Statement of Work (SOW)

SOCET GXP Software Entitlement Upgrade Requirement For

Military Intelligence Readiness Command

Date: 04 June 2020

PART 1

GENERAL INFORMATION

1. General: This is a supply order contract to provide 60 SOCET Geospatial Exploitation (GXP), three (3) InMotion Server, three (3) GXP Xplorer Server continued software licensing with upgrade entitlement (UE) support for each product license.

1.1. Description of Supply/Introduction: The Contractor shall supply and deliver the SOCET and GXP enterprise software licenses and UE support as defined in this statement of work.

The contractor shall perform to the standards in this delivery order.

1.2. Background: The MIRC uses SOCET Geospatial Exploitation (GXP), InMotion Server, and Xplorer Server software to conduct Process, Exploitation, and Dissemination (PED) training and operations. The DA G2 EXORD 15-089 identified four Army Reserve Intelligence Support Centers (ARISC) as PED reach sites. These sites employ the GXP software suite to exploit, analyze, capture, and disseminate near real time intelligence to forces forward. This software is part of the Army’s program of record, Distributed Common Ground System – Army (DCGS-A) and is the Army’s primary tool for Geospatial Intelligence (GEOINT) Soldiers. The licensing on this software ensures that the MIRC can train for, and support PED requirements. The software licensing package includes upgrade entitlement for new software, vendor based training, on hand labor to troubleshoot software challenges, and the vendor maintains responsibility for the certificate of networthiness (CoN).

1.3. Objectives: The Contractor shall achieve uninterrupted access to full suite of GXP software to support Dept of the Army (DA) G2’s Executive Order 089-15 and FORSCOM directives that validate the ability to execute live processing, exploitation, and dissemination (PED) missions by:

1.3.1. Suppling software as specified in the technical specifications;

1.3.2. Immediately notifying the Government if lead times exceed award period of performance from receipt of order;

1.3.3. Ensuring timely and accurate material delivery of software, subscriptions and technical support services.

1.4. Scope: Supply and deliver the listed software subscriptions and services as outlined in Part 2 to maintain proficiency on all software updates.

1.5. Delivery Requirements: Deliver new licenses and software thirty (30) days from delivery order award.

1.6. Period of Performance: 25 September 2020 to 24 September 2020

1.7. General Information

1.7.1. Recognized Holidays: For the purpose of this delivery order, “Federal Holidays” include the listed days of observance.

PART 2

SPECIFICIFCATIONS

2. TECHNICAL SPECIFICATIONS:

2.1. GXP Xplorer Server UE. Contractor shall supply and deliver software license renewal and comprehensive software support program for three (3) GXP Xplorer Server UE software licenses.

2.2. GXP InMotion Server Base UE. Contractor shall supply and deliver software license renewal and comprehensive software support program for three (3) GXP InMotion Server UE software licenses.

2.3. SOCET GXP GeoAnalysis Bundle UE. Contractor shall supply and deliver software license renewal and comprehensive software support program for 60 SOCET GXP software licenses.

2.4. GXP and SOCET GXP Upgrade Entitlement Support. Contractor shall supply and deliver comprehensive software support, for each product under upgrade entitlement as follows:

o Upgrades of software releases and patch management support for multiple software versions that occur during period of performance (POP).

o Unlimited technical assistance via phone, fax and email with availability 7-days a week, 365-days a year.

o Unlimited training at any of the GXP regional training centers in the US.

o Access to the GXP customer portal for managing customer account, reporting deficiencies in software and hardware and customer requests the same day server installed.

2.5. Contactor shall supply all software in quantities listed which meet the technical specifications established in this statement of work.

2.5.1. Replacements and Substitutes. Contractor shall not make any replacements or substitution of materials of lesser value without the express written consent of the government. Contractor shall only upgrade materials when no additional charges apply or when such upgrades have been approved in writing by the Contracting Officer.
