About this file
This document contains a justification for a sole source acquisition and details of a related federal contract opportunity. The justification specifies that the Det-Tronics Ultra-FDRS Flame Detection and Releasing System is required to meet site compliance regulations. It notes the system's FM approval listing and compatibility with existing equipment. Market research found no other sources that can provide the needed components and materials in a timely manner to avoid project delays. The related solicitation is for this Flame Detecting and Releasing System from the McAlester Army Ammunition Plant. Interested vendors must register in SAM and respond by March 25, 2024 to the solicitation that will be posted at https//www.sam.gov. SIMPLIFIED ACQUISITON PROCEDURES (SAP)
Justification for Brand Name and or Sole Source Acquisitions Over $3,500 but not Exceeding The Simplified Acquisition Threshold (SAT)
SOLICITATIONS MAY BE LIMITED TO ONE SOURCE ONLY IF THE CONTRACTING OFFICER DETERMINES THAT ONLY ONE SOURCE IS REASONABLE AVAILABLE. THIS DETERMINATION MUST BE SUPPORTED WITH FULL JUSTIFICATION FOR SOLE SOURCE FROM THE CUSTOMER. WHEN THE CUSTOMER DESCRIBES AN ITEM WITH A PURCHASE DESCRIPTION, WHICH LIMTS THE AVAILABILITY TO ONE SOURCE, THE JUSTIFICATION MUST EXPLAIN WHY THE ITEM IS THE ONLY ONE THAT WILL MEET THE GOVERNMENTS REQUIREMENT. STATEMENTS SUCH AS “ONLY KNOWN SOURCE” OR “ONLY SOURCE WHICH CAN MEET THE REQUIRED DELIVERY DATE “ARE INADEQUATE TO SUPPORT A SOLE SOURCE PURCHASE THE
CUSTOMER SHALL PROVIDE THE FOLLOWING INFORMATION:
1. PURCHASE REQUEST OR REQUISITION NUMBER
2. PROJECT/TASK NUMBER
3. ESTIMATED AMOUNT
4. BRIEF DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED AND THE INTENDED USE.
The Det-Tronics Ultra-FDRS is a state-of-the-art Flame Detection Releasing System consisting of a listed system enclosure that contains the main system controller, input and output modules, X5200 Ultraviolet Infrared radiant-energy-sensing flame detectors, manual pull stations, and heat detectors as well as an appropriate number of solenoid valves for actuation of pilot-actuated ultra-high-speed deluge valves.
5. UNIQUE CHARACTERISTIC THAT LIMIT AVIALIABILITY TO ONLY ONE SOURCE, WITH THE REASON NO OTHER SUPPLIES OR SERVICES CAN BE USED. MOST RECENT MARKET RESEARCH CONDUCTED (INCLUDE DATES & DETAILS). IF MARKET RESEARCH WAS NOT
CONDUCTED, EXPLAIN.
MCAAP engineers have researched the required fire protection system needed for the project. Market research has been conducted by the engineering department and the requested supplier can deliver the products needed to meet the required specifications.
The system is FM (NRTL) Approvals "Listed" as an Ultra-High-Speed Fire Detection and Releasing System. The FM listing allows MCAAP to comply with the UFC (Unified Facilities Criteria 3-600-01), NFPA 72, NFPA 15, and OSHA requirements.
Market research has been conducted on November 2023 and no other source was found.
6. REASON THAT SUGGESTED SOURCE IS THE ONLY SOURCE WHICH CAN PROVIDE THE SUPPLIES OR SERVICES. COMPATIBILITY WITH EXISTING SYSTEM, IF APPLICABLE, & NON-CONPATIBILITY COULD RESULT IN EXCESSIVE ADDITIONAL MANUFACTURING AND/OR
RESEARCH AND DEVELOPMENT COSTS.
Technical information and replacement parts for this fabrication are available through the source. No other vendor is available to deliver the correct parts needed in a timely manner. Addition research would result in a halt of production, unnecessary fabrications, increased labor cost, and increased material costs.
7. EXPLAIN WHY AN ADEQUATE PURCHASE DESCRIPTION OR OTHER INFORMATION SUITABLE TO SOLICIT BY FULL AND OPEN
COMMPETITION HAS NOT BEEN DEVELOPED OR ARE NOT AVAILABLE.
Sole sourcing this vendor is required to meet site level compliance and regulation requirements of the material needed for job completion. Not using this source would heavily influence the schedule of the mission and lead to future.
8. PROVIDE A STATEMENT OF ACTIONS, IF ANY THE GOVERNMENT MAY TAKE TO REMOVE OR OVERCOME ANY BARRIER TO COMPETITION BEFORE FUTURE ACQUISITIONS ARE REQUIRED. IF THIS IS A FOLLOW-ON ACTION TO A PREVIOUSLY COMPETED ACTION, SO STATE.
If the vendor request is not performed, MCAAP will incur additional downtime and mission delay due to lack of proper material.
