “The Secretary of the Interior’s Standards for the Treatment of Historic

Properties (with Guidelines for Preserving, Rehabilitating, Restoring, and Reconstructing

Historic Buildings)”. Two of the five projects must be working with historic buildings that are comprised mainly of limestone or equivalent natural stone masonry. The Contractor shall provide project data for 5 distinct projects and must include the following:

a. Contracting Entity: Private or Government

b. Project Location and Type of Masonry Substrate Material

c. Customer Point of Contact (POCs)

d. Building Name, Location, National Register Status, and Substrate Material

e. Optional: Photographs of Project

2) The Historic Masonry Consultant shall have a minimum of five years’ experience applying

“The Secretary of the Interior’s Standards for the Treatment of Historic Properties (with

Guidelines for Preserving, Rehabilitating, Restoring, and Reconstructing Historic Buildings)”.

The Consultant must provide at least five separate projects that are $250K in size or greater and specifically deal with historic mortar repointing and historic stone replacement/repair for natural limestone or equivalent masonry. Project data must include the following:

a. Contracting Entity: Private or Government

b. Award Date

c. Building Name, Location, National Register Status, and Substrate Material

d. Resume of Firm or Individual

e. Description of the implementation of the Standards referenced above

f. Optional: Photographs of Project Description of the implementation of the Standards referenced above

Technical acceptability documentation shall be submitted with each offerors proposal.

The Government shall evaluate the Contractor’s technical qualifications against these minimum requirements to determine acceptable or unacceptable qualifications.

The two rating categories below will reflect the Government evaluation of each offerors adherence to each sub-factor listed above, as demonstrated in their proposal. All sub-factors must be rated

“acceptable” in order to receive an overall “Acceptable” rating for the Technical factor.

RATING DESCRIPTION

Acceptable Proposal meets all technical qualification requirements of the solicitation.

Unacceptable Proposal does not meet all technical qualification requirements of the solicitation.

Price: The Government shall calculate the total price for each offeror by adding the total price for (each) option to the base and the contractor manpower reporting CLINs. All CLINs will be evaluated together for a total evaluated price.

Past Performance: The Government shall evaluate past performance of projects the contractor provides to the Government. Each project must have a minimum rating of satisfactory. However, past performance is not an evaluation factor and will not be taken into consideration for lowest price technically acceptable criteria. Past Performance is not an evaluation factor, but will be used to determine Contractor Responsibility.
