1.
Does FEMA want a web site that any office can access? Any authorized user.
2.
What do they mean by Off the shelf/Immediate activation? Activate what, by whom? System must currently be available for use. Development or modifications to any system will not be in accordance with the solicitation.
3. What is on the Printable Flip Chart Template? Printable database, tables, etc.
4. Who administers the tests? Tests are administered by the service provider in conjunction with the Gov’t. CDSO.
5.
For pricing purposes, can you please estimate the number of users? Approx. 200.
6.
How many users on a day-to-day basis? Approx. average 20-30.
7.
Estimated emergency response users, low to high? 20-30.
8.
The procurement says that the award will be based on the lowest price that is technically acceptable. What is the criteria for technically acceptable? Service must have satisfactorily demonstrated past performance within emergency response setting.
9.
Have you seen or are aware of COTS solutions already providing 100% of the functionality requested and if so, who and when? Government market research has located existing service that meets the criteria.
10.
Do you expect to receive a fully compliant bid with all functionality already in existence, or will the evaluation be based on the best value, given that some of the functionality may be bid as an enhancement and/or modification? The Gov’t. expects to receive several fully functional products.
11.
The SOW refers in general terms to buildings, facilities, and unlimited users. To properly price our solution and configure it, what is the scale of the project (i.e. How many facilities? How many users are anticipated at peak usage, etc)? 9-11 facilities and approx. 200 users.
12.
In letter d of the SOW, what is “multi-facility goal setting and target date announcing?” Service must coordinate and track efforts at multiple facilities and events.
13.
In SOW letter q, what is meant by an animated legend? Program has the ability to identify and update all building safety features, i.e. SIP, fire extinguishers, evacuation maps, etc.
14.
In SOW letter x, what type of training is required, what location(s) and for how many people (i.e. is this responder training or user training on the deployed system(s)? Training emergency response/building evacuation teams approx. 200.
15.
Is your requirement for classified materials or unclassified? Unclassified.
16.
How many users are anticipated for a one-year period? See #7.
19.
Must the storage of the documents meet NARA requirements? No.
20.
How many documents would be stored and what is the anticipated storage size required (in MB, GB, etc.)? No estimate available.
21.
How will documents/information be “posted”? Will it be by email, fax, or hard copy that requires scanning? Electronically.

Section 2 Scope d. is unclear. Are these types of documents that will be stored? Are these functions that you want the service to provide? Functions to be provided.
23.
Section 2 Scope j. is unclear. Is this a function desired of the system? System will identify and track testing performance of OEP Team members.
24.
You ask for storage of plans and for functionality like “tracking test performance – facility by facility”. Question needs to be clarified.
25.
Is the tracking a document that FEMA uses and wants to store in order to share with others? If the tracking a function of the environment desired? Yes.
26.
Section 2 Scope x is unclear. Are you asking for training sessions for the environment or some storage environment for training session materials? Both.
27.
What is meant by off-the-shelf/immediate activation? Does this only apply to the software or also for all data related to the facilities and training? See #2. Applies only to software.
28.
For the covered facilities, can you provide an estimate of the square footage of all facilities for which data would be captured? Immaterial to solicitation.
29.
How many facilities will need to be captured (data gathered and stored)? 9-11.
30.
For training, how many students should be planned for by the contractor? Approx. 200.
31.
How many student records will need to be stored and for how long? Approx. 200 for the term of the contract. At the completion, data will become the property of the Gov’t.
32.
How many training sessions will students complete to be recorded in the training database? 1-2 annually.
33.
How many administrative users will need to have access to the system? 12-15.
34.
What data will need to be captured related to the facilities? Data associated with Occupant Emergency Planning within Federal facilities.
35.
Can you describe your current system/process for editing emergency plans and sharing of critical facility information? No current system.
40. Is there a vendor currently helping you with the management and/or IT work related to emergency management training and information dissemination? No.
41. Would you explain item f (under scope) in more detail? System is capable of integrating OEP Team efforts in multiple facilities.
42. The SOW requires two training sessions. Is the scope of these sessions limited to awareness or does it require technical response training (e.g. extinguishers, CPR, hazardous materials, etc.) Mainly awareness training.
43.
Does FEMA want the provider to host this application, or provide it to them for their hosting? Provider will host.
44.
Are there any platform or software requirements? (i.e. must it run on Apache, IIS? Can it use MSSQL, Oracle for database software? Etc.) Web-based.
45.
The SOW states that the system must be, “off the shelf/immediate activation?” Many of the requirements listed in the SOW would certainly fit within our system but would potentially require customization. Would this be allowable? No.
46.
Is this application to provide a full Learning Management System (courses, testing, tracking) or is this simply for tracking training that occurs off-line? See #16.
47.
When does FEMA plan to make this award and when would the work to start? Is there a time frame? Performance will commence immediately following award.
48.
In the S.O.W., (a) reads. "off the shelf/Immediate activation." Am I to assume this indicates that if a vendor does not have this particular product/service ready to use immediately, those vendors should not submit a proposal for designing such technology to comply with your Scope and a vendor with a service readily available as described that is currently "in use" should be a significant factor to your judging criteria? This solicitation is not for a system design.
49.
Is the government looking for single software solution or can the project utilize several different software components? The Gov’t. is anticipating a single solution.
50.
What is the projected number of facilities and their locations? 9-11 within the NCR, Hyattsville, Md., and Winchester, Va.
51.
How many plans are there per facility and what is the total number of plans? One plan per facility
