MEMORANDUM FOR RECORD
SUBJECT: BAH Data Collection Submission for Fort Hamilton, 2019
1. The purpose of the Basic Allowance for Housing (BAH) program is to provide fair housing allowances to Service Members. This is accomplished through the annual BAH Data Collection Submission. The data collection process includes the following: gathering currently available, adequate and affordable rental housing data within the designated Military Housing Area (MHA); providing rental housing referral properties and real estate contacts that will be used in the data collection portion of the BAH rate setting process; and identifying unacceptable housing areas within the designated MHA that will be excluded from the data collection process (census tract exclusions). This information will be submitted in written format and presented to the MHO for the annual BAH Data Collection Submission.
2. The Scope of Work will include the following:
a. Obtain historic submittal information from the primary MHO where applicable.
b. Obtain a map and list of census tracts included in the designated MHA from the primary MHO.
c. Obtain crime, neighborhood, and environmental data and statistics for census tracts located in the designated MHA and provide recommendations for census tract inclusion/ exclusion.
d. Submittal of census tract recommendations in Excel format to the primary MHO for review.
e. Discuss with active real estate professionals (agents, brokers, realtors, relocation specialists, etc.) their insights into the current housing market, pricing levels, future development or market contraction, and/or other market specific issues that could potentially impact BAH rates.
f. Obtain rental property information (50 to 150 units) by housing profile or "anchor points" from the non-excluded census tracts.
g. Submittal of individual rental information to the primary MHO in Excel format;
h. Present market information and assumptions to Installation MHO staff. This will include the following: property address and complex name (if available); contact name, firm, and phone numbers; number of bedrooms and bathrooms; status of availability; rental rate; and utilities included in rent (heat, electric, and water); and
i. After initial submittal, contractor will provide additional rental property information for subsequent submittal updates through June to the primary MHO needing such assistance.
j. Base year and three option years.

3. Deliverables: A written overview of the methodology employed in the data collection process will be delivered to the MHO staff at Fort Hamilton as well as individual spreadsheets containing census tract inclusions/exclusions, real estate contacts, and rental property information.
