About this file
This document contains questions and responses related to Request for Information number GJKZ 23-9067 from MJ Takisaki, Inc. regarding construction of base structures and electrical work for a statue and signage. The solicitation seeks construction of concrete and CMU walls, metal lettering for three structures of varying sizes, underground conduit runs, and as-built drawings. Responses clarify the concrete wall thickness, that power and communication cables can share conduit, that weather delays would be discussed but not automatically granted, that unidentified utilities would not require additional surveying, and that geospatial data would be provided upon request.

GJKZ 23-9067 - Construct Monument Structures & Electronic Sign Bases
Date of Proposal Inquiry: 20 July 2023
From: Bruce Miller Company Name: MJ Takisaki, Inc.

1. SOW 2.1-A.7 “Provide J-Bolts of minimum 0.5” diameter and shall be installed through CMU wall and into the footing of minimum 1’.” Is the intention to have a concrete base and build CMU walls on top of concrete base?
That is an error in the SOW. Please provide 8” thick reinforced concrete wall.
2. For the metal letters, what size, and font of letters and numbers are required for:
A. Ace of Spades Monument Wall?
B. Pedestal for 7-foot Bronze Statue?
C. LED Sign Base?
Since the government do not have the means to proportion lettering sizes with dimensions of new structures and find out actual sizes, for all metal letterings, please provide renditions to the government for approval. All lettering shall be Helvetica Neue – Heavy font and shall match in size. Wrapping text is acceptable if it is necessary to increase size for readability and space.
3. SOW 2.1-C.7 “Provide 2” conduit into concrete to power LED sign. Conduit shall be embedded into the concrete and exit out through the footing. Conduit exposed on top of the base shall be centered to feed electrical and communication cables. Stub out both ends.”
Can both power and communication cables run in the same conduit?
Yes.
4. Does the ANG have a winter exclusion? If the contract is awarded later in the fall and there is no winter exclusion then frozen soil, temp power, heat, and protection will increase the costs for this project due to freezing temperatures.
Yes, though undefined. Should the weather drop to freezing temperatures, we are opened to discussion to pause the project until the weather conditions are good to resume work.
5. Should winter conditions be included in the proposal or will it be treated as a change of conditions?
The contractor shall coordinate with the government after NTP should a pause be necessary due to conditions of weather. The government and contractor shall provide a mutual agreement.
6. SOW 2.2 D.1.” The contractor shall provide either GIS or CAD data, and PDF drawings of showing the work performed. Any utilities encountered in the work areas that are not shown on the utility maps shall be identified and surveyed for GPS coordinates to be provided as part of the as-built drawings.”
Will unidentified utilities be considered a change in conditions or extra trips will be needed for surveying.
Unidentified utilities shall not be surveyed. SOW shall reflect this change.
7. SOW 2.2 D.2 “Any new features installed or changed shall be surveyed utilizing Coordinate System of NAD83 Washington State Plane North (US Feet). This data can be represented in either GIS or CAD. The specifications of these are identified in the 2020 Fairchild Base Design Standards (BDS), Division A – Design Specific Requirements. GIS data shall meet SDSFIE 3.11 and any other requirement within the BDS. CAD drawings shall meet A/E/C 6.1 Standards and A/E/C Graphics Standards 2.1 and any other requirements in the BDS.”
Will the Government provide geospatial within the external bounds of the project data be provided in AutoCAD?
Yes, the government shall provide data upon request.
