Due to the complex nature of the projects necessary to support multiple missions, many of which contain unique construction and sustainability elements, and the magnitude of concurrent projects in design and construction phases, the 175th Civil Engineering Squadron has determined the requirement for onsite project managers to work on Sustainment Restoration and Modernization (SRM) and Military Construction (MILCON) projects that require design, construction administration and commissioning in order to ensure accomplishment of mission critical goals and the timely execution of all construction and design projects.

1.3 Period of Performance: The Period of performance shall be 1 base year plus 2 option years.

Contractor shall not perform services on recognized US holidays or when Government facility/installation is closed due to local or national emergencies, administrative closings, or similar Government directed facility/installation closing. Performance shall be on-site unless teleworking.

Teleworking shall be coordinated through the COR. The contractor shall at all times maintain an adequate work force for the uninterrupted performance of all tasks defined within this PWS when the Government facility/installation is not closed for the above reasons. When hiring personnel, the contractor shall keep in mind that the stability and continuity of the work force are essential.

1.4.5 Security Requirements: The contractor shall comply with the security requirements as stated in this contract and as provided for in AFI 31-601, Industrial Security Program Management. The provisions for DoD 5220.22-M, National Industrial Security Program (NISPOM), shall apply to this contract. The contractor shall ensure that employees adhere to all MAJCOM, NGB and local security regulations and directives.

1.4.5.1 Applicable to Air Force and ANG installations unless specified otherwise in the Task Order: Air Force and ANG installations are closed installations, pursuant to Sec 21, Internal Security Act of 1950, 50 U.S.C. 797 and, as such, only those persons granted permission may enter. It is therefore required that control be exercised over contractor employees while working on Federal property. Contractor shall follow equivalent protocol to Fort Meade.

1.4.5.2 Access and General Protection/Security Policy and Procedures. This standard language is for contractor employees with an area of performance within Government controlled installation, facility, or area. The contractor shall comply with all applicable installation/facility access and local security policies and procedures, which may be obtained from the Contracting Officer’s Representative (COR). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the local installation’s Security Forces, Director of Emergency Services or local Security Office. The contractor shall ensure compliance with all personal identity verification requirements as directed by DoD, HAF and/or local policy. Should the Force Protection Condition (FPCON) change, the Government may require changes in contractor security matters or processes.

1.4.5.3 For Contractors Requiring Common Access Card (CAC). Before CAC issuance, the contractor employee requires, at a minimum, a favorably adjudicated National Agency Check with Inquiries (NACI) or an equivalent or higher investigation in accordance with Air Force Directive 31-101. The contractor employee will be issued a CAC only if duties involve one of the following: (1) Both physical access to a DoD facility and access, via logon, to DoD networks on-site or remotely; (2) Remote access, via logon, to a DoD network using DoD-approved remote access procedures;

or (3) Physical access to multiple DoD facilities or multiple non-DoD federally controlled facilities on behalf of the DoD on a recurring basis for a period of 6 months or more. At the discretion of the sponsoring activity, an initial CAC may be issued based on a favorable review of the FBI fingerprint check and a successfully scheduled NACI at the Office of Personnel Management.

1.4.5.4 Security Clearances: Contract employees who will have access to classified information at the Secret level require a current NACLC or T3 or T3R background investigation and a favorable adjudication that has resulted in security clearance eligibility. Contract employees who require only Local Area Network (LAN) require a Favorable current NAC or T1. Contract employees who require access to controlled/restricted areas require a favorable NACLC or T3 or T3R. Standard Form 86 shall be accomplished within 5 calendar days of Task Order award or hiring of new employees for a T3 or T3R. The background investigation and a favorable completion of FBI fingerprint History Check must be completed.

1.4.5.4.1 A T1 background investigation is required and a favorable completion of FBI fingerprint History Check must be completed for access to the LAN, OR the Contractor must have or be able to obtain and maintain a SECRET clearance if access to classified material is required.

1.4.5.4.2 Contractor shall work with the Contracting Officer for processing into the Trusted Associate

Sponsorship System (TASS) formerly known as Contractor Verification System (CVS).

1.4.5.5 Homeland Security Presidential Directive (HSPD) 12. The “smart” card or Common Access Card (CAC) identification system is necessary for access to physical assets and IT systems. The more stringent identity proofing requirements are mandatory. Extensive employee background checks may take extended periods of time and can potentially hamper contract performance.

1.4.5.6 Requirements vary from state to state but both Army and Air National Guard require contractor application for a

Common Access Card (CAC) to be processed through Trusted Associate Sponsorship System (TASS). Within 10 working days of an awarded Task Order, the contractor shall submit a list of employees to the Contracting Officer who will be supporting the effort for input into the TASS. The Contracting Officer shall ensure that the Trusted Agent Security Manager (TASM) receives this information and the TASM will provide it to the appropriate Trusted Agent (TA). The list shall be on company letterhead and shall include the employee’s full name, address, date of birth, social security number, valid/current email address, security clearance, Task Order/contract number and end date of Task Order. Additional information may be necessary as requirements vary with each Federal facility. The Contractor shall comply with the Federal facility requirements for obtaining a CAC as defined in the PWS. Once the Trusted Agent (TA) inputs the contractor employees’ data into the TASS, they will receive a system generated email to visit the TASS website to verify and update/add their information. Within a few days after they complete the application (unless there are issues with their registration/NAC, etc.), they will be approved and will receive a second system generated email stating that their registration is complete. At that point they should go to the nearest CAC/DEERS office for issuance of a CAC card. Failure to respond to the first system generated email within five working days will remove them from the system. They will need to resubmit their contact details; hard copy or electronic documentation will be shredded or deleted once they are input into the TASS system. Subsequent listings of additions/deletions shall be submitted to the Contracting Officer as employees are hired or released.

1.4.5.5 Retrieving Identification Media. The contractor shall retrieve all identification media (including vehicle passes) from their employees who depart for any reason. All identification media shall be returned to the KO within 14 days of employee departure.

1.4.5.6 COMSEC. All communications with DOD organizations are subject to communications security (COMSEC) review.

Contractor employees shall be aware telephone communications networks are continually subject to intercept by unfriendly intelligence organizations. DOD has authorized the military departments to conduct COMSEC monitoring and recording of telephone calls originating from, or terminating at, DOD organizations. Therefore, the contractor is advised that any time they place/receive a call they are subject to COMSEC procedures. The contractor shall assume the responsibility for ensuring wide and frequent dissemination of the above information to all employees dealing with DOD information. The contractor shall be aware of and abide by all Government regulations concerning the authorized use of the Government's computer network; including the restriction against using the network to recruit Government personnel or advertise job openings.

1.4.5.7 During the performance of this Order, contractor employees may have access to or may generate unclassified information of a sensitive nature that is inappropriate for release to the public. Contractor shall implement information control procedures that require Government approval prior to the release of any information derived from the performance on any Order by the contractor or its employees, regardless of forum.
