W50S9E23Q0004 Requests for Information

Q1 - Is this requirement both a group and individual approach toward helping Airmen maintain physical conditioning?

A1 - Yes this is a requirement for both.

Q2 - Any project numbers concerning patient work load, per month or year?

A2 – Average time spent with patients (every evaluation = 90 minutes) and every follow up (60 minutes), so combined ~70 minutes per visit (considering there are way more daily follow ups than evaluations). Current monthly average is 16 individuals seen. For mor information see attachment 4, Injury Trends-Washington National Guard.

Q3 - What are the personnel requirements. It appears on the Sam.gov announcement the requirement is for (3), but reading the PWS, the requirement is for (2).

A3 – The solicitation shows each position for the 3 individuals being requested, the PWS shows the requirements for the two different kinds of positions, so the 2 Strength and Conditioning Coaches have the same requirements and are thus under the same requirements section. See CLIN structure in the Solicitation; CLIN 0001, Physical Therapist/Injury Manager; CLIN 0002, Strength and Conditioning Coach;

CLIN 0003, Strength and Conditioning Coach.

Q4 - Is this is a follow-on requirement or a new contract? If it is a follow on contract, could you please provide the incumbent contract number and the awarded price?

A4 – W50S9E22P5011, $231,015.24

Q5 - How many people are currently working under this contract?

A5 – 2, one Physical Therapist/Injury Manager and one Strength and Conditioning Specialist?

Q6 - How many FTE's are required to perform under this contract? How many Physical Therapist/Injury Manager? How many Strength and Conditioning Specialist?

A6 – The requirement is for 1 physical therapist/injury specialist, and 2 strength and conditioning specialist at 40 hour per week. See the CLIN Structure in the solicitation.

Q7 - Please confirm if the government is looking for either Physical Therapist or Injury Manager?

A7 – The individual must meet the requirements specified in 1.8.1.

Q8 - Please confirm if this requirement is a full-time or part-time position.

A8 – Each position requires 40 hours a week of work. See PWS section 1.4.1.

Q9 - PWS paragraph number 1.5. Contractor Travel states:

Contractor travel to yearly Weapon System Summit to engage with TACP weapon system and showcase contractor functionality within the 194th HPO program. Travel would be required for all three personnel. Travel will not be separately reimbursed.

- Please confirm where is/are the location(s) of the said contractor travel?

- How many times does the contractor travel occur? (e.g. how many times in a year)

- Who will cover the cost(s) of the travel?

A9 – Travel will be 4 days at the Combat Readiness Training Center in Savannah, Georgia. Travel and transportation allowances will be provided by the vendor and invoiced to the customer per Part 31 of the Federal Acquisition Regulation, which relies in large part on each contractor's own travel rules, or a contract clause that addresses travel costs. There will be a 20 dollar landing fee to purchase coffee, snacks and an ice breaker dinner.

Q10 - Is the Government requiring the offerors/vendor to have a Facility Security Clearance at the time of award?

A10 – Vendor needs to have the ability to acquire the Facility Security Clearance not necessarily already have one in place at the time of award.

Q11 – Clarification for paragraph “3.3 Equipment”.

A11 – Strength and Conditioning equipment. Weightlifting equipment/Cardio equipment/Rehabilitation/mobility equipment

Q12 - Please confirm where does attachment 3 located? (Attachment 3 is the drill schedule.)

A12 – Will attach in solicitation amendment with questions.

Q13 – Are the resumes included in the Technical 10 page limit? (See PWS 1.8)

A13 – No

Q14 – Is the cover letter included in the 10 page limit?

A14 – No

Q15 - Is Past performance information a separate volume? What is the proposal requirements for Past Performance?

A15 – Past Performance is not a requirement. FAR 52.212-2 was adjusted to match “Quote Evaluation”.

Q16 – What is the Evaluation criteria for Past Performance?

A16 – “Quote Evaluation: Quotes must be submitted by the due date, and will be evaluated based on price, technical acceptability (submission of the Quality Control Plan, see PWS 1.5.3 and PWS Attachment 1), and a list of employees that will be assigned to the contract that meet the required experience, certifications, and qualifications identified in the PWS (1.8.1 and 1.8.2). All factors are weighed equally. This will be a Best Value determination.” Past Performance is not an evaluated item.

Q17 – (Removed), Q18 – Section 1.4 refers to Combating Trafficking in Persons. What location does this requirement refer to? (5.1. The contractor shall hire, manage, and schedule the following positions, Physical Therapist/Injury Manager (PT/IM) and Strength and Conditioning Specialist (SCS) as required at each of the locations specified in section 1.4 to meet the following requirements)

A18 – Section 1.4 Combating Trafficking to Persons was corrected to 1.12. Location specified is 1.4 Place of performance Camp Murray, WA.

Q19 – What software program is currently utilized and who will pay for licensure? (5.2 Obtain and operate a software tracking system(s) as needed to appropriately track the assessments, injuries, and performance of members to provide data and metrics as requested.)

A19 – Currently there is no software program in place. Current contractor is using excel and hard documents to track member performance and sustainment goals. If a software program is desired for use it is to be procured at contractor’s expense.

Q20 - In the SAM announcement under Quote Evaluations, the Government states, “Quotes must be submitted by the due date, and will be evaluated based on price, technical acceptability (submission of the Quality Control Plan, see PWS 1.5.3 and PWS Attachment 1), and a list of employees that will be assigned to the contract that meet the required experience, certifications, and qualifications identified in the PWS (1.8.1 and 1.8.2).” However, under Submission of Offers, the Government asks for Past Performance. Can the Government please clarify whether the technical only comprises of the QCP or is an approach and past performance an evaluation requirement as well?

A20 – The Instruction to Offerors states, “when included as an evaluation factor,” it is not included as an evaluation factor.

Q21 - Could the Government please clarify whether or not the SF1449, Reps & Certs, and acknowledgment of amendments count against the page count? If so, would the Government be willing to increase the page count?

A21 – The SF1449, Reps and Certs, and Acknowledgement of Amendments is not a part of the page count.
