1. A site visit meeting was conducted on 11 Aug 2020 at the 126 Civil Engineering Squadron Classroom in regards to the 8 construction requirements. The following were in attendance:
[see vendor sign-in]
2. An overview of the 8 solicitation packages was briefed with particular attention given to the evaluation process. This is a Request for Quote rather than a Request for Proposal or an Invitation for Bid. FAR Part 13 procedures are being used: comparative evaluation will take place, innovative solutions are considered, offerors were encouraged to submit multiple quotes or options, technical evaluation will include proposed changed to the SOW, proposed POP, and the Past Performance exhibit (the actual Past Performance evaluation factor will be solely based on government databases). If awarded, Contractors will be able to review final Contract before signature (as this is a Request for Quote). If the scope of work changes a revision will be posted to beta.sam.gov along with updated drawings and designs for construction requirements.
3. Offerors must submit five documents to be responsive:
Pricing – in any Contractor format Signature of certification Proposed PWS changes Past Performance questionnaire On-site supervisor Resume
Each project will be evaluated separately. One vendor will be awarded per project, although one vendor might be awarded multiple projects. Bid bonds are not required for these construction projects but performance and payment bonds will be required. Government will allow for flexible lead times for performance.
Government’s preference is for pay after completion of work, although the government will entertain other proposed payment plans.
4. This project, per the solicitation, is not Tax Exempt.
5. Any quotes should be based on the solicitation and if any technical concerns were addressed in the site visit that quotes should not take them into account unless published in the solicitation. All technical questions were requested to be submitted in writing to the Contracting Officer. Answers would be provided through an amendment to the solicitation. No additional items or information were presented.
