SOURCES SOUGHT INFORMATION FORM
Hangar Construction Multiple Award Task Order Contract
-Michigan Air National Guard (Alpena CRTC and Selfridge ANGB MI) W50S85-20-R-0003
Multiple Award Task Order Contract for Hangar Construction Services.
Primary NAICS Code: 236220 Commercial and Institutional Building Construction size standard of $39.5 M.
Summary: The Michigan Air National Guard Consolidated Contracting (MACC) at Selfridge Air National Guard Base intends to acquire a Multiple Award Task Order Contract (MATOC) for hangar construction services in support of the National Guard activities in the State of Michigan, in 2020. These contacts will consist of a five year base award period. The total contract period shall not exceed five calendar years and six months. The Government intends to award three contract vehicles and award not less than five individual task orders.
Project Projections for FY 2021-2025 include
1. Alpena, MI CRTC Project TDVG029067: Replace Aircraft Maintenance Hangars and Shops:
The scope of this project is to construct a new, single-story aircraft maintenance hangar with prefabricated steel building elements. The total size of the new hangar with shop space is 24,000SF with 4,000SF designated as general purpose shop space. The current Project Magnitude is between $10,000,000 and $25,000,000.
2. Selfridge ANGB MI VGLZ189007 – Add to Hangar 3 for Aircraft Support Equipment. The ultimate objective is to provide a complete and usable 6,600 square foot addition to house Aircraft Support Equipment (ASE) Command and Control and Support/Shop functions while meeting all applicable codes and regulations including Department of Defense (DoD) Antiterrorism/ Force Protection requirements and Air Force Instruction (AFI) 32-7065. This project will include the construction of a 6,600 square foot building addition utilizing conventional design and construction methods to accommodate the mission of the facility. The facility shall be in compliance with applicable DoD, Air Force, and Selfridge Design Standards. This project shall comply with DoD antiterrorism/force protection requirements per UFC. Repair supporting utilities, pavements, infrastructure, communications, fire protection, and provide needed site improvements. Hangar 3 was originally constructed in 1932 is eligible to be on the National Register of Historical Properties The Project Magnitude is currently between $1,000,000.-$5,000,000.
3. Selfridge ANGB MI: VGLZ162322 – Repair Hangar and Fire Suppression Hangar 3: The ultimate objective is to provide a complete and usable 34,771 square foot facility renovation to support aircraft maintenance and general purpose/weapons systems maintenance management operations for A-10 aircraft while meeting all applicable codes and regulations including Department of Defense (DoD) Antiterrorism/ Force Protection requirements and Air Force Instruction (AFI) 32-7065. This project will include the reconfiguration of the existing 34,771 square foot building utilizing conventional construction methods to accommodate the mission of the facility. The facility shall be in compliance with applicable DoD, Air Force, and Selfridge Design Standards. This project shall comply with DoD antiterrorism/force protection requirements per UFC. Repair supporting utilities, pavements, infrastructure, communications, fire protection, and provide needed site improvements.
The building was originally constructed in 1932 is eligible to be on the National Register of Historical Properties. The Project Magnitude is currently between $10,000,000 and $25,000,000.
4. Selfridge ANGB MI VGLZ972110 – Repair Weapons Release and AMU – Hangar 5: The ultimate objective is to provide a complete and usable 37,540 square foot facility renovation to support aircraft maintenance, weapons and release systems/avionics/ECM (Lightning Pods) operations, and munitions load crew training for A-10 aircraft while meeting all applicable codes and regulations including Department of Defense (DoD) Antiterrorism/ Force Protection requirements and Air Force Instruction (AFI) 32-7065. This project will include the reconfiguration of the existing 37,540 square foot building utilizing conventional design and construction methods to accommodate the mission of the facility. The facility shall be constructed as permanent construction in accordance with DoD unified Facilities Criteria. The facility shall be in compliance with applicable DoD, Air Force, and Selfridge Design Standards.
In addition, local materials and construction techniques shall be used where cost effective. This project shall comply with DoD antiterrorism/force protection requirements per UFC. Repair supporting utilities, pavements, infrastructure, communications, fire protection, and provide needed site improvements. The building was originally constructed in 1932 is eligible to be on the National Register of Historical Properties. The Project Magnitude is currently between $10,000,000 and $25,000,000.
5. Selfridge ANGB MI VGLZ179051 – A-10 Maintenance Hangar 4: The ultimate objective is to construct a complete and usable 41,900 square foot aircraft maintenance hangar with associated shops and administrative areas facility to support assigned Maintenance Squadron (MXS); Aircraft Maintenance Squadron (AMXS); 127th Maintenance Group (MXG) command and administration;
Weapons Systems Maintenance Management (WSMM) and Maintenance Operations Flight (MOF) functions; and General Purpose Shop functions for A-10 aircraft while meeting all applicable codes and regulations including Department of Defense (DoD) Antiterrorism/ Force Protection requirements and Air Force Instruction (AFI) 32-7065. The demolition of Building 18 will be a special requirement for this project. The project magnitude is currently between $25,000,000 and $100,000,000
*The Government intends to structurally connect HGRs 3, 4, and 5 as a technical outcome of these projects.

Performance of Work by the Contractor. (52.236-1)
-The Contractor shall perform on the site, and with its own organization, work equivalent to at least 15% of the total amount of work to be performed under the contract. This percentage may be reduced by a supplemental agreement to this contract if, during performing the work, the Contractor requests a reduction and the Contracting Officer determines that the reduction would be to the advantage of the Government.

-Limitations on Subcontracting. (52.219-14) (DEVIATION 2019-O0003) -General Construction, it will not pay more than 85 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 85 percent subcontract amount that cannot be exceeded (For Example. If the Solicitation is Set Aside for Small Business, then 85% of the General Contractor’s Sub-Contractors, will need to be of an equal ‘set-aside’… of Small Business.)
-Construction by special trade contractors (NAICS Subsector 236), it will not pay more than 75 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 75 percent subcontract amount that cannot be exceeded.
