DESCRIPTION/SPECIFICATIONS/WORK STATEMENT
Statement of Work (SOW)
For
Motion Capture Equipment
1. Background: The Tactical Behavior Research Lab (TBRL) at Picatinny Arsenal requires upgrades and replacements of the motion capture equipment in building 3518. The current motion capture equipment is nearly 15 years old has limited utility due to obsolescence, wear and tear, etc. The equipment will be utilized by engineers and researchers conducting human behavior research and other associated projects at the TBRL. To avoid additional cost and zero value added work associated with the initial set up and also with the continuing use of the equipment, such as learning new software programs and interfaces, integrating hardware/software in the existing laboratories, and converting/integrating motion capture data formats between labs/systems it is desired that the equipment be compatible and seamlessly integrate with the current equipment and software employed at the TBRL and Experimental Verification and Validation
Assessment Lab (EVVAL) located in building 92.
2. Scope: Provide and install the TBRL a turn-key solution for volume tracking of up to 2000 square feet and for up to 4 subjects for use in the TBRL that is compatible with and seamlessly integrates with the current motion capture equipment and software currently employed in both the TBRL and EVVAL. The tacking volume created by the solution will be suitable for full-body immersive tracking;
based on tracking objects on the hands, feet, body, head and prop(s).
3. Requirements: The contractor shall execute the following requirements and any additional work required in the delivery, installation, verification, and support associated with the motion capture system described in this SOW.
3.1 Equipment: The contractor shall provide the necessary equipment for full-body immersive tracking of 4 subjects simultaneously in a volume around an area of up to 2000 square feet. The equipment may include, but is not limited to: cameras, beacons, markers, calibration tools, batteries, charging stations, PoE switches, routers, cables, mounts, stands, clamps, mounting plates, gloves, foot straps, hats, chest straps, computers, monitors. The hardware is required to be compatible with the current motion capture equipment utilized in the TBRL and EVVAL. The system currently used that it needs to be compatible with is a Vicon Motion capture system utilizing Vantage and Vero cameras. Equipment purchases shall be Nationally Recognized Testing Laboratory (NRTL) listed and used as intended in accordance with DA-PAM 385-26.
Software: The contractor shall provide software and licenses necessary to operate and maintain the motion capture equipment provided. The contractor shall provide software that integrates and is compatible with the current systems and software in place at the
TBRL and EVVAL to include file formats, interfaces, and communications between the systems. System currently used is a Vicon Motion
Capture system with Vantage and Vero cameras running the software packages Nexus, Shogun, Tracker, and Datastream SDK.
3.2 Delivery and Installation: The contractor shall deliver the equipment and software described in this statement of work.
The contractor shall supply their own Personnel Protective Equipment (PPE) when performing work at Picatinny Arsenal, NJ. Information:
The DEVCOM AC Industrial Hygiene Office (i.e., the Government) may conduct a Workplace Ergonomics Evaluation prior to equipment installation and perhaps also either during or after equipment installation; and the DEVCOM AC Risk Management Office (i.e., the
Government) may administer a Safety Inspection as part of the equipment installation.
3.3 Verification: The contractor shall have the OEM, through demonstration or other suitable means, verify the proper installation and operation of the provided equipment and software. The contractor shall, through demonstration or other suitable means, verify the integration and compatibility of the provided system with the systems currently in place at the TBRL and EVVAL.
3.4 Training:
3.4.1 Contractor or OEM of motion capture system shall provide minimum one day training on the functionality the hardware/software after installation is completed.
3.4.2 For training that the contractor will develop or administer, the contractor shall employ training instruction
(e.g., presentation materials or booklets), training criteria (e.g., desired learning outcomes and performance goals), and evaluation methods and metrics (e.g., exam questions) to verify training effectiveness in accordance with criteria that the contractor develops
(e.g., the percent of test questions correctly answered). The contractor may use MIL-HDBK-29612-2A - Department of Defense Handbook, Instructional Systems Development/Systems Approach to Training and Education (Part 2 of 5 Parts), 31 August 2001 as guidance.
3.4.3 The contractor may conduct Usability Testing as part of the training as a means of verifying training effectiveness IAW the training criteria and as a means by which to evaluate whether the Target Audience users can operate and troubleshoot the system both effectively and safely IAW established criteria for operational modes and failure modes. Usability Testing would include an evaluation of human-system performance to determine system reliability and effectiveness with humans in the loop, as well as assess risks to humans who operate, maintain and support the system. The contractor may also employ metrics such as the System
