About this file
This is a Brand Name Justification form documenting the sole source procurement of rectifier modules (quantity 5) and inverter modules (quantity 1) from Benning Power Electronics Inc. The procurement is being conducted by the U.S. Army Contracting Command - Rock Island under purchase order W44W9M502100Y using FY2025 Operations & Maintenance Army funds.
The justification cites FAR 13.106-1(b)(1) as authority for the brand name restriction, explaining that only Benning Power Electronics products will work with the existing equipment and alternatives would require major configuration changes that may not be compatible with older systems. The procurement exceeds $30K and requires public posting of the redacted justification with the solicitation. Price reasonableness will be determined through four methods of price analysis comparing: competitive quotes, previous purchases, government estimates, and similar industry items. The justification states that market research confirmed no other sources could meet the requirements to support existing systems including VOIP phones and network drives.
