Failure To Furnish A Complete BID May Result In Elimination From Consideration

Award Award is made to the responsible bidder whose offer conforms to the solicitation, is received by the time designated for acceptance, and is the most advantageous to the Government, considering only price and the price related factors included in the solicitation.

Prior to awarding a contract, the contracting officer must make an affirmative statement of responsibility of the prospective contractor (FAR 9.103(b)). A pre-award survey and construction contractor experience data forms are tools that may be used, along with any other data, to assist in making the determination.
