Evaluation / Source Selection Plan Vibration System
1. Basis for Award
The Government plans to award a single firm fixed price Order as a result of this Request for Quotation (RFQ). The evaluation shall be conducted utilizing the lowest priced technically acceptable evaluation approach in accordance with FAR 15.101-2. The Order will be awarded to the offeror who is deemed responsible by the Contracting Officer, in accordance with the General Standards for contractor responsibility at FAR 9.104-1, and whose proposal conforms to all of the solicitation’s requirements (including stated terms, conditions, representations, certifications, and all other information) and is assessed, based on the evaluation factors below, to represent the lowest price technically acceptable quote. Under this evaluation approach, a quote would not receive any additional credit for exceeding the established minimum defined requirements of technical acceptability.

All proposals will be evaluated in a fair and consistent manner. All proposals will be subject to evaluation by a team of Government personnel. The offeror whose proposal is determined to provide the lowest priced proposal that meets the acceptability standards for non-cost factors will be awarded the Order.
The Government may reject any proposal that is evaluated to be unrealistic in terms of program commitments, including contract terms and conditions, or unrealistically high or low priced when compared to Government estimates, such that the proposal is deemed to reflect an inherent lack of competence or failure to comprehend the complexity and risks of the program.
The Government reserves the right to award based on initial proposals. The Government intends to evaluate proposals and award the Order without discussions with the offerors (except clarifications as described in FAR 15.306). However, the Government reserves the right to conduct discussions and request proposal revisions if it is determined to be in the best interest of the Government.
The proposals will be evaluated based on the criteria established in this solicitation as follows.
Factor 1 Technical Requirements: The technical portion of the quote will be rated Acceptable or Unacceptable based on assessment of the stated minimum requirements below. These items are deemed critical to meet the Government’s requirement. If any one of these requirements is rated as Unacceptable this will result in an overall technical rating of unacceptable and the quote will not be considered any further.

In order for a quote achieve an Acceptable rating in the Technical factor, it must clearly meet the following minimum requirements:
a. Vibration System shall include:

Electrical Service is 480 volt 3 phase corner grounded delta, not to exceed 600 AMP service (Provided by Government). Equipment provided by contractor shall align with provided electrical service.
Electrodynamic shaker, including:
3 inch (76 mm) pk-pk displacement Automatic table load support 4,000 lbs (1818 kg) and armature centering
25.5 inch (648 mm) diameter table 24 inch (610 mm) outer diameter bolt circle Suspension with maximum rigidity including one lower and four upper guidance bearings Replaceable stainless steel hex inserts Align Lock Horizontal Isolation Springs Degauss coil, adjustable excitation Floor vibration isolation Gear drive trunnion assembly with ratchet handle for easy shaker rotation
External shaker cooling blower, including 20 ft (6.1 M) of flexible air duct
Closed Loop, Temperature Controlled, Recirculating Water Cooling System for the Shaker
Shaker DC Field Power Supply with selectable Field Strength:
Maximum Force and Normal Field
Class D High Efficiency Power Amplifier, featuring:
360 KVA output (direct coupled)
* High Efficiency Insulated Gate Bipolar Transistor (IGBT) Technology
* Special four bay EMI shielded console, on casters
* Comprehensive operating/status meter panel with:
- Full scale LED display and bar graph for voltage and current monitoring
- Sequence/status pushbuttons for system startup

- Pushbutton selection for high performance shock
- Amplifier and shaker safety interlock display

- Pushbutton for external automatic sequencing startup command

Operating Voltage: 480 volt 3 phase corner grounded delta, not to exceed 600 AMP service.
Equipment Rigging Rigging of old and new Shaker and Amplifier within Environmental Test Laboratory (Move the old equipment to make space for new equipment and place new equipment in to original location) Rigging shall include:
a. Disconnect existing Amplifier and all related components from existing Shaker and relocate to adjacent building.
b. Disconnect existing Shaker and relocate to adjacent building.
c. Disconnect and drain existing oil cooling unit and related components, and relocate to adjacent building.
d. Remove all oil pipes and heat exchangers connecting existing oil cooling unit and existing shaker.
e. Temporary remove existing Kimball Slip Table to make space for moving existing and new Shakers.
f. Deliver and unload new Vibration System as described above.
g. Place Vibration System components in the locations freed by removing existing equipment described in above sections a. through e.
h. Make all new and necessary connections for new Vibration System including cooling, electrical, controls, water, air.
i. Return existing Kimball Slip Table to its original location and connect it to new Shaker using new bullnose.
b. Power Requirements:
480 volt 3 phase corner grounded delta, not to exceed 600 AMP service (Provided by Government). Equipment provided by contractor shall align with provided electrical service.
c. Installation and system warranty:
1) One Year, On-Site, hardware warranty
2) On-Site Installation & Familiarization
3) Eighteen (18) months delivery
4) Operating Manuals/Diagrams
d. The contractor shall deliver the following equipment to ARDEC:
All equipment/materials and service listed in paragraph a.
Factor 2 – Price: The quoted price will be evaluated for reasonableness in accordance with price analysis techniques at FAR 15.404-1(b). Price will not be scored.
Adequate competition is anticipated for this Order. However, if deemed necessary by the Contracting Officer, a cost analysis may be performed per FAR 15.404-1(c). If the Government determines that adequate price competition was not obtained and/or if the total evaluated price cannot be deemed fair and reasonable, the Government reserves the right to request cost or pricing data and to evaluate such data utilizing the proposal analysis techniques delineated in the FAR 15.404-1 as deemed appropriate
Price/Cost Inconsistencies: A proposal is presumed to represent an offeror’s best effort to respond to the solicitation. Each initial proposal should contain the offeror’s best terms for award for this Order. Any inconsistencies in performance or price should be explained in the proposal. Any significant inconsistencies, if unexplained, raise a fundamental issue of the offeror’s understanding of the nature and scope of work required and its financial ability to perform the contract, and may be grounds for rejection of the proposal.
