SIMPLIFIED ACQUISITON PROCEDURES (SAP)
Justification for Brand Name and or Sole Source Acquisitions Over $3,500 but not Exceeding The Simplified Acquisition Threshold (SAT)
SOLICITATIONS MAY BE LIMITED TO ONE SOURCE ONLY IF THE CONTRACTING OFFICER DETERMINES THAT ONLY ONE SOURCE IS REASONABLE AVAILABLE. THIS DETERMINATION MUST BE SUPPORTED WITH FULL JUSTIFICATION FOR SOLE SOURCE FROM THE CUSTOMER. WHEN THE CUSTOMER DESCRIBES AN ITEM WITH A PURCHASE DESCRIPTION, WHICH LIMTS THE AVAILABILITY TO ONE SOURCE, THE JUSTIFICATION MUST EXPLAIN WHY THE ITEM IS THE ONLY ONE THAT WILL MEET THE GOVERNMENTS REQUIREMENT. STATEMENTS SUCH AS “ONLY KNOWN SOURCE” OR “ONLY SOURCE WHICH CAN MEET THE REQUIRED DELIVERY DATE “ARE INADEQUATE TO SUPPORT A SOLE SOURCE PURCHASE THE
CUSTOMER SHALL PROVIDE THE FOLLOWING INFORMATION:
1. PURCHASE REQUEST OR REQUISITION NUMBER
2. PROJECT/TASK NUMBER
3. ESTIMATED AMOUNT
4. BRIEF DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED AND THE INTENDED USE.
Bosch Autodome IP 10.5-47mm Camera, NBE-7703-ALXT. Dinion 7100i IR, robust outdoor 4MP Bullet camera with 10.5-47mm zoom-lens. Bosch Autodome IP Starlight 7000i Security Camera, NDP-7512-Z30. Autodome camera with low light performance, high dynamic range of 120dB, and 4.3-129 lens for a 64.7 to 2.3 horizontal view. Bosch Workstation Z4G4 RTXA2000, MHW-WZ4G4-HEN4.
Workstation with a 12 GB graphics card for multi-monitor support and is protected by HP Hardware Services.
5. UNIQUE CHARACTERISTIC THAT LIMIT AVIALIABILITY TO ONLY ONE SOURCE, WITH THE REASON NO OTHER SUPPLIES OR SERVICES CAN BE USED. MOST RECENT MARKET RESEARCH CONDUCTED (INCLUDE DATES & DETAILS). IF MARKET RESEARCH WAS NOT
CONDUCTED, EXPLAIN.
The Bosch meets the specifications required. Several similar or identical systems have been installed on the installation by this manufacturer for redundancy in design, installation, operation, part stock, maintenance, warranty and testing to ensure that in the event of mechanical maintenance/malfunction or deployment due to fire, the greatest efficiency in operation and maintenance may be achieved at least cost to the government in labor and materials.
6. REASON THAT SUGGESTED SOURCE IS THE ONLY SOURCE WHICH CAN PROVIDE THE SUPPLIES OR SERVICES. COMPATIBILITY WITH EXISTING SYSTEM, IF APPLICABLE, & NON-CONPATIBILITY COULD RESULT IN EXCESSIVE ADDITIONAL MANUFACTURING AND/OR
RESEARCH AND DEVELOPMENT COSTS.
Installing similar systems, such as Bosch camera equipment, where possible ensures part compatibility and cost savings to the government due to redundancy in O&M and shop stock, where similar parts can be stocked for interchangeability and be applicable to several systems if repair is needed. This is paramount with these types of systems because of their critical importance in explosive operations and the potential of mission delay or failure.
7. EXPLAIN WHY AN ADEQUATE PURCHASE DESCRIPTION OR OTHER INFORMATION SUITABLE TO SOLICIT BY FULL AND OPEN
COMMPETITION HAS NOT BEEN DEVELOPED OR ARE NOT AVAILABLE.
For the aforementioned reasons, efforts should be directed toward procuring similar systems due to the nature of the operations they support and their long-lead manufacturing. Redundancy is important for these types of systems where components are not readily available for order and keeping them on-hand for different types of systems is costly and can be avoided.
8. PROVIDE A STATEMENT OF ACTIONS, IF ANY THE GOVERNMENT MAY TAKE TO REMOVE OR OVERCOME ANY BARRIER TO COMPETITION BEFORE FUTURE ACQUISITIONS ARE REQUIRED. IF THIS IS A FOLLOW-ON ACTION TO A PREVIOUSLY COMPETED ACTION, SO STATE.
Due to the nature of the equipment and the operations to which it supports, none can be identified at this time.
