About this file

This document contains questions and answers regarding a federal contract solicitation to correct deficiencies at Fuel Cell B305. The solicitation seeks to replace electrical equipment and lighting fixtures that are too small for the load at the facility. The contractor will upgrade the switchboard from 1200A to 1600A and provide new wall-mounted emergency lights and surface raceway conduit where perimeter lights are being demolished. Storage is permitted in the hangar area for removed equipment. Temporary power may be needed to maintain hangar operations during renovations, and the contractor can phase work or use generators to avoid disrupting other trades. The solicitation is a Service-Disabled Veteran-Owned Small Business set-aside from the Department of the Army National Guard, with an estimated value between $1 million to $5 million under NAICS 236220. Award will be made based on best value, though funds may not be available until September 2021.

Correct MILCON Deficiencies B305 Fuel Cell

1. Can we keep and provide a 1 year warranty on the pad mount transformer and larger gear on the demo side?

a. The contractor may propose to refurbish and reuse existing components. Must be approved by the KO in advance.

2. If the 167th AW wants new, can we get an equipment list?

a. The only new equipment is the new Switchboard and the equipment involved with the new 400Hz converter.

3. If we offered to remove and reinstall the gear after we pipe and wire is completely replaced would that be offensive? Square D is way behind in manufacturing and that stuff is only 10 years old.

a. The gear needs to be replaced. The current gear is too small for the load. There were unfortunately items in the building that we did not have the official load for. This required the switchboard to upsized from a 1200 SWBD to a 1600A SWBD.

4. Drawing E-001 General Note 4 indicates that the Contractor is required to verify that catalog numbers on these drawings are to match with the material descriptions provided. This task is a function and requirement of the Engineer-of-Record during the design phase of this project. Please remove this General Note accordingly.

a. General note #4 is intended for the contractor to verify model numbers proposed are appropriate for field conditions. This note will not be removed.

5. Under Bid Option #5 for the deletion of emergency batteries integral to lighting fixtures in the Rooms noted with recessed ceilings and provide wall-mounted units in lieu thereof, provide a layout or quantity (or both) for the wall-mounted emergency lights required for the areas noted. Under the Base Bid for the removal of the existing Lighting Fixtures by the Government, will this removal include the interconnecting surface-mount branch circuit raceways between the fixtures for those fixtures noted as Hangar Perimeter lighting per Drawings ED101A Keynote 14 and ED101B Keynote 15? Please confirm and advise.

a. There will be 8 bug eye fixtures. One bug eye fixture in rooms 111, 112, 114, 119, 121 and 122. And two bug eye fixtures in room 109. Since the wall that the hangar perimeter light fixtures are attached is being demolished then new surface raceway conduit will need to be provided.

6. Given the extent of the Electrical equipment, lighting fixtures, etc. being temporarily removed and reused and required to be stored on-site prior to re-installation, please advise as to whether storage in the Hangar area of the existing-to-remain Building 305 is permissible, given that this facility has been placed out of service due to the current condition of the areas to be renovated.

a. The open bay area is available for material and equipment storage by the contractor.

7. Given the extent of the Electrical equipment being temporarily removed, please advise as to whether Temporary Power is required to maintain the remaining Hangar area of the building during the time frame of the renovations (i.e., HVAC, Lighting, etc.), given that the downtime for the Facility is anticipated to be lengthy and the existing permanent Electrical Service will be disabled for a significant period of time. Specification Section 01 50 00 TEMPORARY CONSTRUCTION FACILITIES AND CONTROLS Paragraphs 2.3 and 3.3.1 as written only addresses this issue as relates to the construction of the Areas A & B to be demolished and rebuilt within the scope of this project. The Statement of Work (SOW) dated Revised 5/1/21 nor Specification Section 01 11 00 SUMMARY OF WORK DATED 08/15 for this project does not address this matter. If Temporary Power is required as described above, please provide detailed direction and a design to delineate requirements.

a. The facility has commercial power. The contractor may phase the project to ensure prime power work does not interfere with other trades or mobile generators can be used.
