About this file

This document is an amendment to a federal equipment rental solicitation. The amendment extends the response due date from April 14, 2022 to April 19, 2022 at 4:00 PM EST. The solicitation seeks rental of various pieces of heavy equipment including forklifts with extending booms, manlifts with articulating arms up to 80 feet in height, light towers, and jibs for the forklifts. The equipment will be used by the U.S. Army at various locations and times from Monday through Saturday for up to 8 hours per day. The amendment provides answers to vendor questions clarifying that equipment operators are not required, the vendor is responsible for refueling rented equipment but not installation of antennas, and insurance requirements.

QUESTIONS AND ANSWERS

QUESTION: Please confirm contractor scope is only limited to equipment lease without operators.

ANSWER: The contractor scope is only limited to equipment lease. We do not need there operators.

Please know that is only for the forklift and man lifts.

QUESTION: Please confirm contractor is not responsible for any installation work related to Antennas.

ANSWER: The contractor is not responsible for any installation work on the antenna

QUESTION: Please advise on the working hours for equipment per day and days per week, this is required to estimate the fuel consumption for the rental equipment.

ANSWER: The equipment will be used daily and it can be as much as 8 hours a day and possible on some days no use. The amount caries as the work progresses. The equipment will be used from Mon to Sat as we work our 10 hour shifts

QUESTION: Please advise if there is any limitation on the model year, brand, and manufacturer of the requested equipment.

ANSWER: It can be a different manufacturer, but the unit has to have all the options listed from the example unit. Must meet current safety requirements for the UK.

QUESTION: Please advise if the contract manager needs to be on‐site full time or remote (off‐site)?

ANSWER: No we do not need the contract manager on site, we do need a direct POC and contact information so when needed we have a direct means to contact and get whatever issues or scheduling worked to include equipment break down, maintenance, schedule, pick up ETC.

QUESTION: Insurance requirements at the end of the contract. Vendor can provide the required services applied only to “outside the military installation.” The equipment will be used by US government personnel and we cannot apply our insurance to them nor can we be liable for any injuries and/or damage to the equipment under the US government custody.

ANSWER: Government is self‐insured.

QUESTION: There are new fuel regulations in the UK regarding diesel fuel:*USE OF RED DIESEL NOT PERMITTED. If any machine is returned with red diesel the tank will be drained and refilled with white diesel. This will be chargeable to the customer.

W25G1V22Q0098

ANSWER: We will not be refuelling the equipment. Part of the contract is for the vendor to provide refuelling to the equipment. That is also one of the reasons why we need a direct POC and all contact information. This way when the equipment is running low of fuel we will be able to contact the vendor for refuelling of the equipment
