SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE (SF 30)
The following have been added by full text:
AMENDMENT 0002
The purpose of this Amendment is the following:
1. To re-address a Contractor question from Amendment 1:
Q1 - Is Railroad Insurance required?
A1 - No work is called for on the upper rail deck, therefore no work is expected to be coordinated with the railroad operating above on the upper deck of the Government Bridge. However, since work is required over the rail line in Davenport that runs under the Government Bridge, coordination, insurance and training requirements shall be coordinated by the Contractor with the rail line operator.
2. To answer the following Contractor questions:
Questions 1 and 2 were provided in Amendment 0001
Q3 - Page 6 of the Solicitation, ITEM NO 0003, indicates that the grating in bid option 2 (East sidewalk) needs to be ADA compliant. Item 1.5.1 of the Scope of Work document states “install new steel grating”. Does the new grating on the east walkway, Bid Option No. 2, have to be ADA compliant?
A3 - ADA compliant grating is required in the Base Bid and Bid Option 1, but not Bid Option 2.
Q4 - Item 1.5.2 of the scope of work states that the transitions associated with the East walkway, Bid Option
No. 2, need to be ADA compliant. If the grating is not ADA compliant (see question 1 above), do the transitions need to be ADA compliant?
A4 - ADA compliant transittions is required in the Base Bid, Bid Option 1 and Bid Option 2.
Q5 - Has the Government conducted an environmental study of the existing structure? Is lead paint present on the existing steel surfaces?
A5 - The Government Bridge has been remediated for lead paint. However, normal PPE for works doing high risk activities (e.g. grinding) is required and lead detection test shall be conducted on existing structural member that will have surface paint removed to verify previous remediation work. If any lead test come back higher than the action level for clean-up and disposal contact the COR immediately before proceeding.
Q6 - Is railroad protective insurance, RailSafe training, or Railroad Flaggers required while working on the bridge? I believe that there are two railways to consider; the elevated railway over the bridge roadway surface and the east-west railway on the Davenport side of the river.
A6 - No work is called for on the upper rail deck, therefore no work is expected to be coordinated with the railroad operating above on the upper deck of the Government Bridge. However, since work is required over the rail line in Davenport that runs under the Government Bridge, coordination, insurance and training requirements shall be coordinated by the Contractor with the rail line operator.
Q7 - Section 02 41 00, Paragraph 3.1, indicates that some removed materials may be salvaged for reuse. Are we to separate and deliver any material to the Government? If so, what are the packaging requirements and location of the delivery point?
A7 - Separate items for salvage or reuse, palletize salvaged items in groups of 500-750 lbs. per pallet at the
Contractor's staging area. The Government will arrange movement from there.
Q8 - Section 02 41 00, Paragraph 3.1.3 indicates that scrap metal shall be collected and recycled. Does this apply to the removed grating material? (see question 5 above)
A8 - Yes, Paragraph 3.1.3 is to apply the removed grating material that is not select for salvage or reuse.
Q9 - Please provide a scope of work description for ITEM NO 0004 listed on page 6 of the Solicitation.
A9 - Refer to page 6, section 2.4 of the Scope of Work.
Q10 - During the Base Bid work operations, will the swing span return to a consistent position at the conclusion of each open/close cycle? If not, and it swings a full 180 degrees, it will disrupt traffic control.
A10 - This and similar requests can be discussed with the COR. Limiting Government Bridge to partial turns when work is on-going is a common procedure.
Q11 - During the walktrough there was a floor access hatchway identified in the area of Bid Option No. 2 (east walkway). Are we required to replace this hatch? If so, what are the requirements?
A11 - The hatchway may be removed and reinstalled flush with the new grating, or a new hatch can be provided as the Contractor sees fit.
Q12 - At the Davenport end of Span 7, on both the west and east walkways, there is a hodge- podge of grating pieces currently installed that extend past the normal grating edge along the structural steel over to the roadway edge. A lot of this existing grating is poorly supported. Are we to provide new grating in these areas?
If so, are we also to provide and install adequate support steel for the new grating?
A12 - The work is intended to replace the sidewalk grating. Cut existing grating and support if it spans beyond the sidewalk area, or replace as the Contractor sees fit.
Q13 - The scope of work and Appendix C indicate that the grating is to stop ¾” to 1” away from the existing
“kick plate angle”. The existing condition has the “kick plate angle” held up to allow the grating to extend under it. This is different than what the sketch in Appendix C shows. If the thickness of the new grating material allows, would you prefer to run it under the “kick plate angle” to match the existing condition? If not, and you want the grating to stop short of the “kick plate angle”, do we need to lower the “kick plate angle” to conform to Appendix C.
A13 - The current kick plate angle is not expected to be moved or removed. It is likely that the new grating may not have the dimensions necessary to fit under the existing kick plate angle. Please stop the grating 3/4" to 1" from the existing kick plate angle.
Q14 - Is the design of the grating-to-structural steel beam connection the responsibility of the grating supplier?
A14 - If arrangement is made by the Contractor with the supplier to meet the Contract requirement, this would be a satisfactory arrangement.
Q15 - If recommended by the grating supplier, would self-tapping screws be acceptable for the connection of the grating to the steel beams?
A15 - Self -tapping screws may not be used to attach to the steel beams.
