Purchase Description for Aluminum Dust Collection System

Brand Name Sole Source – Aluminum Dust Collection System; Sly Model: STJ-68-10 Dust Collector with listed options.

(Qty. 1) Sly Model STJ-68-10

720 sq. ft. filter area, 236 FPM interstitial velocity, 16 oz. singed polyester filter media, static dissipative media bag with NFPA grounding straps, 4.2:1 air/cloth ratio, and forty-eight 5.75” diameter by 10’ length top removal/snap band bags. 4’-0” inside X 5’-4” inside X 25’-1” overall height. System must be capable of operating with 90 psi air supply. Dust collector must be fabricated as follows: Clean air plenum - 10 gauge carbon steel, pulse pipes – schedule 40 carbon steel & painted, tube sheet 3/16” thick carbon steel, dusty air plenum - 10 gauge carbon steel, hopper - 10 gauge carbon steel, stiffeners - structural channel carbon steel, and gasket - prestite. Collector internal carbon surfaces are to be treated with SSPC-SP3 preparation and one prime coat of Mobile Silicone Alkyd, 1-2 mils DFT. Color: Gray Collector external carbon steel surfaces to be treated with SSPC-SP3 preparation, one prime coat of Mobile Silicone Alkyd, 1-2 mils DFT and one coat Mobile Acrylic Enamel, 1-2 mils DFT. Color: OSHA Blue Supports to be treated with SSPC-SP3 preparation, one prime coat of Mobile Silicone Alkyd, 1-2 mils DFT and one coat Mobile Acrylic Enamel, 1-2 mils DFT. Color: OSHA Blue. Features to be included:

Hatch top all welded clean air plenum for top bag removal.

- Hinged roof doors with black neoprene gaskets.

- One (1) 12” diameter flanged clean gas exhaust.

All welded filter housing.

External ground lugs for flanged and housing (with gaskets) connections provided with interconnecting cables.

36" x 36" explosion relief vent of 304 SS construction with silicone seal.

- Reinforced filter housing and vent mounting frames. P-red design is based on two-thirds of the ultimate strength of the metal per NFPA-68-13, 6.3.1.1 Vent is to be sized in accordance with NFPA-68-2013 with Kst=203 bar·m/s and Pmax=10.2 bar.

- Isolation of the inlet duct of the dust collector will be provided by MCAAP.

60 degree all welded pyramidal hopper.

- 14" diameter flanged and baffled diffuser inlet.

- 8" x 8" product discharge flange drilled to mate Smoot NFPA compliant valve described below.

- Access port with black neoprene gasket.

Factory installed compressed air header assembly/pulse cleaning system:

- Compressed air manifold of carbon steel, schedule 40 pipe.

- (Qty. 6) 1” diameter removable air pipes with tool-less Morris clamps.

- Goyen solenoid valves in NEMA 7/9 enclosure.

- Impolene tubing.

- Goyen diaphragm valves.

Bag cleaning control includes Sly Model MP-404 solid-state timer (1/60/120 VAC) in a NEMA 7/9 enclosure for continuous adjustable timed sequential control of the pulse-cleaning operation.

Control panel is factory mounted to the collector and wired to the solenoid valves.

(Qty. 48) galvanized steel 5-5/8 inch diameter top removal cages with glass reinforced nylon venturis. Cages are constructed of 11 gauge wire with (12) vertical wires and horizontal rings with eight inch spacing. Bail handle is provided for ease of cage removal.

(Qty. 2) 1/8" NPT couplings for differential pressure connection.

Differential pressure gauge, complete with bracket, fittings and 40 ft. of Impolene tubing provided.

Water tight construction. All product contact interior welds are continuous and ground smooth to

120 grit. Internal product contact corners are filleted. External welds are continuous and weld spatter is removed.

The collector is completely assembled including the pulse cleaning system. Bags, cages, supports, walkways and hoppers are shipped loose. Prestite gasket is used for shop connected housing and is provided loose for field connections, color: Gray.

1 - Structural support designed for 90 MPH wind load (per ASCE 7-05), constructed of carbon steel to allow 5 feet clearance below hopper discharge flange.

1 - Access platform at solenoid/pulse valve level and top perimeter hand railing around collector and caged access ladder with safety chain. Include OSHA self-closing safety gate for ladder interface with access, powder coated safety yellow.

1 - Smoot FT-9 Type 1, cast iron rotary valve with a 1/2 HP, TEFC motor and 15 RPM chain drive package for 3/60/230/460 VAC operation. Includes 8-vane open end rotor with relieved tips and finger guard. Construction to comply with NFPA-69 deflagration isolation only.

- For deflagration isolation per NFPA-69, the rotary valve will be supplied with 8-vane beveled edge rotors with initial nominal clearances of 0.005" and not to exceed 0.006" measured from rotor tip to housing bore and rotor end to head plate.

- Per NFPA-69, an interlock will be required to stop the rotary valve in the event of an explosion to prevent discharge of burning material into the bin or drum below the rotary valve.

This instrumentation is provided by MCAAP.

- Fan to handle: 3,000 ACFM at an estimated 15” static pressure, 2,887 RPM, 11.55 BHP at 735 ft.

- Accessories included: V-Belt drive with guard, AMCA “A” spark-proof construction, Shaft and bearing guard, Flanged inlet, Flanged outlet, Drain & plug, Clean out door, Bearing temp sensors, and 15 HP, 3500 rpm, TEFC Exp.Proof Class 1, Div. 1, Group D & Class 2, Div. 1, Groups E, F, & G motor for 3/60/208-230-460 volts.

Approval drawing(s) is/are required and shall be furnished within one week after award. 3D models requested, can be in native Solidworks format, IGES, and/or STEP within two weeks after award.

52.0011-4000 RECEIVING OFFICE REQUIREMENT – MCAAP (MAY 2009)

At the McAlester Army Ammunition Plant truck shipments are accepted at Warehouse 8, Receiving Office, Monday though Thursday (except holidays) from 6:30 A.M. until 3:00 P.M. only. All shipments and deliveries must be at the main gate (truck gate) on or before 3:00 P.M. No shipments will be accepted after 3:00 P.M. unless prior arrangements have been made.

Any deliveries for Thursday afternoons during the months of May and June SHALL BE scheduled in advance by calling 918-420-6695 to verify that deliveries are being accepted that day.

To gain entry to the installation for shipment/delivery, delivery drivers shall have a valid driver's license, residency status documentation (green card) if foreign national, and NO outstanding criminal history. Any other occupants of the delivery vehicle must also meet these requirements.

No shipments will be accepted on government holidays.

Also reference 52.0045-4002 and 52.0045-4003 Security Requirements if needed.

52.0015-4002 DISCLOSURE OF UNIT PRICES (MAY 2004)

Unless the offeror notifies the contracting officer, at time of submission of its initial offer, of an objection to disclosure of its unit price, the Government reserves the right to publicly release (which would include, but is not limited to, a public award synopsis, contractor debrief, procurement history posting, or Freedom of Information Act (FOIA) request) the unit price(s) stated in the contract award under this solicitation. Any objection must be submitted in writing, providing a detailed explanation of how release of the awarded unit price would result in a substantial competitive harm to the contractor. Objections will be reviewed to determine whether harm has been substantiated. Failure to notify the contracting officer by the close of this solicitation waives any objection to disclosure of the unit price. A “unit price” is defined as the specified amount to be paid by the Government for the goods or services stated per unit, contract line item, or separately identified contract deliverable. 52.0033-4000 AMC-LEVEL PROTEST PROGRAM (DEC 2000)

If you have complaints about this procurement, it is preferable that you first attempt to resolve those concerns with the responsible Contracting Officer. However, you can also protest to Headquarters, AMC. The HQ, AMC-Level Protest Program is intended to encourage interested parties to seek resolution of their concerns within AMC as an Alternative Dispute Resolution forum, rather than filing a protest with the General Accounting Office or other external forum. Contract award or performance is suspended during the protest to the same extent, and within the same time periods, as if filed at the GAO. 52.0047-4001 HOURS OF OPERATION – MCAAP (FEB 2004)

Normal work hours are Monday through Thursday 6:30 A.M. until 5 P.M. Contractors will not be permitted to work on Fridays, Saturdays, Sundays, or legal holidays for any reason, unless otherwise approved by the Contracting Officer. The following legal holidays will be observed:

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

Technical and past performance, when combined, are N/A.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph

(d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records--Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

252.232-7006 WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (MAY 2013)

(a) Definitions. As used in this clause--

Department of Defense Activity Address Code (DoDAAC) is a six position code that uniquely identifies a unit, activity, or organization.

Document type means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).

Local processing office (LPO) is the office responsible for payment certification when payment certification is done external to the entitlement system.

(b) Electronic invoicing. The WAWF system is the method to electronically process vendor payment requests and receiving reports, as authorized by DFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.

(c) WAWF access. To access WAWF, the Contractor shall--

(1) Have a designated electronic business point of contact in the System for Award Management at https://www.acquisition.gov; and

(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this Web site.

(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/.

(e) WAWF methods of document submission. Document submissions may be via Web entry, Electronic Data Interchange, or File Transfer Protocol.

(f) WAWF payment instructions. The Contractor must use the following information when submitting payment requests and receiving reports in WAWF for this contract/order:

(1) Document type. The Contractor shall use the following document type(s).

(4) Payment request and supporting documentation. The Contractor shall ensure a payment request includes appropriate contract line item and subline item descriptions of the work performed or supplies delivered, unit price/cost per unit, fee (if applicable), and all relevant back-up documentation, as defined in DFARS Appendix F, (e.g. timesheets) in support of each payment request.

(5) WAWF email notifications. The Contractor shall enter the email address identified below in the “Send Additional Email Notifications” field of WAWF once a document is submitted in the system.
